About this file

The document provided is a set of Questions and Answers (Q&As) related to a federal contract opportunity for Runway Repair at Moore Air Base in Edinburg, Texas. The key details are as follows:

The solicitation is for the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) to perform airfield repairs at the Moore Air Base facility. The project involves addressing issues such as spalling joints, turf buildup, deteriorated joint sealant, and faded pavement markings. The contractor will be required to perform the work in phases as the airfield will remain operational during construction. The Q&As clarify the Government's requirements, including that the contractor cannot have a single individual serve as the Site Superintendent, QC Manager, and SSHO. The contractor will be responsible for cleaning any debris that its construction methods allow to enter the storm drains. The Government has not provided an approximate quantity for spall repairs, but has referred bidders to the details on drawing C301. The entire work area will not be available at once, and the work must be performed in a phased approach to accommodate the facility's ongoing operations.

RFIs and Responses, 8/27/24

1. The specifications call for a Site Superintendent, QC Manager and SSHO. Will the Government allow a Qualified Site Superintendent to act as the QC Manager and SSHO for this project?

No, we don’t want a superintendent to wear three hats. Two is acceptable.

1. Can the Government clarify what the expectation will be where the inlets are covered with grass and/or soil? Is the Contractor to assume that every inlet is clear and free of silt, or will the contractor be required to clear each inlet?

If the contractor’s construction methods allow debris into the storm drains, he will be required to clean them.

1. Will the Contractor be required to clear the existing storm water piping or are we to assume the existing pipe is currently unobstructed and in no need of clearing?

See answer to number 2.

1. We could not find an approx. quantity for spall repairs. Can the Government provide us with an approx. quantity that will need to be included in the SOW?

See details on drawing C301.

1. Can the Government confirm if the entire work area will be available for the performance of the scope of work, or if we will be required to perform the scope in phases.

Work will be accomplished in phases as daily airfield operations will continue.
