About this file
This document contains a series of Requests for Information (RFIs) and responses regarding a potential federal contract opportunity for airfield repairs at Moore Air Base in Edinburg, Texas.
The key details include: the scope of work involves repairing spalling joints, turf buildup, deteriorated joint sealant, and faded pavement markings on the airfield; the solicitation number is 12639524R0019; the contracting agency is the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS); the facility is a private airfield operated by USDA-APHIS for their fruit fly control operations; the RFIs cover topics such as excavation depths, temporary airfield markings, SWPPP requirements, storm water protection, fill material, joint details, storm drain cleaning, surveying, signage, FAA interaction, and other construction-related details. The responses indicate that a topographical survey is available, joint width specifications are not provided, and the contractor will need to establish a stand of turf including watering. The RFI responses also clarify that there is no striping work included in this project.

12639524R0019, RFIs and Responses
1. At what depth of excavation below current grade will utility locates be required? At a depth below the maximum depth of the excavation.
2. What temp airfield markings will be required for this project? Runway closure markings
3. Will SWPPP be required for this project? Yes
4. Will storm water protection and/or erosion control beyond what is identified on C500 be required? Erosion control required in all disturbed areas.
5. Note 2 of C101 states “after excavation of fill material….” We do not see defined SOW areas that require fill material. Does the USDA anticipate fill materials being required? Fill material needed if indicated in RFP documents or required by DOR
6. Are the joint detail measurements on C102 typical or do they reflect the joint spacing and layout of the work area? No measurements are indicated on the drawing. The joint layout shown is for the indicated intersections only. Layout in areas outside the intersections is similar but may vary.
7. Will contractor be required to locate assumed storm drainpipe? No
8. Will contractor be required to jet, vacuum or otherwise clean the storm drain system?
If the contractor’s construction methods allow debris into the storm drains he will be required to clean them.
9. Is a topographical survey already completing for this project or will a new one be required?
The topo shown was completed in 2021, the DOR will provide additional survey if required for his design documents.
10. Sheet C300 is titled striping plan, but the notes tend to indicate these are signs and not painted stripes. Please advise which. Striping is not a part of this project.
11. If above are signs, are their specifications for these signs? See spec section 10 14 53
12. If yes to above, please advise to what extent. Above spec section should be sufficient
13. What, if any, FAA interaction or permitting will be required for this project? No permitting but runway closure must comply with FAA requirements.
14. Are the unit counts for Detail 1 and 2 correct on C301? Quantities provided on details
15. If, during the design phase, it is determined that more work is required will there be an equitable adjustment to the contract values? A request should be made to APHIS at that time if a price has already been submitted
16. Detail 3 of C301 contains no scale. Does the USDA have requirements or a specification for the cleaned joint width? Joint width varies, no additional information available.
17. Does the USDA have unit counts for joint repair in linear feet or otherwise? See sheet c-301
18. What level of onsite resources will the prime contractor be required to have? In other words, is a single site superintendent sufficient, or will contractor be required to have additional resources? Contractor shall provide sufficient supervision to oversee all active construction.
19. Can aerial photos of the work area be provided? Not available from APHIS
20. Is the existing joint seal compound known to have ACM? Has it been tested? Content unknown and no testing has been done
21. Will the 35% plan set be provided in CAD or format other than PDF? Drawings can be provided in ACAD if so directed by APHIS
22. Will contractor be required to water seeded areas to establish growth? Contractor to establish stand of turf which includes watering, see section 32 92 19 para 3.2.5
23. If yes to above, to what extent? See response above.
24. The drawings call for the new sealant material to be hot pour, however the specifications list silicone. Please clarify which material will be required. Specifications will govern
25. It appears there are differences between the plans issued with attachment 2 and attachment 3. Can the Government advise if the SOW will be limited to the areas outlined with attachment 2 or attachment 3? APHIS to address
26. The plans do not appear to contain a striping plan. The runway study file (attachment 3) appears to have more information and striping. There is no striping this project
27. Can the Government clarify if the striping and signage plan issued with attachment 2 is correct or if we are to use the more developed plan issued with the runway study? Not sure why original study is sited, striping was not a part of this project.
28. Detail 2/C301 states there is 3000 LF of crack repair required. Please confirm this is the amount of crack repair required within the SOW. The detail referenced indicates the amount of crack routing and sealing required.
29. Keynote 1 on sheet C300 calls for gates with stop signs and other signage. The gate locations also appear to need the solar powered stop sign at each location. Can the Government verify and confirm? It appears these signs are called for under the striping and signage plan under attachment 3. Stop signs on gates need to be solar powered.
30. It appears section 01 01 00 includes provisions that may not be necessary for the performance of this scope of work. For example: temporary construction partition and temporary heating. Please advise us if the Government will waive requirements that are not pertinent to the performance of this scope of work or if we need to make provision for such items? If temporary heating or partitions are not needed then don’t provide them.
31. Will we be required to install temporary fencing and gates during the performance of the scope of work? I don’t believe that temporary fencing or gates are required. Will need FAA type barricades to restrict access through work areas.
32. Will the DOR be required to attend progress meetings? If so, at what frequency? To be addressed after award.
