About this file

This document appears to be a set of Requests for Information (RFIs) and responses related to a federal contract opportunity for runway repairs at Moore Air Base in Edinburg, Texas.

The key details are as follows: The government indicates that the contractor will be required to clear any obstructed storm water inlets and piping, but there is no estimated quantity provided for spall repairs. The work area will be available in phases as daily airfield operations continue. The contractor will not be allowed to have the Site Superintendent also serve as the QC Manager and SSHO, but two of those positions are acceptable. This contract opportunity is being solicited by the USDA Animal and Plant Health Inspection Service (APHIS) for runway repairs at the Moore Air Base facility, which serves as a private airfield used for fruit fly control operations. Only selected areas of the airfield will be repaired under this project.

RFIs and Responses, 8/27/24

1. The specifications call for a Site Superintendent, QC Manager and SSHO. Will the Government allow a Qualified Site Superintendent to act as the QC Manager and SSHO for this project?

No, we don’t want a superintendent to wear three hats. Two is acceptable.

1. Can the Government clarify what the expectation will be where the inlets are covered with grass and/or soil? Is the Contractor to assume that every inlet is clear and free of silt, or will the contractor be required to clear each inlet?

The contractor will be required to clear any obstructed inlets.

1. Will the Contractor be required to clear the existing storm water piping or are we to assume the existing pipe is currently unobstructed and in no need of clearing?

The contractor will be required to clear any obstructed storm water piping.

1. We could not find an approx. quantity for spall repairs. Can the Government provide us with an approx. quantity that will need to be included in the SOW?

We don’t have an estimated quantity.

1. Can the Government confirm if the entire work area will be available for the performance of the scope of work, or if we will be required to perform the scope in phases.

Work will be accomplished in phases as daily airfield operations will continue.
