PART 1 - GENERAL
1.1 SECTION INCLUDES

1.2 SUMMARY OF THE WORK
A. The Work described in these Specifications includes, but it not limited to:
1. Preparatory work including mobilization and demobilization of all necessary equipment, tools, facilities, field offices, materials, supplies, labor, equipment, and other items necessary to complete the work for Bone Hill Dam.
2. Preparatory work includes obtaining required construction permits and clearances from county, State, and Federal Agencies for Bone Hill Dam.
3. Improve and maintain the access road as necessary to complete the work for Bone
Hill Dam.
4. Installing and maintaining sediment and erosion control features during the Work and removal of these features in accordance with applicable permits when the Work is complete.
5. Performing clearing and grubbing as specified herein.
6. Site excavation for the proposed breach as shown on the Drawings.
7. Site demolition of the combined outlet works and service spillway CMP structure as shown on the Drawings.
8. Furnish and install roadbase along the proposed breach as shown on the Drawings.
9. Furnish and install riprap along the proposed breach as shown on the Drawings.

10. Furnish and install bedding along the proposed breach as shown on the Drawings.
11. Collect and install Filter fabric and gabion rock as shown on the Drawings. Gabion rock will be salvaged from the existing gabion features displaced along the auxiliary spillway.
12. Furnish and install all materials necessary to construct the Bone Hill Dam concrete low water crossing as shown on the Drawings, including reinforced concrete, grading and all associated items and Work.
13. Place excavated material as specified herein and shown on the Drawings to establish side slopes within the auxiliary spillway to be 3H (horizontal) :1V
(vertical).
B. The Contracting Officer reserves the right to delete any item in the Bid Schedule at any time. If a specific Work item is deleted, the value of the Agreement will be reduced by the Contractor’s bid amount for that specific item.
1.3 PROJECT BACKGROUND
A. Bone Hill Dam is a low hazard-potential dam owned and operated by U.S. Fish and
Wildlife Services (FWS). The dam is located on a small tributary of Bone Hill Creek that flows into the James River. The dam was given an overall safety classification as
“poor” due to the numerous dam deficiencies. This project will breach the dam and remove the dam from the FWS inventory and restore the creek to its historical flows.
1.4 RESPONSIBILTY FOR THE WORK
A. Unless stated otherwise in these Specifications or related Contract Documents, completion of all Work described herein shall be considered to be the Contractor’s responsibility.

PART 1 - GENERAL

1.2 GENERAL
A. Work Restrictions, General: Comply with restrictions on construction operations.
Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
1.3 SITE LOCATION AND STATION CONTACT
A. Bone Hill Dam is located on the Bone Hill Creek National Wildlife Refuge near Jud, North Dakota. The project location and Work area is shown on the Drawings.
B. Station Contact Information: Wayne Henderson, Kulm Wetland Management District, 701-647-2866.
1.4 CONTRACTOR USE OF SITE
A. Site Access: The Work Site and designated staging and stockpile areas can be accessed from 74th Avenue Southwest through the co-operating residential property as shown on the Drawings. The Contractor shall not enter lands outside of those specified on the
Drawings or use other access roads unless specific use of an area is authorized in writing and approved by the Contracting Officer’s Representative.
B. Staging and Stockpiling: The Contractor’s staging, and stockpile operations shall be limited to the staging and stockpile areas within the limits of disturbance shown on the drawings. Any staging and stockpile operations required that are outside of the
Division 1, Page 5 limits of disturbance shown on the drawings must be approved in writing by the
Contracting Officer’s Representative.
C. Disposal: Disposal of waste materials shall be in an approved off-site facility. On-site disposal of water materials is not allowed unless specifically approved by the
Contracting Officer’s Representative.
D. The Contractor shall limit operations to the areas within the Limits of Site Disturbance as shown on the Drawings. Other areas are restricted from use by the Contractor unless specifically authorized in writing by the Contracting Officer’s Representative.
E. The Contractor shall not recreate in the Work Site area or attempt to disturb, feed or manipulate the cattle on the property.
F. The Contractor is required to obey all Kulm Wetland Management District Rules and
Regulations.
1.5 WORK HOURS
A. The Contractor shall not perform any work at night unless approved by the Contracting
Officer’s Representative. All work must be completed between dawn and dusk. Refer to Section 01 32 00 Construction Progress Documentation, for other work hour requirements.
1.6 LIMITS OF SITE DISTRUBRANCE
A. The Contractor shall use care to ensure that no Work is performed outside of the limits of site disturbance as shown on the Drawings. The Government Inspector will determine the final location of the limits of Site disturbance in the field and has the right to require the Contractor to place fencing or stakes in critical Work areas to delineate the Limits of Site Disturbance.
1.7 MIGRATORY BIRD TREATY ACT
A. The Contractor shall use caution if construction occurs within active breeding season, which typically falls between March and August. If an active nest is observed, the
Contractor shall immediately inform the Government Inspector and Contracting
Officer Representative.

1.2 SUBSTITUTIONS
A. The Contractor shall provide all equipment, materials, and services as specified or noted on the Drawings, unless a written approval for substitution is obtained from the
Contracting Officer’s Representative. The Contracting Officer’s Representative’s decision regarding the acceptability of substitutions shall be final.
1.3 MANUFACTURER’S SPECIFICATIONS
A. Materials, applications, and tests specified by reference to published standards of a society, association, code, or other published standards are included in these specifications as if written in their entirety.
B. Products and processes included in the Specifications shall conform to the manufacturer’s latest published specifications.
C. The Contractor shall provide sworn affidavits from manufacturers certifying that materials, products, and/or processes delivered and used on the Project meet the specified requirements. Affidavits shall not relieve the Contractor from the responsibility for full compliance with the requirements of the Specifications.

PART 1 - GENERAL
1.1 SECTION INCLUDES
A. A summary of the use of applicable codes, standards, and specifications.
B. A statement of the Contractor’s means and methods for completing the Work.
1.2 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS
A. Unless stated otherwise, the Contractor shall comply with all codes and standards applicable to each type of Work and as listed in individual Specification sections.
Conflicts shall be resolved as follows:
1. Where a conflict occurs between referenced documents and the
Specifications, the Specifications govern.
2. Where a conflict occurs between the Specifications and the Drawings, the
Specifications govern.
3. Where a conflict occurs between different referenced documents, the document containing the more stringent requirement governs.
4. Where referenced documents are not specified by date, the latest published, applicable version as of date of the Bid Opening shall govern.
B. Materials, applications, and tests specified by reference to published standards of society, association, code, or other published standards are included in the specifications as if written in their entirety.
C. Conform to all regulations and statutes of the State of North Dakota and to all Federal
Regulations which apply.
1.3 MEANS AND METHODS
A. Means and methods of construction shall be at the Contractor’s sole discretion; subject to the Contracting Officer’s Representative’s right to reject proposed means and methods which:

1. Constitute a hazard to the Work, persons, or property;
2. Will not produce finished Work in accordance with the terms of the contract;
3. Are contrary to specified means and methods required in the contract; or
4. Violates permit requirements or other agreements.
B. The right to reject means and methods of the Contractor shall not be construed or interpreted as acceptance of control of means and methods by the Government or the
Engineer.
C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.
D. Total responsibility for control of all means and methods lies with the Contractor for all work.

PART 1 - GENERAL

1.2 SUMMARY
A. Section includes administrative and procedural requirements necessary to prepare and process Applications for Payment. Refer also to Contract documentation on DOI
Electronic Invoicing requirements.
1.3 AUTHORITY
A. Measurement methods delineated in specific Specification sections are intended to complement the requirements of this section. In the event of conflict, the requirements of this Specification section shall govern.
B. The Contractor is responsible for making all measurements and computing quantities for payment. The Government Inspector will verify measurements and quantities submitted in the Contractor’s payment application.
C. The Contractor shall provide necessary equipment, labor, software, and survey personnel as required to measure and compute quantities.
1.4 QUANTITIES SPECIFIED
A. Quantities indicated in the Bid Schedule are for bidding and for determining final payment.

B. If the actual Work requires greater quantities than those quantities indicated in the Bid
Schedule, the Contractor may submit the additional quantities for approval by the
Government Inspector for the specific item of work.
C. There shall be no adjustment in unit prices if the actual quantity required is within 15 percent of the quantity shown in the Bid Schedule.
D. The Government reserves the right to delete any item of Work in the Bid Schedule that is not required. If a Work item is deleted, the Contractor shall not be entitled to any payment for that bid item.
1.5 PAYMENT
A. Each Application for Payment shall be consistent with previous applications and payments as certified by Contracting Officer.
B. Payment Application Times: The date for each progress payment is indicated in the
Agreement between Government and Contractor.
C. Initial Application for Payment: Administrative actions and submittals that must precede or coincide with submittal of first Application for Payment include the following:
1. Schedule of values.
2. Contractor's construction schedule (preliminary if not final).
3. Submittal schedule (preliminary if not final).
D. Final Payment Application: After completing Project closeout requirements, submit final Application for Payment with releases and supporting documentation not previously submitted and accepted, including, but not limited, to the following:
1. Evidence of completion of Project closeout requirements.
2. Written guarantees, warranties, and certificates.
3. Record (As-Built) Drawings.
4. All test reports.

1.6 DEFECT ASSESSMENT
E. The Contractor shall replace the Work, or portions of the Work, not conforming to specified requirements as determined by the Contracting Officer’s Representative at the Contractor’s sole cost.
F. If, in the opinion of Contracting Officer’s Representative, it is not practical to remove and replace the Work, the following remedies will apply:
1. The defective Work may remain, but the unit price will be adjusted to a new unit sum/price at the discretion of the Contracting Officer’s Representative.
2. The defective Work shall be partially repaired to the satisfaction of the
Government Inspector, and the unit price will be adjusted to a new unit sum/price at the discretion of the Government.
G. The authority of the Contracting Officer to assess the defect and identify payment adjustment is final.
1.7 NON-PAYMENT FOR REJECTED PRODUCETS
A. Payment will not be made for any of the following:
1. Products wasted or disposed of in a manner that is not acceptable to the
Contracting Officer’s Representative or Government Inspector.
2. Products determined as unacceptable before or after placement.
3. Products not completely unloaded from the transporting vehicle.
4. Products placed beyond the neat line limits or the limits of Site disturbance of the required Work without approval.
5. Products remaining on-site after completion of the Work.
6. Loading, hauling, and disposal of rejected Products.
1.8 MEASUREMENT AND PAYMENT OF BID ITEMS
A. Refer to individual specifications for specific measurement and payment requirements related to the Schedule of Values.

1.2 DEFINITIONS
A. RFI: Request from Government, Owner, Construction Manager, Engineer, or
Contractor seeking information required by or clarifications of the Contract
Documents.
1.3 INFORMATIONAL SUBMITTALS
A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:
1. Name, address, and telephone number of entity performing subcontract or supplying products.
2. Number and title of related Specification Section(s) covered by subcontract.
3. Drawing number and detail references, as appropriate, covered by subcontract.
B. Provide a construction schedule noting demolition activities, construction activities, deliveries, payments, etc., as needed to convey coordination information to the
Contacting Officer, Contacting Officer’s Representative (COR), Government
Inspector as well as local staff.
1.4 GENERAL COORDINATION PROCEDURES
A. Coordination: Coordinate construction operations included in different Sections of the
Specifications to ensure efficient and orderly installation of each part of the Work.

Coordinate construction operations, included in different Sections, which depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.
1. Prepare similar memoranda for Owner and separate contractors if coordination of their Work is required.
C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities as well as any activities of other contractors to avoid conflicts and to ensure orderly progress of the Work.
Such administrative activities include, but are not limited to, the following:
1. Preparation of Contractor's construction schedule.
2. Preparation of the Schedule of Values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Pre-installation conferences.
7. Project closeout activities.
8. Startup and adjustment of systems.

1.5 COORDINATION DRAWINGS
A. Coordination Drawings, General: Prepare coordination drawings according to requirements in individual Sections, where installation is not completely shown on
Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity.
1. Content: Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Do not base coordination drawings on standard printed data. Include the following information, as applicable:
b. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.
c. Indicate dimensions shown on the Drawings. Specifically note dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to
Engineer indicating proposed resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.
1.6 REQUESTS FOR INFORMATION (RFI)
A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified.
1. The Government will return RFIs as submitted to the Government by other entities controlled by Contractor with no response. RFI’s must come directly from the Contractor.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in
Contractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:
1. Project name.
2. Project number.
3. Date.

4. Name of Contractor.
5. RFI number, numbered sequentially.

D. The Governments Action: The Government will review each RFI, determine action required, and respond. Allow seven working days for the Government’s response for each RFI. RFIs received after 1:00 p.m. MST will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for coordination information already indicated in the
Contract Documents.
d. Requests for adjustments in the Contract Time or the Contract Sum.
e. Requests for interpretation of Engineer's actions on submittals.
f. Incomplete RFIs or inaccurately prepared RFIs.

2. The Government’s action may include a request for additional information, in which case the time for response will date from time of receipt of additional information.
3. The Government’s action on RFIs that may result in a change to the

Change Proposal.
4. If Contractor believes the RFI response warrants change in the Contract
Time or the Contract Sum, notify Contacting Officer and COR in writing within 10 days of receipt of the RFI response.
E. RFI Log: The Government will provide RFI form for the Contractor to use. Contractor shall maintain and submit a tabular log of RFIs organized by the RFI number. Submit log weekly with not less than the following information:
1. Project name.
2. Name and address of Contractor.
3. Name and address of Contacting Officer and COR.
4. RFI number including RFIs that were dropped and not submitted.
5. RFI description.
6. Date the RFI was submitted.
7. Date the Contacting Officer’s response was received.
F. On receipt of the Government’s action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify the Government within seven days if Contractor disagrees with response.

3.1 PROJECT MEETINGS AND CALLS
A. General: Schedule and conduct meetings and conferences at Refuge Headquarters unless otherwise indicated.
1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify the Refuge
Point of Contact, the Contracting officer and the COR of scheduled meeting dates and times.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.
3. Minutes: Contractor is responsible for conducting meeting will record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including the Contracting Officer and the
COR, Construction Manager, and Engineer, within three days of the meeting.
B. Preconstruction Conference: The Contracting Officer will schedule a preconstruction conference before starting construction, at a time convenient to the Contracting
Officer, COR, Refuge POC, On-Site Government Inspector and Contractor.
1. Attendees: Authorized representatives of the Contracting Officer, Government Project Manager, Owner's Commissioning
Authority, Construction Manager, Engineer, and their consultants;
Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. Participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.
2. Agenda: Discuss items of significance that could affect progress, including the following:

Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the
Contract Time.

1.3 DEFINITIONS
A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.
1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.

1.2 SCHEDULE SUBMITTALS
A. The Contractor shall submit a Project Construction Schedule in accordance with
Section 01 33 00 Submittal Procedures. The construction schedule shall be provided in a Gantt chart or Excel format and shall clearly illustrate the Contractor’s Work
Breakdown Structure for the Project, and key schedule dependencies of all required
Work tasks and subtasks. The schedule shall clearly illustrate the critical path of the
Work and scheduled start dates, finish dates, and float time for all tasks and subtasks.
The Project Construction Schedule shall be submitted in a portable document format
(PDF) with color print to enhance its legibility if applicable.
B. Time Frame: Extend schedule from date established from the Notice to Proceed to the date of completion.
C. Activities: Treat each story or separate area as a separate numbered activity for each main element of the Work. Comply with the following:
1. Activity Duration
2. Procurement Activities
3. Submittal Review Time
4. Punch List and Final Completion: Include not more than 15 days for completion of punch list items and final completion.
D. Constraints: Include constraints and work restrictions indicated in the Contract
Documents and as follows in schedule, and show how the sequence of the Work is affected.

2. Work under More Than One Contract: Include a separate activity for each contract.

PART 3 – EXECUTION
3.1 WORK SEQUENCE
A. With the exception of the key Work task sequencing required below, the Contractor shall develop the sequence of Work task and document this sequence in the construction schedule as described in Paragraphs 1.2A and 1.2B of this Section of
Specifications.
1. All sediment and erosion control features required by the Construction
Stormwater Management Plan (SWMP) shall be installed prior to disturbance along the access road, stockpile and staging areas, and in any
Work areas.
2. The Contractor shall obtain permission from the Government Inspector before removing any sediment and erosion features.
3.2 WORK HOURS AND NOTIFICATIONS
A. The Contractor shall establish normal Project Work hours and Work days, this may include weekends and holidays if the Contractor chooses. The Government Inspector shall be notified at least seventy-two (72) hours in advance of any changes in normal
Project Work hours or Work days. Work outside of the normal established Work hours will require approval by the Contracting Officer’s Representative.
B. The Contractor is required to provide written notification to the Government Inspector at least seven (7) days in advance of placement of any concrete.
C. The Contractor shall provide at least seven (7) days written notice prior to the date of the final Project Inspection.

3.3 PROJECT COORDINATION
A. The Refuge Manager will provide the Contractor’s schedule to the co-operating residential property land owner prior to construction. The Contractor is responsible for informing the Refuge Manager of any changes to the schedule that may impact the co-operating residential land owner.

1.3 INFORMATIONAL SUBMITTALS
A. Digital Photographs: Submit unaltered, original, full-size image files within 5 days of taking photographs.
1. Digital Camera: Minimum sensor resolution of 8 megapixels.
2. Digital photographs to be submitted in the order in which they were taken with the photograph “name” as given by the device used to take to photo.
3. Identification: Provide the following information with each image description in file metadata tag:

b. Unique photograph number.
4. Digital Photograph submittal should include key plan of Project site with notation of vantage points marked for location and direction of each photograph. Indicate elevation of construction. Include same information as corresponding photographic documentation.

A. Photographs to be clear, focused, level, have proper exposure settings (not over exposed or under exposed), and clearly show and document the subject matter. Detail photographs (close-ups) to be preceded by a larger overall view of the area being documented.
1.5 USAGE RIGHTS
A. If a professional photographer is used for this requirement, obtain and transfer copyright usage rights from photographer to Owner for unlimited reproduction of photographic documentation.
PART 2 – PRODUCTS
2.1 PHOTOGRAPHIC MEDIA
A. Digital Images: Provide images in JPG format, with a size of 8 megapixels.
PART 3 – EXECUTION
3.1 CONSTRUCTION PHOTOGRAPHS
A. Photographer: Engage a qualified photographer to take construction photographs.
Photographer need not be a professional photographer but an individual familiar with and able to produce clear and focused photographs of the subject area with good reference points.
B. General: Take photographs using the maximum range of depth of field, in focus, to clearly show the Work. Photographs with blurry or out-of-focus areas will not be accepted.

1. Maintain key plan with each set of construction photographs that identifies each photographic location.
C. Digital Images: Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications using image-editing software.
1. Date and Time: Include date and time in file name for each image.
2. Field Office Images: Maintain one set of images accessible in the field office at Project site, available at all times for reference. Identify images in the same manner as those submitted to the Government.
D. Preconstruction Photographs: Before commencement of excavation, commencement of demolition and starting construction, take photographs of Project site and surrounding properties, including existing items to remain during construction, from different vantage points, as directed by Government.
1. Flag excavation areas before taking construction photographs.
2. Take minimum of 10 photographs, or as needed, to show existing conditions adjacent to property before starting the Work.
E. Requirements in "Periodic Construction Photographs" Paragraph below are minimal but adequate for many projects. If needed, add requirement for photographs to be taken of spaces that contain utilities before enclosing finishes are installed.
F. Periodic Construction Photographs: Take photographs as needed to fully document the construction progress. Select vantage points to show status of construction and progress since last photographs were taken. Try to retake progress photos from the same vantage points when possible so as to show relative construction progress.
G. Final Completion Construction Photographs: Take color photographs after date of
Substantial Completion for submission as Project Record Documents. The
Government will inform photographer of desired vantage points.
H. Additional Photographs: The Government may request photographs in addition to periodic photographs specified as needed to verify progress or to verify work completion accuracy.
1. Three days' notice will be given, where feasible.

2. In emergency situations, take additional photographs within 24 hours of request.
3. Circumstances that could require additional photographs include, but are not limited to, the following:
a. Special events planned at Project site.

d. Substantial Completion of a major phase or component of the Work.
e. Extra record photographs at time of final acceptance.

PART 1 - GENERAL
1.1 SECTION INCLUDES
A. This section includes requirements for providing the submittal schedule and administrative and procedural requirements for submitting Shop Drawings, Product
Data, Samples, and other submittals to the Contracting Officer’s Representative
Engineer.
1.2 DEFINITIONS
Work-related submittals of this Section are categorized for convenience as follows:
A. Product Data: Product Data include standard printed information on materials, products, and systems not specifically prepared for the Work, other than designation of selections from among available choices printed therein.
B. Shop Drawings: Shop Drawings include specifically prepared technical data for the
Work, including drawings, diagrams, performance curves, data sheets, schedules, templates, patterns, reports, calculations, instructions, measurements, and similar information not in standard printed form for general application to other contracts.
C. Samples: Samples include both fabricated and unfabricated physical examples of materials, products and units of Work; both as complete units and as smaller portions of units of Work, either for limited visual inspection or, where indicated, for more detailed testing and analysis.
D. Miscellaneous Submittals: Miscellaneous Submittals related directly to the Work include construction permits, project photographs, survey data and reports, physical
Work records, quality testing and certifying reports, copies of industry standards, Record Drawings, field measurement data; and similar information, devices and materials applicable to the Work and not processed as Product Data, Shop Drawings or Samples.
E. Days: Days shall be calendar days.

F. Action Submittals: Written and graphic information and physical samples that require contracting officer or contracting office’s representative responsive action.
G. Informational Submittals: Written and graphic information and physical samples that to not require Contracting Officer or Contracting Officer’s Representative responsive action. Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL ADMINISTRATIVE REQUIREMENTS
A. A summary of required submittals, but not necessarily all required submittals, is listed in Table No. 1. The Contractor is required to make all submittals required by the
Contract documents, including these Specifications. Detailed submittal requirements are included in each section of these Specifications.
B. Coordination: Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
C. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required.
Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.

3. Resubmittal Review: Allow 10 days for review of each resubmittal.
D. Electronic Submittals: Identify and incorporate information in each electronic submittal file as follows:
1. Name file with submittal number or other unique identifier, including revision identifier.
a. File name shall use a sequential submittal number followed by station initials and Specification Section number (Submittal 001-
01). Resubmittals shall include a numeric suffix after the submittal number (e.g., Submittal 001-02).
2. Transmittal Form for Electronic Submittals: Use electronic form provided by Contracting Officer.
E. Options: Identify options requiring selection by the Government.
F. Deviations: Identify deviations from the Contract Documents on submittals.
G. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
3. Resubmit submittals until they are marked with approval notation from
Contracting Officer’s action stamp.
H. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.
I. Use for Construction: Retain complete copies of submittals on Project site. Use only final action.
1.4 SUBMITTAL SEQUENCING AND SCHEDULING
A. Coordinate preparation and processing of submittals with performance of the Work so that Work will not be delayed by submittals.

B. Coordinate and sequence different categories of submittals for the same Work, and for interfacing units of Work, so that one will not be delayed for coordination with another.
C. The Contractor shall make all submittals far enough in advance of scheduled installation dates to provide all time required for reviews, for possible revisions and resubmittals, and for placing orders and securing delivery.
1.5 SCHEDULED DELAYS
A. No adjustments of to the agreed complete date shall be allowed due to the following:
1. Engineer’s review of submittals or resubmissions.
2. Delays in Work as a result of rejection and subsequent submission of
Submittals, including multiple resubmissions.
3. Time related to the Contracting Officer’s Representative review of submittals.
PART 2 - PRODUCTS
2.1 SUBMITTAL PROCEDURES
A. General Electronic Submittal Procedure Requirements:
1. Submit electronic submittals via email as PDF electronic files.
2. Contracting Officer’s Representative, through the Contracting Officer, will return annotated file by e-mail and/or standard mail. Annotate and retain one copy of file as an electronic Project record document file. Additional copies may be required for each type of submittal in remaining paragraphs below for projects with a construction manager or a commissioning authority.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as
Product Data.

3. Include the following information, as applicable:
