A. The purpose of this amendment is to respond to contractor questions, provide Geotech report, provide Design Data Submittal and extend the proposal due date.

B. The following contractor question and Government response are provided for consideration:

1. Contractor Question: The specs are not real clear on the material testing (CY for payment) and whether the Government Agent is doing this, or the Contractor has to pay to have surveyed along with the Gradation on Testing.

Government Response: Survey to be paid for by the Contractor – Signed / Sealed Survey to include a “confirmation on statement” by the surveyor that the Limits of Excavation identified in the Construction Drawings has been achieved by the contractor at the conclusion of the project. See Payment comment below; payment will be based on lump sum proposal for all items. No CY Unit Prices.

2. Contractor Question: Looking for clarification on testing. Quality Control 01 45 00 page 95 looks like the Government Inspector will be responsible for the testing for the cast in place concrete for the low water crossing. Let me know if I am looking at this correctly. That no concrete testing will be needed by the Contractor.

Government Response: Specifically, from Section 1.4 Submittals - we want them to submit:

1. Concrete Placement Schedule

2. Concrete mix design, including data on the cement type, fine and coarse aggregate, admixtures used, and mix design compressive strength results. (This info should come from the batch plant) …this mix design should have a min. compressive strength at 28 days of 3,500 psi (per sheet 5 of the Construction Drawings)

3. Embedded materials in concrete (rebar schedule)

We do not need “test cylinders” for this project … a certified mix design from the batch plant showing that the concrete was designed for the minimum compressive strength … they should also pay close attention to the provisions listed in Section 3.3 Concrete Delivery Time Limit.

3. Contractor Question: Are there any control points nearby to calibrate to? That is, points that were used to design this project.

Government Response: The lidar measurements for the project that are in the drawing package and are the base for what is existing and they have a drawing showing the final contours for the project that need to be met. Control points will need to be set up by their surveyor.

Contractor Question: Is there a .dwg file for the project available? So we can develop a stakeout plan, pre- & post-con items.

Government Response: If available, the .dwg file will be provided to the successful contractor.

4. Contractor Question: Frequency/number of the compaction tests? Appears that backfilling the outlet structure (to be removed) is the only earth fill that would require testing. "Random" fill does not require testing.

Government Response: No compaction tests required for this project; tamp with the excavator bucket.

5. Contractor Question: Assuming construction joints are allowed in concrete work?

Government Response: Control joints are ok, joint filler required.

6. Contractor Question: During my site visit, I was not able to locate the temporary control points shown on sheet C3. Will the owner be (re)installing these points or should the contractor plan on their surveyor establishing project control?

Government Response: Since the control points were not found, please have the surveyor completing the “confirmation survey” establish control points in the general vicinity of where they are shown on the contract drawings. We assume that there should be very little variation from the control points shown on the drawings and any temporary points set by the surveyor.

7. Contractor Question: I don’t see on the plans topsoil stripping and when I look in specs it says in Reclamation 01-74-00 2.3 Topsoil shall be stripped and stockpiled on site refer to section 31 14 00. There is no Section 31 14 00 so wondering what depth we are looking to have to strip?

Government Response: There is no need to strip and stockpile topsoil from this project.

8. Contractor Question: I see there were borings done on the project. I did not see them in the specifications or plans.

Government Response: See attached report.

9. Contractor Question: Is reviewing Section 01.29.00 1.3 B Payments Procedures, is states the contractor is responsible for all measurements and computed quantities, but under 1.3 C it states the Contractor shall provide necessary equipment, labor, software and survey personnel as required to measure and compute quantities?

Government Response: Delete specification Section 01.29.00 in its entirety. Payment will be based on the Schedule of Values and the Payment clauses of the contract.

10. Contractor Question: Under Earthwork section 31 05 00 part 4 Measurement & Payment that Random Fill, Embankment Fill, Road base, Riprap, Bedding shall be measured by the CY in place with the grades shown on the Drawings.

Government Response: Measurements for material are not necessary; payment will be based on the lump sum proposed and awarded via the Fixed Price contract.

11. Contractor Question: Are Bid items 7-11 expected to be bid by CY or LS? Are we expected to have a surveyor to measure and compute quantities for payment?

Government Response: See response to questions 9 and 10.

12. Contractor Question: Reclamation 01 74 00 3.4 A says all areas to be reclaimed shall receive topsoil and native upland seed, fertilizer and mulch. I see specifics on the seed and mulch but nothing on the fertilizer. Is it really intended for fertilizer to be placed, if so what kind, where and what rate?

Government Response: Fertilizer is not required.

C. The attached Geotech report and initial Redacted Design Data Submittal Bone Hill Dam is provided for contractor use. The Redacted Design Data Submittal Bone Hill Dam is provided for information only and shows supporting data used in developing the final design. Nothing in this attachment is intended to supersede the solicitation documents originally provided by this solicitation.

D. The response due date and time is extended to Tuesday, 24 Aug 2021, 1900 hours local time. Please provide acknowledgement of this amendment.

E. All other terms and conditions remain unchanged.
