About this file

This document is a Suggested Pricing Format (Excel spreadsheet) for the Defense Health Agency's Data Governance solicitation. The pricing template requires contractors to provide a detailed, blended labor rate pricing structure across multiple Contract Line Item Numbers (CLINs) covering Objectives 1-9. The template mandates a cohesive pricing approach where teamed or subcontracted labor rates must be weighted and blended, with the government expecting a single, consolidated pricing column per CLIN that includes labor category, blended sell rate, hours, and total amount.

Key pricing requirements include submitting an unlocked, editable Microsoft Excel worksheet with a comprehensive basis of estimate, and detailed breakdowns of labor category weightings and calculations. The pricing sheet must not include assumptions that alter solicitation terms, and the government reserves the right to reject offers with deviations or conditional assumptions. The solicitation is for a Firm-Fixed-Price contract supporting enterprise data readiness and governance across the Military Health System, with objectives including developing a data inventory, establishing a metadata repository, conducting alternatives analysis, implementing metadata harvesting tools, and evaluating data access portals.

* The Labor Categories represented above are placeholders. The contractor must adjust the above labor categories associated with the CLINs above supporting its basis of estimate in accordance with the attached Statement of Objectives.

Subcontracted Labor/Teams and joint ventures. If an Offeror has teaming or subcontracted labor in the same labor category and CLIN –they must blend the labor rate amongst the team members weighted on the level of effort for that particular team member’s labor category (under the CLIN) within the teams’ overall level of effort for that labor category (under the CLIN). In other words-- for a vendor with a team of 4 –Government should not receive 4 iterations of pricing under the same CLIN. Government requires the pricing to be shown cohesively with four columns by CLIN including: (1) labor category; (2) the sell labor (blended) rate; (3) hours; and (4) calculated amount in an editable Microsoft excel spreadsheet. Any breakout of the weightings or calculations that translate to a fully blended sell rate (including discounts) must be shown in a different tab or table, reflecting the company name for each proposed labor category along with summary workshare information provided in dollars and level of effort.

The offer shall include a completed pricing sheet labeled “Pricing Sheet” as an unlocked and editable Microsoft Excel worksheet. The offeror’s prices shall NOT include any assumptions that change the terms or provisions of this solicitation and its CLIN structure. The priced offer must include a detailed basis of estimate for the offered prices (may be provided as a separate pricing volume in MS Word). The Government reserves the right to not accept deviations, exceptions, or conditional assumptions taken to the requirements of the solicitation. Note that any deviations, exceptions, or conditional assumptions taken to the requirements of the solicitation will make your offer unacceptable.
