Defense Health Agency (DHA) Data Governance: Advancing a VAULTIS-Guided

Framework for Healthcare and Readiness Statement of Objectives

Solicitation Number: HT001126RE011 Version: 1.0

Date: 3 December 2025

PART 1

1.0 GENERAL INFORMATION

This Statement of Objectives (SOO) supports the Defense Health Agency's (DHA) data governance and strategic alignment with the DoD data strategy, aiming to ensure that data is visible, accessible, understandable, linked, trusted, interoperable, and secure (VAULTIS).

1.1. INTRODUCTION: A Fragmented Foundation for Critical Missions

DHA enables the Army, Navy, and Air Force medical services to provide a medically-ready force and ready medical force to Combatant Commands in peacetime and wartime. The DHA supports delivery of integrated, affordable, and high-quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

DHA FY26 Mission Focused Directive and priorities include:

• Combat Support – Preparing for War Daily

• Care Reattraction – Keeping & Bringing Care into the System

• Enterprise Services Optimization – Integrating Human & Tech Operations

DHA plays a critical role in safeguarding national security and public health by delivering essential medical care to service members, their families, and beneficiaries worldwide. However, the agency faces a critical challenge stemming from fragmented data systems operating in silos and the absence of standardized data governance. This lack of governance leads to operational inefficiencies, including redundant data, inconsistent reporting, varied data processes, and delays in data delivery, all of which hinder timely and informed decision-making. Implementing a comprehensive data inventory and robust governance framework is essential to address these challenges, enabling DHA to streamline operations, enhance decision-making, and fully leverage technological innovations to fulfill its mission effectively.

1.2 BACKGROUND: The Strategic Imperative of Data Governance for the DHA

As a Combat Support Agency (CSA), the DHA leads the MHS in supporting our nation by improving readiness and healthcare. The sheer volume, diversity, and sensitivity of the data managed by DHA necessitate an unwavering commitment to precise and responsible data management. Recognizing the immense scale and sensitivity of its operations, the governance and effective stewardship of this vast data ecosystem are paramount.

At its core, data governance for DHA means establishing and enforcing a comprehensive system of policies, processes, standards, roles, and responsibilities, predicated on the eight guiding principles from the 2020 DoD Data Strategy that inform VAULTIS.

1. Data is a Strategic Asset – DoD data is a high-interest commodity and must be leveraged in a way that brings both immediate and lasting military advantage.

2. Collective Data Stewardship – DoD must assign data stewards, data custodians, and a set of functional data managers to achieve accountability throughout the entire data lifecycle.

3. Data Ethics – DoD must put ethics at the forefront of all thought and actions as it relates to how data is collected, used, and stored.

4. Data Collection – DoD must enable electronic collection of data at the point of creation and maintain the pedigree of that data at all times.

5. Enterprise-Wide Data Access and Availability – DoD data must be made available for use by all authorized individuals and non-person entities through appropriate mechanisms.

6. Data for Artificial Intelligence Training – Data sets for AI training and algorithmic models will increasingly become the DoD’s most valuable digital assets and we must create a framework for managing them across the data lifecycle that provides protected visibility and responsible brokerage.

7. Data Fit for Purpose – DoD must carefully consider any ethical concerns in data collection, sharing, use, rapid data integration as well as minimization of any sources of unintended bias.

8. Design for Compliance – DoD must implement IT solutions that provide an opportunity to fully automate the information management lifecycle, properly secure data, and maintain end-to-end records management.

1.3 VISION: Data Management and Governance

To overcome the current data challenges and fulfill its mission, DHA envisions transforming data into a trusted, mission-enabling asset that strengthens readiness, enhances care delivery, and improves operational efficiency across the MHS through aligned governance, modern practices, and a digitally competent workforce.

The DHA must establish a comprehensive and unified data management and governance framework focused on applying the 8 guiding principles and achieving the VAULTIS goals. This framework will evolve the DHA's disparate metadata associated with different data systems into a cohesive, secure, and intelligent ecosystem that enhances operational performance, decision-making, and supports the adoption of advanced technologies, all while ensuring paramount data quality, privacy, and compliance.

1.4 SCOPE: Establishing a Modern Data Management and Governance Framework

This initiative establishes a comprehensive DHA Enterprise Data Catalog (DHA-EDC) designed to systematically identify, document, and categorize data assets across the DHA enterprise. The initiative includes cataloging metadata for up to 80 authoritative and secondary-use data systems or operational governed data products.

The contractor shall develop and implement manual and automated metadata extraction capabilities, establish standardized metadata schemas aligned with DoD Data Strategy and NIST standards, and create machine learning-enhanced data dictionaries with comprehensive data element definitions.

This foundational work includes conducting an Analysis of Alternatives (AoA) to evaluate at least four viable COTS solutions for the DHA-EDC platform, with deliverables including a detailed recommendation report within 3-6 months of contract award.

The scope also involves creating a federated data governance framework that centralizes policies while empowering data domain owners, stewards, and subject matter experts (SMEs). It includes piloting training programs on data stewardship, data catalogs, and the data product lifecycle.

5.0 SPECIFIC TASKS

5.1. EXPECTED OUTCOME: A Resilient, Intelligent DHA for the Future

The successful execution of this comprehensive data management and governance framework will fundamentally transform the DHA, yielding profound and lasting benefits that directly support its critical mission. Ultimately, this data management and governance framework represents a pivotal strategic investment for the DHA's future. It is designed to transform our data landscape into one that is not only resilient and intelligent but also continuously optimized to better serve service members, their families, and the nation for decades to come.

5.2. STRATEGIC OBJECTIVES: Building the Future of DHA Data

This SOO focuses on achieving two outcomes: (1) A comprehensive inventory of DHA data assets and

(2) defined data governance, testing and evaluation processes for federating data and metadata management functions to populate and maintain a DHA Enterprise Data Catalog (DHA-EDC).

I. Core System Establishment & Data Cataloging

The primary objective is to perform comprehensive data cataloging to systematically identify, document, and categorize data assets across DHA's vast and diverse data landscape, which includes critical clinical, operational, and administrative information often residing in disparate systems. This effort will involve manual and automated metadata extraction processes to ensure metadata accuracy, consistency, and usability, aligned with the DoD Data Strategy and NIST standards. The cataloging task will also leverage machine learning-enhanced data dictionaries with comprehensive metadata definitions to enable efficient data discovery, improved data provenance, lineage tracking, and data quality assessment.

A. Objective 1: Perform a Comprehensive Baseline Data Inventory

Systematically document and categorize up to 80 DHA authoritative and secondary-use data systems or operational governed data products, including detailed metadata. The inventory process will involve assigning individuals to various areas of DHA to conduct in-person and virtual sessions, collaborating with data domain owners, stewards, and SMEs to ensure accuracy and completeness of the gathered metadata information. The metadata and information collected during the inventory must align with DoD requirements and NIST standards. The vendor will work closely with the government to finalize the structured questions, metadata elements, and information to be collected during the inventory. Refer to the table below for a sample of data assets DHA may require to be included in the inventory. The vendor will collaborate with the government to finalize the list of data systems and operational governed products to be included in the baseline data inventory.
