About this file

This file is a Standard Operating Procedure (SOP) document for contractor user registration in the GSA ASSIST system. The document provides detailed instructions for contractors on how to register and manage their accounts within ASSIST, GSA's procurement portal. It covers key functionality including user profile management, company profile management, contract access, system access permissions, and Point of Contact (POC) role administration.

The SOP details specific procedures for tasks such as editing profile information, managing company POCs, adding/removing contract access, updating passwords, managing alternates, and handling user approvals. It explains the different user roles, particularly focusing on Company POC responsibilities and their ability to approve other users, manage company information, and oversee contract access. The document includes step-by-step instructions with screenshots for navigation through the ASSIST portal, emphasizing the distinction between standard contractor users and those with POC privileges. The guide notes that while contractors can request access to contracts and companies, Company POCs must approve these requests before access is granted.

Introduction Process for Clients to Register themselves or a GSA employee to register (on their behalf)

The ASSIST Registration system enables clients to self-register. However, in the event that clients are unable to register themselves, GSA users possess the ability to register clients users. A GSA employee can either submit their registration anonymously or while being logged into the ASSIST portal. Please refer to the below related help documents for complete details on registering a Client user type.

What is the Registration Module within ASSIST?

The ASSIST Registration module enables people to register for user accounts to gain access to ASSIST or CPRM.

Users of these applications may be categorized as:

1. GSA users - these are GSA Project Managers, GSA Contracting Officers or other GSA employees.

2. Client users - these are people from different government agencies, such as the Department of Agriculture, Department of the Navy, etc. that do business with the GSA and who need access to ASSIST applications.

3. Contractor users - these are people from the Industry Partner community that bid on and win task/delivery orders initiated by the GSA on behalf of their clients.

Who can access the Registration Module and/or who should be using Registration?

The ASSIST Registration module enables Contractors to register for user accounts for access to ASSIST applications, such as IT-Solutions Shop, TOS or the Contract Payment Reporting Module. On the Contractor User Registration form and the Contractor System Access page, the user may request access to these modules.

Select 'CPRM' if the user needs access to the Regional Business Applications, Contract Payment Reporting Module. The CPRM is an application that enables the GSA Government-wide Acquisition Contract (GWAC), Connections II, or OASIS Program Offices, Client Agencies and Contractors to track their awards, invoices and contract access fees.

When the User selects...

If approved, the user will be able to...

CPRM Access the CPRM system on behalf of the company, access order data, invoice data and CAF Pa data for orders awarded with the company contracts that they are approved to use.

ASSIST Access the ASSIST system on behalf of the company, access order data, and invoice data for ord awarded with the company contracts that they are approved to use.

How do I access the RegistrationModule within ASSIST?

To access the Registration Module, you must begin by signing into the ASSIST Portal (https://assist.gsa.gov/) using your username and password. Click on the 'Registration' option in the primary navigation bar, then click on the appropriate dropdown depending on which action the user chooses to execute.

NOTE: This guide will explain in further detail which drop down option to choose based on the functionality described.

System Functionality and Workflow https://assist.gsa.gov/

Company POC Role This section describes the role of the Contractor Company Point of Contact (POC) in the GSA's ASSIST Registration module. The Company POC role in this context is limited to the ASSIST Registration module only.

Within the ASSIST Registration module, every contractor user is associated with one or more contractor companies, as appropriate for the individual's situation. Also, a contractor is associated with one or more of their company's contracts.

Therefore, the ASSIST Registration module:

● stores a profile for the contractor user information (i.e. username, email address...)

● stores a profile for the contractor company information (i.e. Company name, DUNS Number, NAICS codes, CAGE code, mailing address ...).

● stores a profile for the contractor's contract information (i.e. Contract Number, terms, address...)

The Company POC serves as the Point of Contact for their company in the ASSIST Registration module.

Specifically, the Company POC will have the same capabilities as all other contractor users, plus the ability to:

1. Approve user account requests for other prospective users in their company

2. Approve changes in privileges for other users in their company

3. Approve requests by company users to have access to company contracts

4. Create new user accounts for other people in their company

5. Create new company POCs to share the duties

6. Maintain the company profile information

7. Register new contracts

8. Maintain contract profiles

9. Perform annual validation of all company users

A Company POC may be designated as 'Primary' or 'Alternate', however both Primary and Alternate POCs have exactly the same abilities in the system.
