Limited Hazardous Materials Survey Report May 24, 2023 SYR VOR Facility TRC Project: 545895
- i -
EXECUTIVE SUMMARY
The Federal Aviation Administration (FAA) contracted TRC Environmental Corporation (TRC) to conduct a limited scope hazardous materials survey of the roof-mounted teepee structure and adjoining materials at the very high frequency omnirange station (VOR) facility at the Syracuse Hancock Internation Airport (SYR) in Syracuse, New York. The survey activities were initiated on April 28, 2023, by Dmitriy Khimich, a New York State Department of Labor Asbestos Inspector and United States Environmental Protection Agency Lead Risk Assessor.
Asbestos-Containing Materials
Laboratory results of the bulk sampling indicated that asbestos was present in the black tar sealant between the flashing and roof deck, the black tar sealant between the joints of the outermost layer of flashing, and the white caulking around the roof-mounted teepee structure. The remaining samples analyzed by the laboratory based on the PLM and TEM methods were negative for asbestos. Any materials uncovered during renovation or demolition activities that are not addressed in this survey report, or presumed asbestos-containing materials (PACM), must be sampled by an accredited asbestos inspector and/or investigator prior to any disturbance, or they must be treated as asbestos-containing materials (ACM).
Lead-Containing Paint Sampling Results
Laboratory results of the paint chip sampling indicated that lead was present above the reporting limits in six (6) of the six (6) samples that were collected and analyzed. Lead-based paint (LBP) is defined as paint containing greater than or equal to 0.5 percent lead by weight (≥0.5%) or greater than or equal to 5,000 parts per million (≥5,000 ppm). Any paint containing less than 0.5% by weight (<0.5%), but greater than the laboratory detection limit is considered to be lead-containing paint (LCP). For any paint in which lead was detected, TRC recommends that any renovation activities that may disturb painted surfaces be conducted according to the Occupational Safety and Heath Administration (OSHA) requirements regarding lead in construction (29 CFR 1926.62).

INTRODUCTION
The Federal Aviation Administration (FAA) contracted TRC Environmental Corporation (TRC) to conduct a limited scope hazardous materials survey of the roof-mounted teepee structure and adjoining materials at the very high frequency omnirange station (VOR) facility at the Syracuse Hancock Internation Airport (SYR) in Syracuse, New York. The survey activities were initiated on April 28, 2023, by Dmitriy Khimich, a New York State Department of Labor Asbestos Inspector and United States Environmental Protection Agency Lead Risk Assessor.
BACKGROUND
Asbestos-Containing Materials
The Occupational Safety and Health Administration (OSHA) defines asbestos-containing material(s) (ACM) as any material containing more than one percent (>1%) asbestos.
The U.S. Environmental Protection Agency (EPA) defines ACM as follows:
1. Friable asbestos-containing material (ACM) is defined by the Asbestos NESHAP as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, Section 1, Polarized Light Microscopy (PLM), that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure.
2. Nonfriable ACM is any material containing more than one percent (>1%) asbestos as determined using the PLM method that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. The EPA further defines two categories of nonfriable
ACM:
a. Category I (Cat I) - Category I nonfriable ACM is any asbestos-containing packing, gasket, resilient floor covering or asphalt roofing product which contains more than one percent (>1%) asbestos as determined using PLM according to the method specified in Appendix A, Subpart F, 40 CFR Part 763, and
b. Category II (Cat II) - Category II nonfriable ACM is any material, excluding Category I nonfriable ACM, containing more than one percent (>1%) asbestos as determined using PLM according to the methods specified in Appendix A, Subpart F, 40 CFR Part 763 that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
3. Regulated Asbestos-Containing Material (RACM) is (a) friable asbestos material, (b) Category I nonfriable ACM that has become friable, (c) Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting or abrading, or (d) Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.
Asbestos Bulk Sampling Procedures
The survey was conducted in accordance with the sample collection protocols established in Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA)
- 2 -
40 CFR Part 763, Subpart E, National Emissions Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61, Subpart M, and applicable state and local regulations. A summary of survey activities is provided below.
Survey activities began with visual observation of the project area to identify homogeneous areas of suspect ACM. A homogeneous area consists of building materials that appear similar throughout in terms of color and texture that does not extend to other buildings. Visual assessments were conducted in accessible areas of the building. Building materials identified as glass, wood or metal were not considered suspect ACM.
A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. Friability was assessed by physically touching suspect materials.
Based on results of the visual observation, bulk samples of suspect ACM were collected in accordance with AHERA, NYSDOL, and/or NYCDEP protocols. Samples of suspect materials were collected in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
Field information was organized as per the AHERA concept of homogenous area. That is, suspect ACM with similar age, appearance, and texture was grouped together, sampled, and assessed for condition.
Bulk samples of suspect ACM were analyzed by Polarized Light Microscopy (PLM) with dispersion staining, as described in 40 CFR Part 763 and the National Emissions Standard for Hazardous Air Pollutants (NESHAP).
The New York State Department of Health revised the PLM Stratified Point Counting Method. The new method, "Polarized Light Microscopy Methods for Identifying and Quantitating Asbestos in Bulk Samples" can be found as item 198.1 in the ELAP Certification manual. The State of New York ELAP has determined that analysis of non-friable organically bound materials (NOB's) is not reliably performed by PLM. Therefore, if PLM yields negative results for a non-friable material, it must be confirmed by Transmission Electron Microscopy (TEM).
All samples were initially analyzed by Polarized Light Microscopy. Samples which yielded a negative PLM result, and which are classified as a "non-friable" organically bound material were then reanalyzed utilizing Transmission Electron Microscopy (TEM) methodology.
As per the April 1, 2011 ELAP directive, Item Numbers 198.6/198.4, ceiling tiles with cellulose must now also be confirmed non-ACM via TEM analysis.
As per the July 9, 2013 ELAP directive, for thermal system insulation (TSI) or other presumed ACM (PACM) or miscellaneous suspect ACM which contains 10% vermiculite or less, ELAP method 198.1 can be used to determine the asbestos content of the material. Where TSI or other PACM or miscellaneous suspect ACM contain greater than 10% vermiculite, method 198.6 may be used to evaluate the asbestos content of the material; provided, however, that any test results using this method must be reported with the following conspicuous disclaimer: "This method does not remove vermiculite and may underestimate the level of asbestos present in a sample containing greater than 10% vermiculite."
- 3 -
As per the July 22, 2014 ELAP directive, item numbers 198.6/198.1, sprayed-on fireproofing (SOFV) must now also be analyzed for vermiculite content via ELAP method for SOF-V 198.8 or LAB.055.1, effective November 1, 2014.
In addition, as per the May 6, 2016 ELAP directive, surfacing materials analyzed via items 198.1 or 198.6, as applicable, which contain any amount of vermiculite, must be analyzed by either item
198.8 or LAB.055.1 to confirm asbestos concentration. Per ELAP, negative results for surfacing materials via 198.8 or LAB.055.1 can be reported without any attached disclaimers underestimating the actual asbestos concentrations.
All asbestos bulk samples were submitted under proper chain-of-custody (COC) documentation to the laboratory. Bulk samples were analyzed by PLM utilizing the EPA's Method for the Determination of Asbestos in Bulk Building Materials, EPA 600/M4-82-020. Analysis by PLM was performed by visual observation of the bulk sample and slides prepared of the bulk sample for microscopic examination and identification. The samples were analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, and actinolite/tremolite), fibrous non-asbestos constituents (mineral wool, cellulose, etc.) and non-fibrous constituents. Using a stereoscope, the microscopist visually estimated the relative amounts of each constituent by determining the estimated area of the asbestos compared with the area estimate of the total sample.
Paint Chip Sampling
TRC conducted a limited lead coating survey to identify lead-based paint (LBP) and/or lead-containing paint (LCP). The lead paint survey was performed to identify representative testing combinations of suspect LBP/LCP on painted surfaces that made up the majority of the coatings in each area assessed that would present a hazard during renovation or demolition activities.
The general purpose of this investigation was to confirm the presence, and determine the location of LBP and/or LCP coatings and components that will be disturbed in association with the renovation or demolition of the Site. TRC has documented the general condition of such painted building surfaces, characterized the composition of painted surfaces with regard to lead content, and quantified areas/components to define the magnitude to which deteriorated LBP and/or LCP is present, where encountered. Information derived from this survey may be used in communicating potential lead exposure hazards to workers performing abatement and/or demolition. The scope of work associated with this investigation included the following elements:
Visual inspection of painted surfaces and components;
Testing of select painted surfaces and components using paint chip analysis; and
Assess condition and approximate quantities of LBP/LCP for reporting purposes.
Lead-based paint (LBP) is defined by the United States Department of House and Urban Development (HUD) as any paint, varnish, stain, or other applied coating that has one mg/cm2 or more of lead or 0.5% by weight (5,000 micrograms per gram [ug\g] or 5,000 parts of lead per million [ppm]). According the OSHA Program Directive, Lead: Exposure in Construction, "For all occupational exposure to lead occurring in the course of construction work, the standard (1926.62) does not specify a minimum amount or concentration of lead that triggers a determination that lead is present and the potential for occupational exposure exists." Therefore any paint containing less than 0.5% by weight, but greater than the laboratory detection limit is considered to be LCP.
- 4 -
Paint chip samples were collected from painted surfaces to determine total lead content and assist in determining Occupational Safety and Health Administration (OSHA) requirements with respect to construction activities which may disturb LCP.
All paint chip samples were submitted under proper COC documentation to the laboratory.
Samples were analyzed by flame AAS utilizing the Environmental Protection Agency (EPA) Test Method for Evaluating Solid Waste, Physical/Chemical Methods, EPA SW-846 Method 7000B.
Laboratory Analysis
Laboratory services were provided by two EMSL Analytical, Inc. locations: a New York State Department of Health (NYSDOH) Environmental Laboratory Accreditation Program (ELAP) accredited laboratory (ELAP #11469) located in Carle Place, NY, and a National Voluntary Laboratory Accreditation Program (NVLAP) certified laboratory (NVLAP #101048-9) located in Long Island City, NY.

RECOMMENDATIONS
Asbestos-Containing Materials
Laboratory results of the bulk sampling indicated that asbestos was present in the black tar sealant between the flashing and roof deck, the black tar sealant between the joints of the outermost layer of flashing, and the white caulking around the roof-mounted teepee structure. The remaining samples analyzed by the laboratory based on the PLM and TEM methods were
- 6 -negative for asbestos.

This report is a summary of multiple methods of analysis, fully compliant reports are available upon request. All samples examined for the presence of vermiculite when analyzed via NYS 198.1. A combination of PLM and TEM analysis may be necessary to ensure consistently reliable detection of asbestos. Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. This report must not be used to claim product endorsement by
NVLAP of any agency or the U.S. Government . Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing. NOB= Non friable organically bound; N/A= Not applicable VCM= Vermiculite containing material.
