About this file
This is a Request for Quotation (RFQ) issued by the West Virginia Department of Health and Human Resources, Office of Health Facilities, on behalf of Welch Community Hospital located in Welch, West Virginia. The solicitation seeks bids for the purchase of one new Medical Graphics Corporation (MGC) Ultima PF Pulmonary Function System or an equivalent model. The equipment must meet extensive technical and operational specifications, including mobility, accessibility for wheelchair-dependent patients, pediatric-to-adult testing capability, HL7 interface compatibility, breath-by-breath nitrogen washout methodology for functional residual capacity measurement, and an open-circuit design that minimizes patient rebreathing. The system must include hardware (computer, color printer, monitor, mouse, and three-liter calibration syringe) and comprehensive software supporting multiple testing functions such as spirometry, diffusion capacity, and bronchodilator testing. Additionally, the vendor must provide onsite operator training for up to four individuals and a one-year warranty covering parts and labor. The document does not specify response deadlines, bid due dates, site visits, or bidders' conferences.
Contract award will be made to the vendor providing the lowest overall total cost that meets all mandatory specifications, as documented on the Pricing Page. Vendors must be registered with the West Virginia Secretary of State's Office or obtain a waiver. The procurement may be funded in whole or in part with federal funds, subjecting it to federally funded procurement requirements. The vendor bears all travel, mileage, and associated costs for contract performance. The contract includes provisions for vendor default remedies, including immediate cancellation, and requires vendors to designate a primary contract manager available during normal business hours. All system calibration results must be stored in a SQL database, and the system must be HIPAA-compliant with full database backup and maintenance capabilities.
