About this file

This is a Request for Quotation (RFQ) for Computers and Peripherals issued by the West Virginia Parkways Authority (WVPA) to establish an open-end contract for the purchase of Windows-based computers and peripherals. The solicitation seeks bids for five categories of computing equipment: Standard PCs, Power PCs, Standard Laptops, Power Laptops, and Mobile Workstations, along with associated peripherals including 24-inch and 27-inch flat panel monitors and docking stations. All equipment must be business-class, OEM products with new components only, and must run Microsoft Windows 11 Pro 64-bit. The RFQ specifies detailed technical requirements for each product category, including processor specifications (Intel Core Ultra 5 or 7), RAM configurations (ranging from 16GB to 32GB), storage drives (512GB to 1TB SSDs), and connectivity standards. All computers are required to include a four-year manufacturer onsite, next-business-day warranty, be ENERGY Star Certified, and include TPM Version 2.0. Contract Items must be delivered within sixteen working days of order receipt to 374 George Street, Beckley, WV 25801. The document does not specify bid submission deadlines, award dates, or contract term renewal options beyond noting that renewal options for years 2 and 3 will be initiated by WVPA as change orders.

Pricing shall be submitted on a unit price basis through wvOASIS, with extended prices calculated by multiplying estimated quantities by unit prices; all unit prices must include shipping, delivery, fees, and associated costs. Vendors must provide detailed specification sheets, warranty documentation, and signed agency terms and conditions with their bids, with failure to provide complete documentation resulting in disqualification. The vendor selected will be the one offering the lowest overall total cost meeting all required specifications. Vendors are required to maintain sufficient inventory to fulfill contract obligations, stock spare parts for the duration of the warranty period, provide customer support Monday through Friday 8:00 AM to 5:00 PM EST, and notify WVPA in writing sixty days prior to any platform revisions. The document notes that quantities identified are for bidding and evaluation purposes only and do not represent guaranteed or minimum purchase commitments, as actual quantities ordered may be increased or decreased based on WVPA's actual needs and available funding.
