About this file

This is a Request for Quotation (RFQ) issued by the West Virginia Department of Homeland Security Division of Administrative Services on behalf of J. M. Chick Buckbee Juvenile Center located in Augusta, West Virginia. The solicitation seeks to establish an open-ended contract for resident haircut services at the facility. The facility estimates approximately 24–28 haircuts per month, provided on a monthly or biweekly basis rather than weekly. Haircuts must be performed Monday through Friday during standard business hours, though the superintendent may approve alternative scheduling if necessary. Vendor staff must be at least 18 years old, possess a valid driver's license, and hold a current West Virginia Board of Barber and Cosmetology License, with documentation provided at the time of bid submission. All vendors must pass a background check and comply with facility security protocols and PREA training requirements. The RFQ does not specify response deadlines, bid due dates, site visit information, or a contract award date.

Pricing must be submitted as a flat rate per resident haircut on the state-provided Pricing Page (Exhibit A) through wvOASIS or as an electronic document requested from Erin.l.dial@wv.gov; alternate pricing formats will result in bid disqualification. The contract will be awarded to the vendor providing compliant services at the lowest overall cost. Payment is made monthly in arrears at the per-haircut rate for services performed the previous month. Vendors must provide their own tools and are prohibited from using scissors; only clippers and trimmers are permitted within the facility. Vendors are responsible for all travel, mileage, and associated costs, which may be incorporated into the quoted rate but will not be reimbursed separately. Vendors may not subcontract services and must designate a primary contract manager available during business hours. The facility retains the right to increase or decrease haircut volumes at the superintendent's sole discretion, and incomplete haircut lists will automatically carry over to the next scheduled service day.
