About this file
This document is an Addendum No. 1 for a Request for Quotation (ARFQ 0608 DCR2600000047) for an Asphalt Paving Project at the North Central Regional Jail and Correctional facility. The addendum provides detailed clarifications and modifications to the original specifications for asphalt paving work in multiple areas, including the front parking lot, intake parking lot, and access road outside the outer sallyport gate. Key modifications include requirements for milling existing asphalt, installing new wearing courses, cleaning areas, and relocating metal storage buildings. The bid is due on October 24, 2025 at 10:30 AM E.S.T., with a mandatory pre-bid meeting and sign-in sheet already completed.
The project involves comprehensive asphalt restoration across different areas of the facility, with specific technical requirements for each section. The existing surfaces consist of eight inches of aggregate base material and four and a half inches of asphalt, with variations in base and wear coat thicknesses. The contractor must perform precise milling, ensure proper slope maintenance near concrete curves and storm drains, and install new asphalt layers totaling three and a half inches (1.5" wear coat over 2" course grade). Additional requirements include cleaning the work areas, relocating temporary structures, reinstalling removed items, and painting new parking lot lines. Attachment No. 4 includes photographic documentation of the access road area to provide visual context for bidders.

ASPHALT PAVING 1 ADDENDUMS
ADDENDUM NO.1
Clarifications:
C1: Please see the attached mandatory pre-bid sign-in sheet.
C2: In specifications section 1.01(A), subsection 1(b), the previously stated has changed to the following. The yellow highlighted areas are the changes:
1) The contractor must clean off the parking lot area.
2) Any areas that are within seven (7’) feet of existing raised concrete curves, the contractor must mill the previously specified areas so that whenever the new asphalt is installed, the height that the existing raised concrete curves will remain the same as it is now. At the existing asphalt that is against the existing concrete curves, the contractor must mill the thickness of the total of the new asphalt that will be installed and slope the milling back over any areas that are seven (7’) from the existing concrete curves.
3) Any areas that are within seven (7’) feet of existing concrete storm water drains, the contractor must mill the previously specified areas so that whenever the new asphalt is installed, the slope will still remain to the existing concrete storm drains and will not be a large dip in the parking lot areas. At the existing asphalt that is against the existing concrete storm drains, the contractor must mill the thickness of the total of the new asphalt that will be installed and slope the milling back over any areas that are seven (7’) from the existing concrete storm drains.
4) The contractor must relocate all spoils removed to an acceptable location and dumped at the facility. The location will be determined at the pre-bid meeting.
5) The contractor must install a scratch coarse over the existing asphalt in the front parking lot area in order to fill in any of the existing potholes and level the area prior to installing the final wearing coarse. The scratch coarse must average one-half (1/2”) inches in depth. The course grade asphalt must be no. 2.
6) The contractor must install two (2") inches of new no. 2 course grade asphalt overtop of the new scratch course asphalt. The thickness of the new course grade asphalt must be two (2") inches thick after rolled.
ASPHALT PAVING 2 ADDENDUMS
7) The contractor must install one and a half (1.5”) inches of new wearing coat overtop of the course grade. The thickness of the new wearing grade must be one and a half (1.5”) inches thick after rolled.
8) The contractor must slope the new asphalt toward the existing storm drains.
9) After the new wearing cost is installed, the contractor must paint the parking lot lines on the new asphalt.
10) The facility will remove any metal sign poles, signs, and concrete parking blocks
(if applicable).
11) After the contractor has completed the work, the facility will install back the sign poles, signs, and concrete parking blocks (if applicable).
C3: In specifications section 1.01(A), subsection 2(b), subsection 3, the previously stated has changed to the following. The yellow highlighted areas are the changes:
3) The contractor must install one and a half (1.5”) inches of new wearing coat overtop of the existing asphalt after milled. The thickness of the new wearing grade must be one and a half (1.5”) inches thick after rolled.
C4: In specifications section 1.01(A), subsection 3(a), subsection 1, the previously stated has changed to the following. The yellow highlighted areas are the changes:
1) The existing intake parking lot area consists of eight (8”) inches of aggregate base material and four and a half (4.5”) inches of asphalt which consists of three (3”) inches of base coat, and one (1.5”) inch of wear coat.
C5: In specifications section 1.01(A), subsection 3(b), the previously stated has changed to the following. The yellow highlighted areas are the changes:
1) The contractor must temporarily relocate the eight (8) existing twenty (20’) feet by eight
(8’) feet by eight (8’) feet metal storages buildings. The temporary location will be determined at the at the pre-bid meeting. Prior to temporarily relocating, the facility staff will remove all heavy items out of the metal storage building. The contractor must put the storage units back in the same location after the asphalt has been installed. Please note that the facility may request that the existing metal storage buildings be put back in a different configuration in the parking lot area.

C7: In specifications section 1.01(A), subsection 4, the following has been added. The yellow highlighted areas are the changes:
4. The access road outside the outer sallyport gate area:
a. Information on the access road outside the outer sallyport gate area:
1) The existing access road area consists of eight (8”) inches of aggregate base material and four and a half (4.5”) inches of asphalt which consists of three (3”) inches of base coat, and one (1.5”) inch of wear coat.
2) There is an area that has previously been cut out to install a natural gas pipeline underneath the access road and then reinstalled.
3) The existing access road is twenty-three (23’) feet wide and right before the outer sallyport gate, it reduces down to twenty (20’) feet wide.
4) On the left hand side of the access road, the area of this project is approximately seventy-seven (77’) feet from the outer sallyport gate.
5) On the right hand side of the access road, the area of this project is approximately ninety-one (91’) feet from the outer sallyport gate.
The reason the right hand side is long is because there is more of a curve.
ASPHALT PAVING 4 ADDENDUMS
