About this file

This is a Request for Quotation (RFQ) specifications document issued by the West Virginia Department of Homeland Security - Division of Administrative Services on behalf of the West Virginia Division of Corrections and Rehabilitation for wastewater pumping, removal, disposal, and high-pressure jetting services at the North Central Regional Jail and Correctional Facility located in Greenwood, Doddridge County. The facility operates a 65,000-gallon pre-treatment plant requiring regular sewage removal from two separate pre-treatment vessels and a lift station manhole, with weekly or as-needed pumping services scheduled Monday through Friday between 8:00 a.m. and 4:00 p.m. EST. The vendor must provide high-pressure jetting services for pipes up to eight inches in diameter with minimum capability of 18 GPM at 4,000 PSI, available on an as-needed basis. Emergency call-out services must be available 24 hours a day, seven days a week, 365 days a year, with response within five hours of notification. The RFQ document does not specify response deadlines, bid opening dates, award dates, or contract term details within the specifications section provided.

The contract will be awarded to the vendor offering the lowest overall total cost meeting all mandatory requirements, with vendors required to submit separate per-trip pricing for each service (pre-treatment vessel one and two, lift station manhole, high-pressure jetting, and emergency call-out services). Vendors must have a minimum of three years of experience in sewage pumping, disposal, and high-pressure water jetting, with all work performed by appropriately trained personnel in compliance with local, state, and federal regulations. The vendor is responsible for all mileage, travel costs, and travel time, which must be included in quoted rates rather than billed separately. A designated contract manager must be identified to oversee vendor responsibilities and remain available during normal business hours. The document requires vendors to complete pricing pages in full, with incomplete submissions subject to disqualification, and encourages electronic submission through wvOASIS or Microsoft Excel to minimize calculation errors.
