About this file

This Addendum #1 to ITN #26-0059 provides clarifications and responses to bidder questions regarding the School Board of Sarasota County, Florida's procurement of a cloud-based Applicant Tracking System (ATS). The system must support approximately 15-20 HR users and 150 non-HR users; manage 50-75 active job postings on average, with capacity to double during April-July for summer hiring; process 4,500 new applications annually; accommodate 700-800 new hires per year; and include 10 onboarding documents requiring electronic signatures. The organization currently utilizes WinOcular as its ATS and requires integration with the Skyward HR/Finance system and Outlook email platform, with the specific integration method (webhook versus API) to be determined post-award. Written questions were due February 16, 2026, and sealed proposals must be received by 1:00 p.m. EST on March 9, 2026. Recommended awards will be announced April 14, 2026, with School Board action scheduled for April 21, 2026. The contract term is three years with pricing, terms, and conditions remaining firm throughout, renewable for two additional one-year periods based on mutual written consent and funding availability.

The School Board has not approved a fixed budget and is conducting this ITN to understand market offerings and pricing while identifying the solution delivering the best value for money. The organization is subject to OFCCP and EEO compliance and reporting requirements. Key system improvements requested include resume parsing, talent pools, external job board integration (specifically Indeed and ZipRecruiter), SMS communication capabilities, and a more intuitive interface to minimize applicant effort. The School Board currently does not have a contract with a background or drug screening vendor. All candidates apply electronically; paper applications are not accepted. Pre-hire actions include background checks via fingerprinting, reference checks, drug testing, and I-9 verification, all conducted after the offer of employment. The organization has a total workforce of approximately 6,000-6,500 employees.
