Tobyhanna Army Depot Standard Operating Procedure
For
Excavation/Excavation Permits
This document is intended for use at Tobyhanna Army Depot
Contractors are expected to comply with Pa state law.
(Pennsylvania One Call System)
This procedure applies to any excavation deeper than 6 inches including boring, drilling, augering and driving stakes.
1. The excavator is required to outline the proposed excavation site with white markings before requesting a permit
2. Call Pennsylvania One Call System at 800-242-1776 or 811
3. Pa One Call will notify Tobyhanna (Facility Owner) via fax.
4. TYAD will mark utilities and provide a signed permit to the excavator if approved.
5. TYAD has a maximum of ten working days to approve each permit
6. Any disapproval stops the permit process and requires a resubmission
7. Excavator must have a signed permit on the job site at all times
8. The permit is valid for thirty (30) days
9. The excavator is responsible for maintaining any markings made by the facility owner.
10. The excavator is expected to hand dig within thirty (30) inches of marked facilities. (See figure on page 2).
Temporary Facility Marking Responsibility by Facility Owners is:
To mark, stake, locate or otherwise provide the position of the underground utilities at the site within 30 inches* horizontally from the outside wall of the utilities in such a manner so as to enable the excavator, where appropriate within the tolerance zone, to employ prudent techniques, such as hand digging, to determine the precise location of the utility lines.
*Note: The 30 inch horizontal requirement is specific to Tobyhanna Army

SECTION 6.

a. Work shall always proceed in an orderly and effective manner to preclude potential damage or problems.
b. When utilities have been located in the area to be excavated, hand digging will be used within 30 inches until the exact locations of all lines have been determined.
c. If differing site conditions are determined to exist, contact the Directorate of Installation Services Engineering Branch POC for possible additional precautionary measures to be employed.

a. Receipt of a permit from the government does not relieve the contractor from responsibility for damage to utilities. Work shall always proceed in an orderly and effective manner to preclude potential damage or problems. The contractor will be liable for all damages to persons or property that occurs as a result of the contractor's fault or negligence.
b. When utilities have been located in the area to be excavated, hand digging will be used within 30 inches until the exact locations of all lines have been determined.
c. The Government reserves the right to specify additional precautionary measures to be employed if differing site conditions are determined to exist.

NOTICE to ALL CONTRACTORS INTALLING NEW UNDERGROUND
UTILITIES
All new underground utilities within the construction area shall be located and identified on as-built drawings using the Pennsylvania (North)
State Plane coordinate system (North American Datum
1983 Feet (NAD83)) to obtain a NORTHING and EASTING.
While vertical surveys will use the North American
Vertical Datum (NAVD) 1988 coordinate system for an
ELEVATION. Refer to Scope of work Section
17 Deliverables Section C paragraphs 1 through 9 for details.
Providing survey date is not a substitute for other marking methods. Contractors are responsible for implementing other markings such as tracing wire or tape as required
