ISD Eng Br Standard Contracting Documents
Fire Detection & Suppression Construction/Renovation Requirements
General:
1. At the 65% design submittal, at a minimum the following plans shall be submitted in the submittal for review and approval by the Installation Fire Chief.
a. Fire Protection Systems which includes sprinkler heads, risers, valve rooms, and other major components.
b. Fire Alarm Systems which include initiating devices, notification appliances, and other major components.
c. Life Safety Plan which includes the minimum components established in UFC 3-
600-1 8 August 2016 Change 1, 28 November 2016 edition. Section 1-7.2 to 1-
7.2.5.
2. Three (3) dimensional signage shall be provided for all fire alarm manual pull stations and fire extinguishers.
3. All new furnished and installed fire extinguishers shall comply with the following specifications:
a. Underwriters Lab (UL) Rating: 4A:80B: C (ABC). Must be UL listed or Factory
Mutual (FM) approved.
b. Capacity of chemical agent, ammonium phosphate based: Ten (10) pounds.
c. Minimum six (6) year manufacturer warranty.
d. Rechargeable.
e. Furnished with a metal handle, metal pull pin and a tamper/security seal.
f. Installed using a metal hanging (mounting) bracket, unless being mounted in a a fire extinguisher cabinet.
4. Exterior staircases shall have a minimum landing of 36 inches at top and bottom and be flush with the floor it serves. All handrails shall be ADA compliant.
5. Mezzanines shall have two means of egress, with one leading directly to the exterior of the building.
6. All egress doors shall be a minimum of 36 inches wide and be installed per NFPA 101: Life
Safety Code.
7. Fire and/or smoke ratings of all separations (i.e. fire-rated walls, partitions, shafts, and floors) shall be required to be maintained. Any penetrations must be fire stopped by an approved or listed method in accordance with ASTM E814 or UL 1479.
8. 100 percent acceptance testing shall be required to be performed on all Military construction, sustainment/restoration and modernization projects involving fire alarm system and/or fire suppression system modifications or installations and witnessed by the Installation Fire Chief or his/her designee. A one-time training session shall be provided after acceptance of the system to the Fire Department.
9. The Installation Fire Chief or his/her designee shall be notified of any fire protection system or component (Fire Extinguishers, Fire Alarm Control Panels (FACP), etc.) being removed from any government building. The Installation Fire Chief or his/her designee will have right of first refusal to keep the fire protection system or component as government property before it is discarded, destroyed, or repurposed by a contractor.
Fire Alarm Systems:
1. The wireless radio transmission system used at Tobyhanna Army Depot is manufactured by AES Corporation. The compatible wireless radio receiver/transmitter capable of providing the required point reporting via Ademco contact ID format to the Emergency
Communications Center (ECC) receiving system is an AES Model 7707. Point reporting is required for all minor and major renovations and new fire alarm installations. All existing buildings have an AES Model 7707 receiving/transmitting system capable of expansion to accommodate minor or major renovation work made to the existing buildings fire alarm system.
2. In buildings where more than one FACP currently exists and to accomplish the required point reporting for every initiating device within the building via one (1) transmitter, any new FACP shall be addressable/networkable to the FACP currently reporting to the AES point transmitter.
3. During any renovations in a building with multiple fire alarm systems, networking shall be connected to the system which meets current UFC code and transmits point to the
ECC. In any case where all the systems meet current code, either system may be used.
4. For new construction and major renovations, new fire alarm systems shall comply with
Unified Facilities Criteria (UFC) 3-600-01, Chapter 9-18, and UFC 4-021-01 Design and
O&M: Mass Notification Systems, latest edition unless otherwise directed/approved in writing by the Installation Fire Chief.
5. For minor renovation work (< 25 % change to fire alarm system), new initiating devices shall be connected into the existing signaling line circuit. Program back to the main FACP for the building.
6. All programming at the transmitter and the ECC workstation shall be performed by a certified AES technician who is trained and qualified.
7. Fire alarm system components in all Military construction, sustainment/restoration and modernization projects shall be Underwriters Laboratories (UL) listed for use with the existing buildings fire alarm system.
8. Connecting initiating devices from one building to another separate building’s FACP is not permitted unless approved in writing by the Installation Fire Chief.
9. Lightning protection shall be provided anytime copper wiring is used and/or from the main building to any outbuilding.
10. FACP’s shall be installed in a location approved in writing by the Installation Fire Chief.
11. All initiating devices shall be labeled with their respective device address or circuit number on the interior and exterior of each device for proper identification.
12. Smoke and fire dampers shall be installed in HVAC systems in accordance with NFPA
90A. Duct detectors shall be programmed to provide a supervisory alarm to the
Emergency Communications Center unless otherwise directed by the Installation Fire
Chief.
13. A legible, systematic points listing for all initiating devices shall be provided in PDF format to the Installation Fire Chief or his/her designee at the time of acceptance testing.
14. Any fire alarm device that is no longer in use as a result of the work being completed shall be removed.
15. All new and renovated spaces shall be covered by applicable detection devices where required by Code.
16. Full End-User Programming capabilities for all FACP’s shall be provided to the installation Fire Chief for Fire Department programming capabilities.
17. CO notification appliances shall provide a distinct notification sound. If the building’s existing FACP is capable of providing voice notification the CO notification shall be voice.
If the building’s existing FACP is not capable of providing voice, a temporal 4 tone shall be used.
18. Carbon Monoxide (CO) detection and other gas monitoring devices shall be considered part of the fire alarm system and the requirements listed in 1 through 17 of this section shall apply.
Fire Suppression Systems:
1. Water flow testing shall be the responsibility of the designer to perform and shall comply with NFPA 291.
2. Sprinkler systems shall be installed per UFC 3-600-01 Fire Protection Engineering for
Facilities. New sprinkler valve housings and support piping shall be a Viking system (by
Viking Corporation) or approved equivalent. Water piping other than Schedule 40 must be approved by the Engineering Branch, Directorate of Installation Services, TYAD, for a certain application.
3. It shall be the responsibility of the installer to connect flow switches, tamper switches, pressure switches, etc. to the buildings existing FACP.
4. Any system that is to be dropped from the main system shall have low point drains.
5. Installed or renovated sprinkler piping shall be painted red.
