TYAD CADD

STANDARDS

MANUAL

Abstract This CADD Standards has been developed for use within the Directorate of Installation Services, Engineering Division to eliminate redundant Computer-Aided Drafting & Design (CADD) standardization efforts. The manual is part of an initiative to develop a nonproprietary CADD standard that incorporates existing industry, national, and international standards and to develop data standards that address the entire life cycle of facilities within the Tobyhanna Army Depot.

Preface

Introduction This CADD Standard Manual has been developed for use by the Directorate of Installation Services, Tobyhanna Army Depot (hereafter referred to as D/IS) as part of an initiative to develop a nonproprietary CADD standard that incorporates existing industry, national, and international standards with specific needs for D/IS.

The Contractor shall submit a written request for approval of any deviations from D/IS established CADD Standards. No deviations from D/IS established CADD Standards shall be permitted unless prior written approval of such deviation has been received from the Government.

Target Systems

- GENERAL

All drawings to be provided under contract shall be accomplished and developed using computer-aided drafting & design (CADD) software and procedures conforming to the following criteria.

- GRAPHIC FORMAT

All CADD data shall be supplied in Autodesk, Inc., AutoCAD, release 2017, native electronic digital format (i.e., .dwg).

The contractor shall ensure that all digital files and data are compatible with the Installations target CADD system and adhere to the standards and requirements specified herein. The term “compatible” means that the data can be accessed directly by the target CADD system without translation, preprocessing, or post processing of the electronic digital data files. It is the responsibility of the contractor to ensure this level of compatibility.

Scope This manual provides guidance and procedures for preparing Computer-Aided Drafting & Design (CADD) deliverables within the D/IS.

Purpose The purpose of this manual is to set a basic CADD standard to ensure consistent electronic deliverables (products) within D/IS. These consistent deliverables are part of TYAD installation life-cycle management strategy. This manual sets a CADD standard specifically for the Directorate of Installation Services, Tobyhanna Army Depot disciplines of facilities development and civil works projects. As this manual evolves, it will be integrated with other standards initiatives by D/IS.

Background The immediate benefits of CADD standards are many:

- Consistent CADD deliverables.

- Uniform requirements for A-E deliverables.

- Collection, manipulation, and exchange of database information.

Design Applications and Other Applications Numerous design applications have been developed to run on top of basic CADD engines. These applications can be used by designers to generate graphics inside CADD files. However, upon submission to D/IS, drawings and all required information within those drawings must be compatible with Standalone AutoCAD -release 2007.

Coordination with Design Agent With all the complexity and options currently available in the world of CADD, it becomes important to coordinate fundamental aspects of design work. The previously mentioned issues of basic platform, design applications, and document management are only three of the issues that can affect the success of a project and the future usefulness of the final documents. As such, each project should have at its initiation discussions and agreements on such issues as these. Each software package being used should be approved and a determination made on how many of the supporting electronic files should be provided to D/IS as a part of the end product.

Additions/Revisions This standard is intended to be neither static nor all-inclusive and thus will be updated and enhanced as appropriate. Suggestions for improvements are strongly encouraged so that subsequent updates will reflect the input and needs of CADD users.

2 Drawing File Organization

Design Area Available drawing area

The CADD application used within Directorate of Installation Services, Tobyhanna Army Depot is AutoCAD. This application provides for a drawing area with nearly infinite range in each positive and negative axis (x,y,z).

File accuracy (units) The AutoCAD system allows the designer to work in “real-world” units. The most common units are feet: inches, feet: thousandths of feet, and meters: millimeters.

Note:

In AutoCAD, the basic drawing unit for any file is the distance between two fixed Cartesian coordinates. For example, the distance between coordinates (1,1,1) and (1,1,2) is one drawing unit. A drawing unit can correspond to any measurement (e.g., foot, inch, meter, mile, fathom). AutoCAD users may enter the Units display option to set the desired drawing units.

Drawing Sheet Assembly Two main options for drawing sheet assembly are available in AutoCAD:

• Use of Model Space and Paper Space.

• Use of Model Space only.

Use of Paper Space and Sheet Set/Multi-sheet Drawing Files TYAD will allow the use of “paperspace” and sheet set/multi-sheet drawings in regards to AutoCAD provided submittals as long as the following parameters are met:

• Sheet set/multi-sheet drawings o Drawings may be submitted in this manner but each drawing must contain no more than 20 tabs/sheets per drawing file.

o Drawings must be filed separately by discipline.

o Each drawing will be named according to the TYAD drawing numbers assigned and the number range that drawing includes. If a single drawing contains Architectural sheets starting at number 1A-1-100, the drawing file name will be “1A-1-100 thru 1A-1-120”. Another example of a Structural drawing with 5 sheets contained in it would be “4-2-235 thru 4-2-240”.

• Paperspace o Drawings must be done at 1:1 scale o Lower left hand corner of titleblock must be located at coordinate 0,0.

o TYAD style of template (provided upon request) should be used in organizing drawings in model space to allow better transition of data through paperspace. This will make it easier to locate the correct drawing in a potential chaos of information.

o Each discipline should be a separate drawing within modelspace. This will prevent layering confusion and massive data overlays that can become very difficult to navigate or work with in the future.

Note:

Any questions or needed clarification on this subject should be referred to TYAD Division of Public Works(D/PW) Engineering Branch.

Electronic Drawing File Naming Conventions Naming conventions for D/IS electronic drawing files provides a convenient and clear structure for organizing drawing files within project directories. These final drawing numbers will be assigned by TYAD at the 95% Submission and WILL NOT be supplied earlier. This will minimize the possibility of duplicating or overlapping drawing numbers with current and future projects.

The drawing number contains three groups of figures which stand for the following:

a.) First group – if numeric or alpha-numeric, stands for the building or facility number. If a letter only, it stands for the category of site work or master planning.

b.) Second group – is the drawing classification.

c.) Third group – is a chronological listing of that combination of first and second group.

Special cases:

a.) A drawing showing several different buildings will be labeled with the lowest building number.

b.) A drawing showing a combination of construction type (Architectural, Structural and HVAC) will be labeled with the combination classification number 6. An exception of this can be made if one classification predominates on the drawing. In that case, that classification number would be used.

A drawing showing a combination of categories of site work or master planning will be labeled with the combination letter K.

Explanation of Number Groups:

a.) Building Number – self explanatory.

b.) Category of Site Work or Master Planning:

Coordination between Sheet File Name and Sheet Identifier

In assigning a sheet identifier (for use in the sheet identification block, reference bubbles, etc.), the user should coordinate with the name assigned to the sheet number within that drawing package. This should NOT be confused with the Drawing Number. The drawing number is used for D/IS use only, and should only reflect the electronic file name (i.e., 11-1-567.dwg).

Sheet Number Format shall be; A-1, A-2, S-1, S-2, P-1, P-2, M-1, M-2, E-1, E-2, etc.

Note: National Cad Standard (NCS) style of sheet number format is also acceptable.

D/IS Drawing Numbers (i.e., 11-1-567) will be assigned at the 95% Submission. These numbers are exclusive to TYAD record drawing management.

3 Graphic Concepts

Presentation Graphics The first step in establishing an effective CADD standard is the development of a uniform approach to presentation graphics. Presentation graphics typically consist of drawing elements such as lines, arcs, shapes, text, and their attributes (line color, line width, and line style). The following items will be provided upon request of the (sub) contractor:

o Standard D/IS Layering templates.

(Including layers with descriptions, lineweights, colors, font styles, dimension styles) o All layer descriptions are to be filled in. (provided by TYAD).

o Standard D/IS Blocks (both Standard Blocks and Dynamic Blocks) (See page 18) o Standard D/IS Coversheet and title block.

o Standard D/IS “DPW-STANDARD-Object.ctb” plot style file.

o Standard D/IS key plans.

o A copy of the latest D/IS CADD Standards Manual.

o A copy of the latest D/IS Design Submission Requirements Manual.

o Project-specific Master Composites, Base Map, Utilities Map, etc.

THESE LAYERS SHALL NOT BE MANIPULATED, DELETED, OR REPLACED. ANY USE OF

ADDITIONAL LAYERS NOT SPECIFIED WITHIN THE D/IS STANDARD CADD LAYERING

TEMPLATES WILL REQUIRE PRIOR APPROVAL FROM D/IS ENGINEERING DIVISION. ANY

UNAPPROVED DEVIATION FROM THESE LAYERS WILL RESULT IN NON-SATISFACTORY

RESULTS, AND COULD BE REJECTED. APPROVAL WILL ALLOW D/IS TO ADD THE LAYER TO

TEMPLATES FOR FUTURE PROJECTS IF NECESSARY.

D/IS CADD Standard Layers shall be used which are provided with D/IS Standard Layering Templates.

As part of D/IS Layering Standard:

Color 52 is used instead of the color Yellow and Color 132 is used instead of the color Cyan.

*Yellow and Cyan are not to be used do to the transparency when printed in color on white paper.

Drawings shall be plotted by Object Line Weight, not by color. Printers and plotters are controlled by files called pen tables or feature tables (*.ctb file). These files convert thicknesses in an electronic file to line thicknesses on a paper drawing. The .ctb file standardizes presentation graphics as they relate to electronic drawing files (screen display) and not the final printed or plotted paper drawing. By employing this pen table, each agency can ensure that consistent drawings are produced from an electronic file regardless of the type of printer or plotter used.

Master Composite Floor Plans will be provided to use as a base plan for project(s).

When using D/IS Master Composites, Base Map or Utility Map as backgrounds; Select all items that are existing, and will remain existing, in the background. Then, using the Modify Properties Command, change the color to “252”, and the line weight to .25mm.

D/IS .ctb file consists of a screening of 40% for the color 252. This allows existing backgrounds/features to be printed lighter to emphasize the corresponding discipline.

Do NOT change the color or line weights in the Layer Manager! This is crucial, as to be able to turn the layers back to the original ByLayer color and line weight.

NOTE: ALL room names, room numbers and column numbers with associated circle/centerline will maintain their ORIGINAL properties throughout all drawing packages.

o How to change color, but still obtain original properties (ByLayer Properties):

- Select ALL Objects/Entities with layers you wish to change the color of (Only existing features should be screened).

- Go to “Modify” pull down menu, Select “Properties”

- In the dialog box that appears… From the “Color” list menu, select “Select Color…” In the

“Select Color” dialog box that appears… Under “Color:” type the color that you’re looking for (In this case, type “252”).

- Future selections will allow you to “Pick” that same color (in this case, color 252) from the “Color” List menu.

Non-Standard AutoCAD Graphics (Raster Images) D/IS does not allow the use of images in AutoCAD in order to maintain clarity and compatibility with GIS.

D/IS will however, allow the use of images within the title block of drawing packages and for Business titles and logos ONLY. This will only be accepted if the image is embedded into the drawing. The Image MUST NOT be an XRef.

Steps for embedding an image while maintaining an Xref free drawing file are as follows:

1. Display the Raster image (Business Title/Logo) in a viewer (e.g. Microsoft Paint, Adobe Photoshop)

2. Copy the Image

3. In AutoCAD, paste the image (Ctrl+V, or PASTECLIP from the command line).

4. The image is now embedded into the drawing.

Note: Approval must be obtained from D/PW Engineering for any deviation from the above guidance in regards to images in AutoCAD drawings. Any deviation with NO prior approval could result in a rejection of submittal.

Text Placement and Presentation Standard text styles are to be applied to all disciplines:

AutoCAD platforms contains sets of fonts that have been designed for use in CADD drawing presentation.

AutoCAD has individual fonts as shape files. In addition, AutoCAD has the ability to support True Type fonts that are installed on the individual computer. It also has the ability to create additional fonts for its use. Since projects designed in AutoCAD are planned for use many years into the future and files will be used by many different individuals, use of any nonstandard font is not recommended and therefore not allowed by D/IS. This includes all fonts for symbology, logos, Business titles, etc. (Refer to “Non-Standard AutoCAD Graphics (Raster Images)” on previous page for Business titles and logos.

Contrasting text styles (or fonts) are used within a drawing to delineate types of information.

D/IS only allows the following fonts:

MTEXT is allowed and preferred by D/IS Engineering Division and may be used within drawing packages.

Text Height:

Text height for Dimensions, Notes, Callouts, Table/Schedule Text, and General Text shall be 3/32”.

Titles and Subtitles of Tables, Schedules and Legends shall be 3/16” lettering height.

General Text Placement:

Text shall never be placed over other text. If Text is placed over feature lines, hatching or patterned areas, etc.

TEXTMASK shall be used so that text can be clearly read.

Text justification shall have lower left justification with the exception of keynotes/symbol text, room names/room numbers, which shall have middle-center justification.

Predefined Blocks Drawing blocks shall be provided at the beginning of the project. All blocks, both dynamic and standard, shall be used as provided (do not explode). DO NOT MANIPULATE these blocks in ANY WAY. Approval for use of blocks outside of those provided should be obtained through TYAD D/PW Engineering.

Note: The approval is mostly a formality to ensure quality, clarity and consistency.

Background blocks

Background references that are blocked and CLIPPED with a boundary are not allowed within TYAD submissions. ALL backgrounds shall be exploded (If a block) before all/any submissions to TYAD. This will allow drawings to be checked for consistency, layering issues, blocks, etc.

Plan Placement and Presentation Drawing Orientation: Orientation of drawing will be determined by the most efficient use of space on a 30” X 42” sheet based on the following criteria:

Option 1 - North wall will be oriented to top of sheet (Project North as defined on the cover sheet) This option is preferred except in incidents where the result is inefficient use of space on the sheet.

Option 2 - North wall oriented to the right on sheet (Only to be used for effective use of space on a 30” X 42” sheet)

Regardless of the option chosen for a project, all disciplines will use the same orientation.

Drawing Scales: Scales for all drawings will be determined by the clearest use of plans on a 30” X 42” sheet based on the following criteria:

1/4"=1’-0” for all plans when available and consistent through all disciplines. Should the project location be too large for a 30x42 sheet, the standard architectural scales will be used in descending order. 1/8”=1’-0” and 3/32”=1’-0” will be the minimum allowable scales used with TYAD and will need D/IS Engineering Division prior approval. The Government shall have the authority to delegate scales to provide simplicity and clarity.

Abbreviations Abbreviations for words or phrases frequently used in plans, sections, elevations, or details should follow the abbreviations as established in the NCS (UDS Module 5 – Terms and Abbreviations). When possible, the use of abbreviations should be kept to a minimum. Other abbreviations, particularly discipline-unique abbreviations, may be used but must not conflict with those established in the NCS.

Border Sheets Sheet sizes Typical D/IS projects (contract documents) will be prepared on ARCH E1 (30”x42”) sheets. Furthermore, D/IS will provide standard Title Blocks, Border Sheets, and Coversheet (For reference) .dwg files. These drawing files are created to reflect D/IS .ctb file and shall not be manipulated by color, line weight, or size in any way.

Issue block The issue block contains a history of revisions, addenda, and/or clarifications to the sheet. The first entry should be placed in the lowest line of the issue block and subsequent entries should be made above it.

Border information Date – This date shall reflect the date the package was started, and therefore will not change thereafter.

Plot date – This date shall reflect the date the package was printed, and therefore will change with each submission.

Plot Scale – This scale shall reflect the scale noted when plotting (Listed under “Plot Scale” of the Plotter configuration menu. X inches = X units. See figure below.) In this case, plotting at 1/8”=1’-0”, the plot scale would be shown as 1:96.

COR/POC – This shall reflect the TYAD Contracting Officer’s Representative or D/IS Point of Contact.

Dimensioning As far as the appearance of dimensions, D/IS is very specific. Dimension text heights should match the size of the text in the rest of the drawing (i.e., notes and callouts at 3/32”) and the location of the dimension text should be at the midpoint and top of the dimension line (where possible). Dimension lines should be offset 3/32 in. and extension lines should be offset 1/16 in. from the element being dimensioned. Architectural Ticks shall be used for linear dimensions. Filled arrowhead shall have an arrowhead size of (1/8”). Dimensions features shall be consistent across the entire set of drawings. All dimensions shall remain associated as a single entity.

Furthermore, dimensions within a Renovation Drawing shall be dimensioned from a FACE OF WALL. While new construction shall dimension from centerlines of columns (Where applicable). These dimensions, regardless of construction type, shall be dimensioned consistently throughout the package. (Example: If architectural shows a dimensioning for an object from FACE OF WALL to the edge of NEW PARTITION … This SAME dimension shall be shown FROM THE FACE OF WALL throughout the entire package, where needed. In other words, do not show architectural dimensioning from face of wall to the partition while on mechanical, dimensioning from center of column line to partition.)

Reference files (XREF’s) Reference files (external references or XREFs) and spread sheets from Excel are not allowed within D/IS projects for any reason. Any deviation from this will result in NON-

COMPLIANT DRAWINGS, AND COULD BE REJECTED.

Electronic Delivery Media and Format A copy of all CADD data files developed under this contract shall be delivered to the Installation on electronic digital media at project completion.

The electronic digital files shall be provided on compact disk, read only memory (CD-ROM). The electronic digital media shall be in the format which can be read and processed by the Installation’s target CADD system.

The external label for each electronic digital media shall contain, as a minimum, the following information:

1. The Contractors Name

2. The Installation’s Project Title

3. Project Number or Contract Number

4. Date the CD was created.

All Design shall be done in accordance with the following:

- Tobyhanna Army Depot Installation Design Guide, dated September 2010.

- The Latest D/IS Design Submission Requirements Manual.

(An Electronic copy of each will be provided by D/IS upon request.)

Project Specifications shall be developed using Unified Facilities Guide Specifications, (UFGS).

- Electronic copies can be obtained at; http://www.wbdg.org/

- Project Specifications shall be submitted as Microsoft Word documents.

Electronic drawings will be reviewed by the D/IS Engineering Division drafting personnel. Drafting at each stage of project construction (i.e. 35, 65, 95%) to perform quality assurance at the earliest possible time so as to foresee problems that might be exacerbated if left to a later stage for deliverables. This is the responsibility of the contractor to ensure each submission is received and reviewed before continuation of the project.

In addition:

- The contractor shall be required to complete, sign and date the “TYAD D/IS ENGINEERING DIVISION DESIGN CHECKLIST” at the initial submittal (35%) and at the final AS-BUILT submittal.

- The “TYAD D/IS ENGINEERING DIVISION DESIGN CHECKLIST” can be found in the latest “Design Submission Requirements Manual”

Spatial Data Delivery Requirements:

Introduction:

In order to achieve integration of several diverse sets of spatial information at Tobyhanna Army Depot, standards and specifications for all spatial products – including as-built drawings, construction drawings, GPS data points and all geospatial layers and attributes need to be stated at the onset of each project. Requirements for internal renovations and full building construction plans will vary by the extent of each project, but general guidelines can be drawn for CADD Deliverables.

Tobyhanna Room Numbering System shall be maintained.

a. Contact Tobyhanna Army Depot – D/IS Engineering Division for requirements

Tobyhanna Army Depot Equipment Naming Convention shall be followed for any New Equipment added as part of the project. (Power Panels, Light Panels, HVAC Equipment, etc.)

a. Contact Tobyhanna Army Depot – D/IS Engineering Division for requirements

All drawings to be provided under this contract shall be accomplished and developed using computer-aided design and drafting (CADD) software and procedures conforming to the Tobyhanna AutoCAD drafting standards.

All plans and sketches should be based on latest Master Composite Drawings obtained from the D/IS Engineering Division. These record drawings are the baseline for all current and future projects.

Room numbers are to be obtained at the outset of the project from the D/IS resident Geographic Information System “Room_Area_ID” to be used in final as-built drawings. All equipment and room-number-linked items such as door numbers and outlets should be defined using the room numbering standards in use throughout TYAD. If new construction creates new room areas, the Depot’s Room Numbering Standards shall be used to assign new room area numbers during the design stage of the project.

Before a CADD file is placed on the delivery electronic media, the following shall be performed:

1. Remove all extraneous graphics/Objects outside the border area. Purge drawings of ALL unnecessary layers, linetypes, fonts, etc. before submission to D/IS by using the “Purge” command.

2. Zoom drawing to the plot ready state (i.e. drawing border fills screen). Make sure that the lower left side corner of the drawing sheet is at 0,0.

3. Include standard sheets (i.e., abbreviation sheets, standard symbol sheets, etc.) necessary for a complete project.

4. Each finished drawing file shall be named in accordance with the “Drawing Sheet Assembly” section.

Drawing file names should be the D/IS drawing number. Example: 58-1-10 thru 58-1-22.dwg, etc.

Document Transmittals:

A transmittal letter containing, at minimum, the following information shall accompany each electronic digital media submittal to the Government. The transmittal letter shall be dated and signed by the appropriate Contracting Officers Representative (COR).

Government COR/POC associated with the specific project.

Name of the project.

Total number of drawing packages and total number of electronic disks (e.g. CD) being delivered.

1. A complete list of all drawings submitted. This shall include - Sheet Number, Drawing Number (if applicable), and description of each sheet.

2. Certification that all delivery media are free of known computer viruses. A statement including the name(s) and the release date(s) of the virus-scanning software used to analyze the delivery media, the date the virus-scan was performed, and the operator’s name shall also be included with the certification.

The release or version date of the virus-scanning software shall be the current version which has detected the latest known viruses at the time of delivery of the digital media.

The Government, for itself and such others as it deems appropriate, will have unlimited rights under this contract to all information and materials developed under this contract and furnished to the Government and documentation thereof, reports and listings, and all other items pertaining to the work and services pursuant to this agreement including any copyright. Unlimited rights under this contract are rights to use, duplicate, in whole or in part in any manner and for any purpose whatsoever without compensation to or approval from the Contractor. The Government will at all reasonable times have the right to inspect the work and will have access to and the right to make copies of the above-mentioned items. All digital files and data, and other products generated under this contract, shall become the property of the Government. By reference, the following DFAR clauses are included in this contract as a part of the requirements herein:

a. DFAR 252.227-7013, “Rights in Technical Data and Computer Software.”

b. DFAR 252.227-7018, “Restrictive Markings on Technical Data.”

c. DFAR 252.227-7019, “Identification of Restricted Rights Computer Software.”

d. DFAR 252.227-7028, “Requirement for Technical Data Representation.”

e. DFAR 252.227-7037, “Validation of Restrictive Markings on Technical Data.”

As-Built Drawings

Scope:

As-built Drawings are the amended "As-designed" drawings revised to show the project as the contractor actually constructed it. The revisions from contractor markups and field inspection notes are transferred to the final as-built set of drawings. The final as-built drawings include modifications during construction, field requested changes, shop drawing modifications, and contractor designs.

This guidance will compliment the as-built subpart contained in As-Built Closeout Submittals. The intent is to aid the contractor and project COR/POC in the development of high-quality as-built drawings to show changes made to the project during construction. As-built drawings are an official record of the project at the time of construction completion. The original "as-designed" contract drawings and specifications are modified to show all additions, deletions and other changes made during construction. Accurate as-built drawings are very important for project operation and maintenance, and future modifications, particularly for utilities, which are hidden from view.

Working AS-BUILT Drawings:

The Contractor shall maintain 1 master set of paper drawings and specifications (marked-up prints) to track changes, additions or deletions from the original design during construction. The working as-built marked drawings will be reviewed for accuracy and completeness by the General Contractor before submission of each monthly pay estimate.

Monthly review of the working as-built CADD printouts shall at minimum cover all sheets revised since the previous review. At least one paper set of as-built drawings shall be available on the jobsite at all times.

1. Where contract drawings or specifications present options, only the option selected for construction shall be shown on the final as-built prints. Cross out such words and phrases as "optimal requirement," "or equal," etc., and list specifically the items of material provided.

2. Unusual or uncharted obstructions that are encountered in the contract work area during construction.

3. Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor; including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

4. The topography, invert elevations and grades of drainage installed or affected as part of the project construction.

5. Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler, and irrigation systems.

6. Changes or modifications that result from the final inspection.

Mark-up Guidelines:

The following information is provided to improve the quality of the marked-up prints in the field and thereby facilitate preparation of final as-built drawings. The most important guideline is that the marked-up changes on the prints shall be complete and understandable.

1. Where possible use three base colors in marking up the hard copy of the working as-builts on site. If the base colors are deviated from, provide a legend indicating any special purpose of the colors used.

Traditional base colors:

a. Deletions (Red) - Deleted graphic items (lines) shall be colored red with red lettering in notes and leaders.

b. Additions (Green) - Added items shall be drawn in green with green lettering in notes and leaders.

c. Special (Blue) - Items requiring special information, coordination, or special detailing or detailing notes shall be in blue.

2. Frequently use written explanations on as-built drawings to describe changes - do not rely totally on graphic means to convey the revision.

3. Legibility of lettering and digit values shall be precise and clear when marking prints, and clarify ambiguities concerning the nature and application of change involved.

4. Wherever a revision is made, make changes to affect related section views, details, legend, profiles, plans and elevation views, schedules, notes and call-out designations, and mark accordingly to avoid conflicting data on all other sheets.

5. When changes are made, cross out all features, data and captions that relate to that revision.

6. When changes are required on small-scale drawings and in restricted areas, suggest large-scale inserts be drawn or sketched, with leaders to the location where applicable.

7. Be sure to add and denote in legend, any additional equipment or material facilities, service lines, etc., incorporated under as-built Revision if not already shown in legend.

8. When attached prints (or sketches) are provided with marked-up print, indicate whether:

a. Entire drawing shall be added to contract drawings or

b. Whether the contract drawings shall be changed to agree, or

c. For reference only to further details not required for initial design.

9. Make the comments on the package drawing complete without reference to letters, memos, or materials that are not also a part of the as-built. Annotating the drawing, “Per Change Order #42,” means nothing when the actual change order states, “added an additional 12 duplex” outlets or similar statements. The same is true when the drawing is marked, “changed per COR/POC instructions.” This office and ultimately the using organizations must know what was changed, how it was changed, where the items(s) were relocated to and how the affected connections were altered. Change Orders usually do not provide information as to how the facility was changed, only what was changed.

10. The markups shall be accomplished on black line prints of the most current sheet.

11. Shop drawings are to be incorporated into the as-built submittals as obtained from the manufacturer when possible.

Pennsylvania (North) State Plane Coordinate System:

1. All new underground utilities within the construction area shall be located and identified on the as-built drawings using the Pennsylvania (North) State Plane coordinate system (North American Datum 1983 Feet (NAD83)) to obtain a NORTHING and EASTING. While vertical surveys will use the North American Vertical Datum (NAVD) 1988 coordinate system for an ELEVATION as detailed in paragraphs a through j below. Providing survey data is not a substitute for other marking methods. Contractors are responsible for implementing other markings such as tracing wire or tape as required. Contractors may dimension to two permanently fixed surface features for locating utilities.

(a.) The actual location, materials and sizes within the construction area shall be measured and provided with a Northing, Easting and Elevation with respect to the proper datum as previously mentioned.

These coordinates shall be shown for all change in direction for points such as T’s, Y’s, Elbows, etc.

and all surface or underground components such as valves, manholes, drop inlets, clean outs, meters, etc. in order to provide the location of these lines and appurtenances which may be determined in the event the surface openings or indicators become covered over or obscured.

(b.) The descriptions of exterior utilities shall include the actual quantity, size, and material of the utility lines. The AS-BUILT drawings shall show dimensions to two permanently fixed surface features at the end of each run (If permanently fixed surfaces features are available), including each change in direction. Valves, splice boxes and similar appurtenances shall be located by dimensioning along the utility run from a Northing, Easting, and Elevation point based upon the Pennsylvania (North) State Plane coordinate system (North American Datum 1983 (NAD83)).

(c.) There will be an allowable tolerance of one foot (1’-0”) in either direction (Vertical or Horizontal) for any and all utilities aforementioned.

(d.) The location and dimensions of any changes within the building structure.

(e.) Layout and schematic drawings of electrical circuits and piping.

(f.) Correct dimensions and details transferred from shop drawings.

(g.) Correct grade, elevations, cross section, or alignment of roads, earthwork, structures or utilities if any changes were made from contract plans with a Northing, Easting and Elevation based upon the Pennsylvania (North) State Plane coordinate system (North American Datum 1983 (NAD83)).

(h.) Actual location of anchors, construction and control joints, etc., in concrete.

(i.) Changes in location of equipment and architectural features.

(j.) Provide relevant invert locations.

Final AS-BUILT Drawings:

The retainage amount referenced in the specification, shall be withheld until the final as-built submittal has been approved and accepted by the government.

If the working as-builts are properly maintained, when the project has been constructed the final as-built drawings should be near completion. Thus, the contractor shall submit Final AS-BUILT Drawing within 30 days of project completion.

Drafting Standards:

D/IS requires that standard professional engineering drafting practices be utilized in correcting the original electronic CADD drawings to show as-built conditions. In general, the letter styles, line thickness, and scale will be the same as the original drawings. Any additional sheets added, shall conform to TYAD D/IS Engineering Division CADD Drafting Standards.

CADD Standards: File Naming Convention will be maintained on all existing CADD files and followed for any new files added. The Contractor shall revise CADD files as-built drawing layers, to show the as-built conditions during the prosecution of the project. All as-built “triangle” changes shall be on a separate single layer, using a single color, with an associated medium pen width.

The following specific requirements apply to the preparation of as-built drawings:

1. As-Built Stamp: When final revisions have been completed, the cover sheet drawing shall show the wording "RECORD DRAWING AS-BUILT" followed by the name of the Contractor and project completion date in letters at least 3/16 inch high. All other contract drawings shall be marked in the bottom right-hand corner of each drawing either "AS-BUILT" drawing denoting no revisions on the sheet, or "REVISED AS-BUILT" denoting one or more revisions. Original contract drawings shall be dated in the revision block.

2. Revisions Block entries: Those sheets, which have no changes, will only be labeled AS-BUILT as described above. Those sheets which have changes shown on them will have REVISED AS-BUILT entered in the first available space. This will be revision one and a number 1 will be entered in the triangle at the beginning of that line. In the event the sheet has already been revised and a number and revision appear in the revision lines the next sequential number will be used. Normally the first entry is made in the first line. The completed originals CADD file drawings will be reviewed for accuracy and initialed by the Contractor.

3. Marking Revisions: Place an equilateral triangle (3/8" per side) near the area revised for all changes. One triangle may be placed near the table or detail title where several items in a table or detail are changed or completely redrawn. This same method may be used for general revisions to floor plans and system plans (plumbing, electrical, a/c, heating); when a major portion of the drawing is changed, the triangle may be placed near the diagram, detail, section or plans title. A triangle will be placed near each item when only a few items are revised, added or deleted. The triangles will contain the same number as the as-built revision on that sheet

4. Revision Annotations:

a. Deletion - to show an item was not installed, cross the item out on the drawing along with any associated devices, connecting lines, ducts, pipes etc., including notes and dimensions. To show a detail is not being used, box the detail and letter NOT USED across the detail. A box will be drawn on the sheet with an X as shown in Attachment. The words NOT USED will be in heavy block lettering a minimum of 5/8" high. Place a triangle and revision number inside the box where notes are indicated as not being used.

i. Notes - draw a line thru the note or line item in a table in lieu of erasing the line item or note. A triangle and number will be placed near the deleted item.

b. Additions - show a new or additional item or items and associated connections made if the print indicates such connections. A triangle and number will be placed near the new item. All lettering will conform to the existing lettering on each sheet.

c. Relocations - draw the item in the new location and erase it from the old location. All connections will be transferred if applicable, such as wiring, piping, and ducts. Revision triangles with appropriate number will be shown at the new and old location.

5. Sentence Tense: Changes to As-Built drawings shall not include text changes that are tense changes, for example, “EXISTING GROUND LINE” to “ORIGINAL GROUND LINE”; “SHALL BE REMOVED” to

“REMOVED."

6. Drawing continuity: The applicable drawings shall be marked-up when a change was made, although this will not always be the case. Final responsibility for drawing continuity is with the person doing the as-built. When one floor plan indicates a wall, room, doors etc., has been changed, the same change shall be made on all other applicable drawings. When the change is applicable to only one discipline such as electrical and does not directly affect other discipline sheets, a note may be added to other discipline sheets such as "See sheet _____ for as-built Conditions.”

7. Shop drawings: When shop drawings are added to the original contract drawing set they need to be appropriately labeled with the D/IS file number and discipline and sequence sheet number. The Index of Drawings will also need to be revised to show the additional sheet (s) with the appropriate sheet title. In the case where the shop drawing are smaller than the D/IS standard sheet size (i.e. 30"x42") the sheets will be drawn on standard D/IS sheet size border sheet and appropriately labeled.

General Process:

1. As changes are made to the as-designed drawings, follow “Markup Guidelines” and “Drafting Standards” presented in this publication.

2. Transfer the changes from the working as-built marked prints to the "as-designed" electronic CADD files.

a. The contractor will transfer the changes from the working as-built marked prints to the original electronic CADD files on a monthly basis. Final as-built drawings shall be prepared after the completion of each definable feature of work as listed in the Contractor Quality Control Plan (Foundations, Utilities, Structural Steel, etc., as appropriate for the project).

3. The D/IS COR/POC will maintain a log of the monthly meetings held between the Project Office’s Staff and Contractor’s Staff. The log will include any notes of deficiencies. If the deficiencies are not addressed in a reasonable time frame, portion of the monthly payment may be retained by the government, to ensure corrections are made. The amount is not to exceed the amount listed in the specification.

4. The contractor shall submit the Final As-built on a new CD and two sets of ARCH E1, 30”x42” Size plots to the D/IS COR/POC.

5. The D/IS COR/POC and D/IS CADD Personnel shall perform a review and provide comments back to the contractor. Any major oversights will be sent back to the contractor for correction. The contractor will plot a new set of mylar drawings and then burn a CD with the electronic files.

6. Upon acceptance by the government, the retained amount for the government’s expense to create the as-builts, identified in the specification will be released.

Note: Prior to the final submission of a mylar set of drawings, when required by contract, the revisions made in the accepted as-built submission should be incorporated/accepted and all revision notes should be removed for the mylar submission.

Credits:

The original guidance for preparing as-builts was published in 2004, by USACE, Sacramento District. The guidance was modified in 2007 for USACE, Chicago District. The guidance was again modified in December of 2011 for Tobyhanna Army Depot, Directorate of Public Works, Engineering Division.

The Contractor shall submit a written request for approval of any deviations from D/IS established TYAD CADD Standards Manual. No deviations from D/IS established TYAD CADD Standards Manual shall be permitted unless prior written approval of such deviation has been received from the Government.
