About this file
This Scope of Work document outlines the irrigation system installation requirements for the Withlacoochee Seed Orchard project administered by the Florida Department of Agriculture and Consumer Services, Florida Forest Service. The project encompasses the complete installation of irrigation infrastructure across approximately 93 acres, requiring 3,000 linear feet of six-inch Schedule 40 PVC main distribution lines, 8,500 linear feet of four-inch Schedule 40 PVC feeder lines organized into five feeder line systems, ten four-inch PVC valves, six flush-out stations (five four-inch and one six-inch), 283 two-inch PVC risers with specified spacing intervals ranging from 30 to 35 feet, 179 two-inch PVC caps, 94 rolls of one-inch polyline (660 feet per roll), and 3,920 Maxi-jet winged misters with integrated dripline and mister stakes. The contractor must supply all necessary fittings, glue, cleaners, hose clamps, elbows, and t-fittings required for complete system assembly and integration with existing well infrastructure. A mandatory site visit is scheduled for January 15, 2026, at 10:00 AM, with written questions due by January 22, 2026, at 5:00 PM, and sealed bids due on February 2, 2026, at 5:00 PM. The project completion schedule requires substantial completion within 100 calendar days of the Notice to Proceed, followed by a 20-day project close-out period, for a total contract term of 120 calendar days.
Bidders must hold current Florida Chapter 489, Part I irrigation system installation licenses and submit unit pricing per linear foot as well as a total project price. For bids exceeding $100,000, contractors are required to provide a 5% bid bond, 100% performance bond, and a minimum of three references from similar projects completed within the past five years. The contractor is responsible for maintaining comprehensive insurance coverage with the State of Florida designated as an additional insured and must provide a one-year written warranty on all parts and labor. Liquidated damages are assessed at $250 per calendar day for completion delays beyond the specified deadline. While the solicitation does not explicitly identify set-aside designations or restrictions for disadvantaged enterprises, the scope and materials required suggest a substantial contract value requiring full turnkey delivery of materials and installation services.
