About this file
This is Addendum IV to an Invitation to Bid (ITB FFS 25 26 61) issued by the Florida Department of Agriculture and Consumer Services for the Withlacoochee State Forest Seed and Longleaf Orchard Irrigation Installation project. The addendum, dated February 18, 2026, provides responses to ten written questions submitted by bidders and includes a revised timeline for the procurement. The project encompasses the installation of approximately 128 acres of irrigation infrastructure in Brooksville, Florida, requiring 3,000 linear feet of six-inch Schedule 40 PVC mainline, 8,500 linear feet of four-inch Schedule 40 PVC feeder lines, 283 two-inch PVC risers, ten four-inch valves, six flush-out stations, 94 rolls of one-inch polyline, and 3,920 Maxi-jet misters with integrated dripline. The revised timeline establishes the last day for bidders to submit questions as January 28, 2026, at 5:00 PM, with written responses posted by February 13, 2026. Sealed bids are due February 18, 2026, at 5:00 PM at the Mayo Building in Tallahassee, and the public bid opening is scheduled for February 19, 2026, at 10:00 AM, with a teleconference option available. The recommended site visit window has been revised to January 15-28, 2026, at 10:00 AM daily at the Withlacoochee State Forest location.
Key clarifications provided in the addendum address technical specifications including the use of glued fittings with thrust blocks rather than ductile iron fittings with mega lugs, polyline installation above ground, and the integration with existing pump infrastructure. Bidders must submit pricing on a combined unit price per linear foot basis for both the six-inch and four-inch mainline footage. The addendum confirms that permits are required and referencing the ITB's permit section, and clarifies that overhead tree branches may be trimmed to allow vehicle access prior to project commencement. Questions regarding the addendum should be submitted to the Procurement Officer at ConstructionBids@FDACS.gov or by phone at (850) 617-7181. Bidders who have already submitted bids need not take further action; those submitting revised bids must include their original submission tracking number and clearly indicate which bid should be opened to avoid processing errors.
