About this file

Summary

Appendix F is a project reference form for law firms submitting proposals to the Pennsylvania Governor's Office of General Counsel on behalf of the Pennsylvania Department of Revenue for Out of State Lien Enforcement Services. The document serves as a template requiring proposing firms to provide detailed information about similar projects they have completed, including the client name, contract value, project nature and scope, duration, and a comprehensive comparison of how the referenced project aligns with the Commonwealth's requirements in terms of size, scope, complexity, and duration. Firms must demonstrate the relevance of their proposed project through detailed descriptions of their startup, peak, and ongoing effort levels, along with the number of attorneys assigned to comparable engagements.

The form mandates that proposing firms supply contact information and references for a minimum of two key stakeholders or project leaders from their previous work who can validate the firm's role, responsibilities, and quality of performance. These references must include the contact person's name, title, department, full address, telephone number, email address, and their specific relation or role to the project. This reference requirement ensures the Commonwealth can independently verify the firm's capability and track record in delivering legal services comparable to the out-of-state lien enforcement work being procured.
