About this file

This is a contractor submittal document for the Mattawoman Wastewater Treatment Plant Closed Loop System Improvements and Effluent Force Main Valve Replacement project, submitted by American Contracting & Environmental Services, Inc. to Charles County Government Department of Public Works in Maryland. The submittal, dated July 23, 2018, covers linestop and wet tap installation services on a 54-inch PCCP (Prestressed Concrete Cylinder Pipe) pipeline, as well as permanent valve setup for the effluent system. The project is referenced under Specification Section 15100 and includes technical drawings and equipment specifications. The submittal indicates that Smith-Blair equipment is being submitted as an equal alternative to the originally specified JCM Industries model, with the provision of permanent valve installation dependent on approval of PCO 12. The contractor represents full review and coordination of the submittal with contract documents, verification of field measurements, materials suitability, and construction methodology.

The engineer's review, conducted by GHD Inc., identified that linestops and wet taps were accepted as specified or equal, while the gate valve required revision and resubmission with specific modifications including bevel gear orientation with vertical operating nut, Type 316 stainless steel bolts and nuts per contract specifications, and disc-face tracking requirements. Garrison Enterprise, Inc., the equipment supplier and subcontractor, demonstrated over 50 years of experience in line stopping and tapping operations with six full-time crews and equipment capable of handling 48-inch to 66-inch pipe on multiple materials including PCCP. Within the prior year, Garrison had completed 16 line stops and 20 taps, with 10 stops and 15 taps specifically on PCCP pipe. The submittal includes product data for Flexi-Coat Fusion Bonded Epoxy Coating meeting AWWA C213 and CSS0 standards with NSF/ANSI 61 certification, ensuring corrosion protection for water and wastewater applications.

RE: Closed Loop System Improvements at the Mattawoman Wastewater Treatment Plant

Regarding the requirement of demonstrating experience with installing line stops and wet taps and line stops of similar size or larger on the same materials as the pipeline.

Garrison Enterprise has over 50 years of experience in this field. We have over 25 line stops, and we use this equipment almost daily. Garrison has 6 crews that install line stops and wet taps daily, Garrison Enterprise owns 2 sets (4-line stop) of folding head line stop equipment, that has a range from 48” to 66” pipe. This is the equipment that is used to preform the 54” line stop on PCCP pipe as required in this project. We also have mutable housing for this equipment that can proved bypass capable along with non-bypass housing.

Within the last year, Garrison has performed 16 line stops and 20 taps using this equipment.

10 of these line stops, and 15 taps were on PCCP pipe.

If you have any question, please don’t hesitate to contact me.

Flexi-Coat® Fusion Bonded Epoxy Coating

Since 1997, Flexi-Coat Fusion Bonded Epoxy Coating has been the standard for all of Smith-Blair's pipe fitting products that require such a coating. It is a one-part, heat cured, thermosetting epoxy coating designed for superior corrosion protection of steel and cast products used in the water, wastewater and the natural gas distribution industries.

The epoxy is applied to preheated metal products as a dry powder. When heat is introduced, the powder melts and cures to form a uniform coating. The bonding process provides excellent adhesion and coating coverage, regardless of the part's shape.

Flexi-Coat® Epoxy Highlights:

• Meets all applicable standards as described in AWWA C213 and CSS0

• Certified to NSF/ANSI 61

• Superior flexibility to resist cracking

• Improved UV resistance

• Highly rated cathodic disbandment resistance

• High abrasion resistance

• Standard thickness of 12 mils

• Patch kits are available, if field repair is ever required

As part of Smith-Blair's quality control process, daily tests are conducted to check Flexi-Coat's performance in the areas of:

• Adhesion-The bonding to metal capability of Flexi-Coat is constantly tested

• MEK Rub-A test to rate the coating's resistance to abrasion

• Impact-Measure the level of impact the coating can endure

• Mil Thickness-To assure the required coating thickness is being met
