About this file
This is a Scope of Work document for the Board of Commissioners for Charles County, Maryland, detailing design-build services for the Mattawoman Wastewater Treatment Plant (MWWTP) Effluent Force Main Surge & Transient project (UN 1282). The project requires the design and construction of a new 40-foot diameter welded steel standpipe with associated infrastructure to manage force main surge and transient pressures at the existing effluent pump station. The scope encompasses hydraulic modeling using Bentley HAMMER software, fabrication and installation of the standpipe with radiographic level 3 welds, construction of three concrete valve vaults (influent, effluent, and bypass), installation of 42-inch minimum diameter influent and effluent pipes, provision of temporary bypass systems during construction capable of passing 60 million gallons per day (mgd), yardwork including pavement demolition and restoration, and complete electrical and controls integration. The design-builder must submit 60%, 90%, and 100% design packages and obtain all required permits including Charles County Development Services, Building, Grading, and Demolition permits, as well as Maryland Department of the Environment Water and Sewerage Construction Permit and Federal Aviation Administration obstruction evaluation.
The design-builder is responsible for all costs associated with design, permitting, fabrication, construction, testing, startup, and closeout activities with no separate pricing breakdowns specified in this scope document. The contractor must maintain continuous forward flow from the effluent pump station during construction using temporary bypass piping rated to 150 psi with flow metering capabilities. All materials and equipment must be new, high-quality, and suitable for wastewater treatment facilities, including ductile iron pipe for 4-inch and larger applications, Schedule 80 PVC for buried piping under 4 inches, and Type 316 stainless steel for above-grade exterior piping. The design-builder must provide comprehensive operations and maintenance manuals, as-built drawings, operator training sessions, system demonstration testing for five consecutive days, and video documentation of construction progress, with substantial completion contingent upon successful completion of all startup activities and performance testing.

Locations and layout for new facilities shown on the Drawings are for illustrative purposes only and should be reviewed and modified by the Design-Builder to optimize the layout for operability, maintenance, and constructability of new facilities. Likewise, the specifications have been developed to a 30% design level and should be reviewed and modified by the Design-Builder for optimization.

b. Create a water hammer model of the effluent force main and standpipe using the Bentley HAMMER software and execute for normal pump start/stop, 1 pump trip, 2 pump trip, and 4 pump trip events. Design-Builder to confirm sizing of standpipe is adequate to mitigate transient pressures while maintaining minimum freeboard. Assume a Hazen-Williams friction coefficient of 100.
2. New Standpipe
a. Design and construct one (1) welded steel standpipe inclusive of all labor, materials, tools and equipment necessary to design, fabricate, construct, inspect and test the welded steel standpipe, foundation, and accessories. The standpipe shall be installed on County property adjacent to the existing Effluent Pump Station and effluent flow meter. The Design Build team is responsible for designing the standpipe foundation in accordance with the recommendations of the geotechnical report found in the Appendices. The standpipe shall be located such that adequate clear space is provided around the structure to facilitate construction of the foundation, welded steel panels, finishes, and accessories.

10. All piping 4” and larger shall be ductile iron pipe.
11. All buried, or inside piping under 4” diameter shall be Schedule 80 PVC.
12. All above grade, outside piping under 4” diameter shall be Type 316 stainless steel.
13. All buried DIP shall be wrapped in V-Bio Enhanced Polyethylene Encasement.
14. Gate valves shall be used for DIP except where contract language states otherwise. Other valve types must receive approval from the County.
15. Conduit shall be aluminum.
16. Standpipe shall be CB&I, Fisher Tanks, or approved equal.
17. Motor operated valves shall be Auma, Limitorque, or approved equal.
18. Sump pumps shall be Goulds Water Technology or approved equal.
19. Buried mechanical joints shall be EBAA Megaflange or approved equal.
20. Design and construction shall be in accordance with Charles County Department of Utilities SCADA Standards (Revision 1, June 2011) that will be provided to the selected contractor after contract execution. These standards and RTU panel currently apply to wastewater pump stations, wells, and towers. It is expected that the design will expand/modify these standards to apply to the new facilities and the needs of County staff.
21. Submit shop drawings for all new equipment for County and Owners Advisor review and approval prior to releasing for fabrication. Shop drawings shall be provided in electronic format and transmitted for approval via the County’s Microsoft SharePoint site hosted on the County’s servers. Include all descriptive data, performance characteristics, material specifications, spare parts list, drawings, piping diagrams, wiring schematics, and shall be complete and accurate to indicate item-by-item compliance with the Design-Builders Proposal, design criteria, RFP requirements, and approved drawings incorporating all comments from County and Owners Advisor. Revise and resubmit until acceptable to County and Owners Advisor. Identify all changes made since previous submittal in a cover letter or memorandum.
1.7 CONTROLS
1. Standpipe
a. The influent, effluent, and bypass valves shall have the capability of being controlled locally through a control panel located near the standpipe at grade or via SCADA. The Design Builder shall determine permissible valve opening and closing scenarios to prevent upset conditions. Permissible valve opening and closing scenarios must be approved by the County.
b. If LSHH is activated, the bypass shall open automatically.
2. Sump Pumps
a. Sump pumps within the valve vaults shall be float controlled with a local control panel located near the standpipe at grade. The following signals shall be communicated to PS-RIO or PS-CP: pump running, LSHH, fault.
3. Provide circuits to PS-RIO or PS-CP for monitoring and control of equipment indicated below. Programming and integration to be performed by the County’s Programmer:
a. Standpipe associated instrumentation, including but not limited to, level sensors, float switches, hatch position switches, and bypass blowoff panel position switches.
b. Sump pump systems
c. Valve vault instrumentation, including isolation valve motorized actuators, hatch position switches, and flood float switches.
