About this file
This is a Bidder Questionnaire form (Appendix D) for Request for Qualifications and Quotations (RFQQ) No. 25-00017 issued by the Washington Department of Fish & Wildlife (WDFW) for the purchase and removal of surplus salmon carcasses and eggs from WDFW hatcheries throughout the state. The contract is scheduled to begin July 1, 2026, and requires bidders to demonstrate the ability to pick up fish within 24 hours of notification from WDFW locations, primarily on the Westside of Washington. Bidders must possess or obtain appropriate vehicles, equipment, storage capacity, and staffing to handle perishable products and meet high-volume transportation requirements across multiple geographic locations simultaneously. A key objective of the contract is to provide processed fish protein to Northwest Harvest's statewide food bank program at no cost to WDFW or Northwest Harvest, with bidders required to specify their commitment of processed pounds per fish received for multiple salmon species including Chinook, Coho, and Steelhead.
Bidders must satisfy six mandatory pass/fail requirements, including obtaining a Performance and Default bond, holding a Washington State Department of Fish & Wildlife license as a wholesaler, canner, processor, or byproducts manufacturer, being licensed to do business in Washington, and possessing the capability to meet all processing specifications outlined in the Statement of Work Section 16. Evaluated and scored requirements assess bidders' experience in perishable product handling and statewide trucking operations, ability to comply with HACCP and seafood safety regulations, proposed vehicle fleet specifications, staffing qualifications, storage and refrigeration capabilities, and high-volume contract experience. Bidders must provide a minimum of three professional references from work completed within the last five years, with preference given to references from government or tribal agencies and food banks. WDFW will contact references via email and make two attempts within a four-working-day timeframe to verify experience and performance.

If you have no changes, please write “none” in the space provided below.
1. MANDATORY REQUIREMENTS:
Bidder must answer “yes” to all Mandatory Requirements. If any answers are “no”, the proposal will not be further evaluated.

3. Bidder is licensed to do business in the state of Washington.
4. Bidder has vehicles available or will be able to obtain vehicles (example is you have a contract with a rental organization that includes short-notice availability of appropriate vehicle) in order to meet 24-hour requirement for pick up once notified by WDFW for pick up by July 1, 2026.
5. Bidder has (or will have) all equipment necessary to begin picking up carcasses as soon as the contract start date of July 1, 2026. This includes totes, ice, storage etc.
6. Carefully read the description of services (processing) that are preferred by Northwest Harvest in the Statement of Work, Section #16. Can you meet these criteria?
2. EVALUATED/SCORED REQUIREMENTS:
a. DONATIONS TO NORTHWEST HARVEST OR OTHER STATEWIDE FOOD BANKS
1. An intent of this contract is to provide a source of protein to Northwest Harvest’s statewide food bank program, using “good” quality fish from federal and local funded hatcheries and “good” quality males from state funded hatcheries. These fish will be processed and delivered to Northwest Harvest at no cost to WDFW or Northwest Harvest. Indicate in the table below how many pounds of processed fish product you will commit to provide to Northwest Harvest for each “good” quality fish you receive from the hatcheries (processing requirements are described in the Statement of Work).
Species and average weight per fish
Pounds of processed fish to be provided to Northwest Harvest (per fish)
Chinook
(Average 12 lbs ea)
Chinook
Jacks
(Average 2 lbs ea)
Coho
(Average 9 lbs ea)
Coho
Jacks
(Average 1 lb ea)
Steelhead
(Average 9 lbs ea)
IMPORTANT: At WDFW discretion and as may be necessary, if actual pounds provided during any resulting contract are less than 10% of the above commitment, WDFW may purchase product from other sources to equal the Contractor’s commitment and at Contractor’s cost (Contractor will be invoiced if purchases are necessary).
2. Describe how you will ensure that you will be able to meet the required specifications (Statement of Work, Section #16) to provide a protein source to Northwest Harvest from the fish donated from Federal/Local facilities and good quality males from state funded facilities by WDFW.
b. QUALIFICATIONS/EXPERIENCE:
1. Firm’s total years of experience in providing the following, or similar, services:
a. Pick up, transportation, storage, and processing of perishable products:
________ years
b. Operation of a statewide trucking project:
________ years
c. Management of a state or governmental contract:
________ years
2. Please describe your experience, in detail, for each line above. We recommend being as detailed as possible. You may add additional pages if necessary.
3. Describe your ability to meet HACCP requirements and/or other local, state, and federal regulations to meet safe seafood handling processes.
4. Describe how you will be able to respond to requests to pick up fish within the 24 hour timeframe requirement. How will you be able to handle pick-ups at more than one location at a given time, and potentially in varied geographic locations around the state (primarily Westside).
5. Describe the fleet of vehicles you propose to use under this project for pickup of fish at hatchery locations (number of vehicles available, type of vehicles, size, average age of vehicles (even if they are rentals), driver requirements, and any other information that will help us evaluate the appropriateness of the vehicles/drivers you propose to use).
6. Describe the staffing you will use to pick up fish at hatchery locations. Do they have the appropriate driving licenses? How many staff will be available for these pick-ups (some pick ups will require more than one person)?
7. Describe the storage/equipment you propose to use for this project to meet the Special Handling Requirements in the Statement of Work, Section #11. Please be specific as to how you will ensure adequate clean, food grade containers, refrigeration, icing and storage to ensure quality handling and transit.
8. Describe how you will be able to respond to requests to pick up fish within the 24 hour timeframe requirement. How will you be able to handle pick-ups at more than one location at a given time, and potentially in varied geographic locations around the state (primarily Westside).
9. What is your experience with high-volume contracts?
10. Provide a minimum of three (3) references for your firm who you have done similar work for in the last five years. If you have done similar work for another government or tribal agency, within the state of Washington or in another state, please include them as one or your references (may include state food banks). Do not use any current WDFW employees.
Ensure the persons you list below are available for a reference check. The inability to reach any of your listed references will result in a zero (0) score for that reference. You may want to provide more than three references in case one of those references is not available during the reference check.
WDFW will email references and will only contact three (3) references (in the order provided). Providing more references increases the odds that WDFW is able to connect with at least three (3). WDFW will make two (2) attempts to contact a reference in a four-working-day timeframe. If a reference does not respond within two (2) working days of last contact, that reference will be discarded and this may affect your score. If a reference does not have email or prefers a phone call, please note that.
