About this file

This document is an FDOT (Florida Department of Transportation) Utility Permit for Brevard County Utility Services, specifically for the Lift Station C-17 Replacement project. The permit (No. 2024-H-590-00196) covers the relocation of an existing lift station from the southeast corner of a car wash parcel at the intersection of Courtenay Parkway and Catalina Isle Drive to the northeast corner of the car wash property. The project involves rerouting sanitary flow, abandoning existing infrastructure by grouting in place, and installing approximately 190 linear feet of 12-inch gravity sewer within N. Courtenay Parkway, including two manholes. The permit is dated for approval on 8/26/2024, with an anticipated start date of 10/1/2024 and a planned 300 calendar days to complete the work.

The permit requires several key preparations, including submitting a detailed Maintenance of Traffic (MOT) plan to both Brevard County Utility Services and FDOT prior to construction, with a backup plan for potential road closures on N. Courtenay Parkway. The contractor must also provide a dewatering plan and signed, sealed sheeting and shoring plans prior to the preconstruction meeting. The project involves coordinating with multiple utility owners, including AT&T, Brevard County Public Works, Charter Communications, City of Cocoa, and Florida City Gas. Additional requirements include replacing any damaged loop systems in the roadway, maintaining existing drainage, and ensuring all work complies with FDOT design standards and the Utility Accommodation Manual.

EXTERNAL SENDER: Use caution with links and attachments.

Good morning, I just wanted to send a recap of our mee ng from yesterday regarding applica on number 2024-H-590-00196. As discussed:

1. The note on the plans sta ng the contractor is to submit the MOT plan prior to the preconstruc on mee ng with FDOT will remain on the plans.

2. The note on the plans sta ng the contractor is responsible for submi ng the shee ng and shoring plans along with the dewatering plan is to remain on the plans.

3. A note sta ng the contractor is responsible for submi ng a back-up MOT plan to FDOT in the event of work requiring a road closure on N Courtenay Pkwy will be included on the plans for the resubmi al.

4. Kimley Horn will confirm if the sub-base can be updated to 12” in the repair detail.

5. FDOT will confirm if the area of milling and resurfacing can be reduced to avoid impacts with loops on N

Courtenay Pkwy.

6. Once all of the above are addressed we will resubmit to FDOT and if everything is addressed. The permit will have the condi on that the above-men oned plans be submi ed to FDOT prior to the preconstruc on mee ng with FDOT.

Please let me know if this is not consistent or if I missed anything.

Thank you, Katie C. Sweetman, P.E.

Re: Lift Station C-17 Replacement Comment Response FDOT Utility Permit 2024-H-590-00196

Dear Mr. Shrestha, Kimley Horn has reviewed the comments provided by the Florida Department of Transportation (FDOT) on July 26, 2024. Our responses in regard to the FDOT review of the Lift Station C-17 Replacement project are provided below.

1. Traffic control Plan: Please provide detailed MOT plans for this job (Such as number of lanes to be closed, barrier wall requirement and detour information if any).

Response: Per the FDOT meeting on August 14, 2024, with Brevard County Utility Services Department (BCUSD), FDOT, and Kimley-Horn, the Contractor is to provide MOT plan to BCUSD and FDOT prior to construction. A backup MOT plan is to be provided to the FDOT in the event of work requiring a road closure on N. Courtenay Parkway. See note 3 on Sheet 1, note 5 on Sheets C-1 and C-2, and note 2 on Sheet C-3.

2. Please reflect the offset for the proposed sewer line from the edge of the pavement in the plan view.

Response: A dimension of the offset for the proposed sewer line from the edge of the pavement has been added to the plan view of Sheet C-1.

3. Please confirm the depth of the proposed Sewer line and Force main in sheet C-1 and C-2. The depth of sewer line reflects to be very deep which is not common.

Response: The depths of the proposed sewer main and force main were provided by the surveyor of the Lift Station C-17 project to include the gravity sewer inverts and a test hole of the existing utilities. Dimensions for the depths of the proposed utilities have been added to Sheets C-1 and C-2.

4. Considering the depth of the proposed Force main and Sewer line, Is there any dewatering plan for this operation?

Response: Per the FDOT meeting on August 14, 2024, with BCUSD, FDOT, and Kimley-Horn, dewatering is anticipated during construction and a dewatering plan will be submitted by the Contractor prior to beginning construction. See note 5 on Sheet 1, note 7 on Sheets C- 1 and C-2, and note 8 on Sheet C-3.

5. Please provide a cross-section view for the full restoration work.

Response: A detail of the cross-section view for the full roadway restoration has been added to Sheet D-10. Approved

2024-H-590-00196

6. Sheet 1 states that the existing Sewer line and Force main which will be out of service will be abandoned. Please refer to UAM section 3.16.10 and FDOT specification 555.4.1.3 and correct the verbiage.

Response: The callouts regarding placing the existing sanitary sewer and force main out of service have been updated and included on Sheets 1 and C-1.

7. See UAM sec 2.4 for additional submittal detail requirements.

Response: Acknowledged. Per the FDOT meeting on August 14, 2024, with BCUSD, FDOT, and Kimley-Horn, Index 102-600, Sheet 8 of 11 was added to Sheet D-9.

Please feel free to contact me at tucker.hunter@kimley-horn.com or (407) 982-3064 should you have any questions regarding this response letter.

Sincerely, Tucker Hunter, P.E.

Project Manager
