About this file

This Addendum 2 document is issued by Brevard County Purchasing Services for the C-17 Lift Station Replacement project (Bid#B-7-25-40), dated April 25, 2025. The addendum provides clarifications and responses to 28 specific questions from potential bidders regarding project details, including installation methods for the wet well, site staging, construction requirements, and project completion timeline. The project must be completed by August 23rd, 2026, with the bid opening scheduled for May 7, 2025 at 10:00 AM. The project involves replacing an existing lift station, constructing approximately 470 linear feet of gravity sewer, and installing a new lift station with associated infrastructure along N. Courtenay Parkway and Catalina Isle Drive.

The Engineer's estimate for the project is $5.3 million, and the county has secured a lease for the car wash property to be used for construction and staging areas. The addendum clarifies that contractors have flexibility in installation methods (caisson or traditional) but must provide signed and sealed buoyancy calculations. No professional liability insurance is required, and there are no union or labor requirements. The preferred SCADA system vendor is Emerson. The project includes specific requirements for roadway impacts, dewatering, electrical coordination, and site preparation, with the contractor responsible for obtaining necessary permits and coordinating with local utilities. The Buy America Build America (BABAA) requirement applies to this bid.

C-17 Lift Station Replacement Bid#B-7-25-40 April 25, 2025

ADDENDUM 2

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid.

Please acknowledge receipt of Addendum 2 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.

CLARIFICATION TO QUESTIONS RECEIVED:

Question 1: Drawing M-1 calls for the wet well to be installed using the tremie installation method.

Please confirm that a traditional wet well with concrete base/ buoyance collar is acceptable in-lieu of the caisson/ tremie method. The design of the buoyancy collar would be carried by the contractor. We have successfully installed wet wells at these depths using traditional installation procedures.

Answer: The contractor can determine the means and methods for the lift station to be Caisson or traditional. However, the contractor must provide signed and sealed buoyancy calculations for the proposed alternate installation method and shall be accountable for any additional impacts revising the installation method may incur. No consideration for change orders associated with any proposed alternate method of installation will be considered, including but not limited to additional roadway impacts, unforeseen subsurface conditions, impacts to neighboring properties or infrastructure, or any ancillary impacts to the original design.

Question 2: What is the Engineer’s estimate for this project?

Answer: The Engineer's estimate is $5.3 million.

Question 3: Is there a mobilization date for this project?

Answer: No, however, there is a lease on the car wash property that has been obtained for construction and staging areas for the project. The project must be completed prior to August 23rd, 2026.

Question 4: Is there a completion date for this project?

Answer: The County is currently leasing the property adjacent to the site, 890 N Courtenay Parkway, Merritt Island, 32953. The contractor will be able to stage at this property but will be required to return it to existing condition before the lease end date and project close-out. The County does not have access to the building on-site and use will not be permitted. Due to the lease of the property, the project will need to be completed by August 23rd, 2026. The County recommends that the contractor considers implementing the use of multiple crews to utilize additional working hours to complete work prior to the end of the lease period.

Question 5: Are there any union or labor requirements?

Answer: No, there are no union or labor requirements.

Question 6: Due to the depths of the gravity, manholes and wet well, there is going to be a large volume of discharge required on this project. Does the County have an acceptable inlet to discharge the ground water that can handle approximately 600 GPM+-?

Answer: The County has a drainage easement that can be accessed through an inlet on the project site that conveys flow south to the drainage easement that can be utilized for discharging groundwater. The easement is shown on Sheet G-6. A dewatering plan is to be submitted to the County and FDOT for review prior to construction. The Contractor is responsible for obtaining all dewatering permits necessary for completing the project.

Question 7: The existing transmission electric lines are in close proximity to the proposed wet well. The pole is around 10’+- away from the outside face of the proposed wet well. This pole is too close and will need relocated. Does the County have plans to temporarily relocate this pole/ lines during construction of the well? Who is responsible for paying FPL coordination fees for the relocation/ reinstallation?

Answer: The edge of the proposed wet well is approximately 13 feet away from the existing power pole, which is greater than the required 10-foot OSHA Minimum Approach Distance from FPL (see attached document). The contractor has access to the car wash parcel for construction purposes and would be responsible for FPL coordination for the proposed 3 phase pole mounted transformers shown on Sheets E-2 and E-10. The existing power pole is to be protected as noted in the plans on Sheet C-4.

Question 8: Will a long-term road closure/ detour of the project limits within Catalina Isle Dr. be acceptable?

Answer: The standard Brevard County right-of-way permit has a requirement of 10 days to complete open excavations. A detailed MOT plan will need to be submitted and approved by the selected contractor if a long-term road closure is necessary. Since the requirements of a long-term road closure cannot be defined at this time, accommodations may be made contingent on the final requirements of the FDOT and/or Public Works permits.

Question 9: Note 3 on sheet C-2 requires the contractor to provide signed and sealed sheeting and shoring plan. Is a signed and sealed shoring plans required for the gravity and manhole construction?

Answer: Yes, signed and sealed shoring plans are required for the gravity and manhole construction and to be submitted to Brevard County and Florida Department of Transportation.

Question 10: Is conventional excavation and shoring acceptable for lift station construction. Plans detail caisson method.

Answer: See answer for Question 1.

Question 11: Confirming that there is a BABAA requirement per page 1 of ITB?

Answer: Yes, BABAA applies to this bid.

Question 12: Is professional liability insurance required for this project?

Answer: The quantity for item number 33 on the price sheet is 31 linear feet. Please see revised price sheet

Question 14: Demo plan DE-1 calls for grout filling 246 LF of existing 12" PVC sewer & steel casing. Is the casing 246 LF as well?

Answer: Yes, the casing is approximately 246 LF and will need to be grout filled on the car wash property to the existing lift station.

Question 15: Demo plan DE-1 note on East side of proposed lift station states that we are to remove existing pole. Is this to be done by the utility owner? Where will power to proposed site come from?

Answer: Removal of the existing pole is an apparent concrete light pole not the electrical pole. The pole will need to be removed by the contractor. See Sheets E-2 and E-10 for the proposed 3 phase pole mounted transformers for the new lift station.

Question 16: Can you provide a detail for the 10" FM connection to polymer manhole?

Answer: Please refer to BCUSD Detail US-23 on Sheet D-1 for the drop connection of the 10” force main to the polymer manhole.

Question 17: Synthetic turf surface detail on sheet D-6 shows a 6"x6" concrete curd and nailer board. Is curb and nailer board required around concrete pads & driveway, or only around the perimeter?

Answer: The curb and nailer board is required around the concrete pads and driveway.

Question 18: Is open cut patch repair, milling & resurfacing and striping all to be paid under pay item 8 or can pay items be added for these?

Answer: Open cut patch repair, milling & resurfacing, and striping are all to be paid under pay item 8.

Question 19: Plan sheet C-5 shows CMU block wall on West and South side of proposed site to be on outside of white vinyl fence. IS this correct?

Answer: No, the white vinyl fence is to be installed on the north and east side of the lift station site only.

Answer: See note 3 on Sheet DE-1. Contractor will be responsible for disposing of items that will not be retained by the BCUSD staff.

Question 21: At what station along Catalina Isle does the County ROW end and the FDOT ROW begin?

Answer: The FDOT ROW ends at approximately Station 12+00 along Catalina Isle Drive. The Contractor will be responsible for retaining a licensed Florida surveyor to determine limits during construction. However, for the purpose of the bid, assume Station 12+00.

Question 22: Scale for S.R. 3 plan view on top of sheet C-3 seems to be incorrect. Catalina Isle stations at bottom of page are correct. Please check/ confirm if station marking for S.R. are wrong.

Answer: The scale is set to 1:20 and appears to be correct from scaling the plans.

Question 23: What is the depth of mill & resurface for FDOT ROW?

Answer: Refer to Sheet D-10 for the FDOT detail for the 2-inch depth required.

Question 24: What is the depth of mill & resurface for County ROW?

Answer: The depth of mill & resurface for the County ROW is to match the existing asphalt thickness or the minimum depth of 2”, whichever is greater. See detail Exhibit – 25A on sheet D-5.

Answer: The 10-inch force main on Catalina Isle Drive receives flow from Lift Station C-15. The Contractor is to coordinate with BCUSD staff for shutting down the lift station for connection to the bypass line. The Contractor will be responsible for vac trucks when cutting the pipeline, if necessary.

The remaining connections are by gravity.

Question 28: Who is the preferred vendor for the SCADA system?

Answer: Emerson per the contract documents
