1.3 Facility Description
LSAAP is an inactive government-owned industrial facility. LSAAP officially closed on September 30, 2009, due to the Base Realignment and Closure effort; the facility historically manufactured artillery shells, bombs, fuses, and other auxiliary munitions. The facility is currently undergoing closure and cleanup; three (3) employees oversee the closure activities. LSAAP is covered by two (2) different stormwater permits: individual TPDES Permit No. WQ0004978000, which covers the High Explosives Demolition Grounds (HEDG); and TPDES General Permit No. TXR050000, which covers the High Explosives Burning Ground, Area A Landfill, and Old Boston Road Landfill. LSAAP is located 12 miles west of Texarkana in Bowie County, Texas.
1.4 Site Drainage
The Red River is approximately 7 miles north and the Wright Patman Lake on the Sulfur River is approximately 7 miles south of LSAAP site boundaries. LSAAP is located at approximately 350 feet above Mean Sea Level (MSL) compared to the approximately 225 feet above MSL water levels in the Red River and Wright Patman Lake. Stormwater from the Army site drains through a stormwater system that includes intermittent drainage ditches and streams. The system drains into the Red River (Segment 0201) to the north or the Sulfur River, and thence to Wright Patman Lake (Segment 0301), to the south, with approximately two-thirds of the flow draining to the south.
Neither segment 0201 nor segment 0301 is listed as water quality impaired on the TCEQ’s 2020 Texas Integrated Report of Surface Water Quality (“Section 303(d) list”). In addition, no monitoring of total maximum daily loads (TMDLs) is currently required. Discharges from this site are not expected to negatively impact either stream segment, as the Army has procedures in place to prevent contact of hazardous materials with precipitation or stormwater runoff. The site’s topography ranges from flat to gently undulating terrain with loamy upland soils, based upon the United States Department of Agriculture (USDA) Soil Conservation Service Soil Survey for Bowie County. The site has an approximate annual average rainfall of 49 inches per year, which varies as much as 32 percent above and below normal from year to year.
2.0 POTENTIAL POLLUTANTS
This section of the SWPPP provides a description of the potential sources of pollution which may reasonably be expected to add significant amounts of pollutants to the stormwater discharges from the site, or which may result in the discharge of pollutants during dry weather. In addition, this SWPPP includes an assessment of the risks that these potential sources pose to stormwater quality. The purpose of this evaluation is to ensure that LSAAP targets the most important sources of contamination for corrective and/or preventive action.
Area A Landfill (Outfall 026) – Closure in Progress The southwest portion of Area A contains the Area A Landfill (Type I, Subtitle D, Municipal Landfill Permit No. 1898). There are no exposed active fill areas, and there is a silt fence around the perimeter to prevent erosion. There is a leachate collection drum on site, but it is covered to prevent contact with precipitation or stormwater. Hay bales and silt fences are positioned upstream and downstream of the detention area to filter stormwater. There is a culvert at the downstream end of the detention area with a valve that is closed whenever there is a high-volume rainstorm, and a second open culvert below the railroad tracks. The only potential source of stormwater pollution is runoff from Area A including normal contaminants from the site. Stormwater runoff exits Area A at Outfall 026 as shown in Figure 4-2.
Closure of this site is underway; and once completed, the site will not be included in this SWPPP.
High Explosives Burning Ground (HEBG) (Outfall 023) – Closure in Progress Historical activities at the HEBG included thermal treatment of explosive-contaminated wastes and storage of hazardous wastes in the Hazardous Waste Container Storage Facility (HWCSF). Waste burning was conducted in elevated metal pans. The burn pans were covered between burns to prevent contact with precipitation. Residues, and rainfall inadvertently collected, were stored in covered drums adjacent to the burn pads until analyzed to determine final disposition. The site is currently inactive and is in the process of being remediated by the TexAmericas Center’s contractor, Matrix Environmental Services. Metal burn pans and concrete foundations have been removed/demolished. Ongoing closure work is being performed. Stormwater runoff exits the HEBG to the southeast through a drainage swale.
There are two outfalls (No. 023 and 023a), as shown in Figure 4-3. As these two outfalls are substantially similar and no activity is conducted at this site, representative sampling is conducted at Outfall 023.
Old Boston Road (OBR) Landfill (Outfall 027) – Closure in Progress The OBR Landfill (Class II, Construction Waste Landfill) is a non-registered landfill for construction debris and asbestos waste disposal. There are multiple covered cells with established vegetation which drain to Outfall 027, and one cell is currently exposed and holding stormwater. Haybales are in place in the swale to filter stormwater prior to discharge from the site. Potential sources of stormwater pollution include runoff from the OBR Landfill containing normal contaminants from the site, discharge of stormwater, and minor leaks from equipment parked and used on the site. Stormwater runoff exits the OBR Landfill to the east at Outfall 027a and to the southeast at Outfall 027 as shown in Figure 4-4. As these two outfalls are substantially similar, representative sampling is conducted at Outfall 027.
2.1 Industrial Activity in the Area
Industrial activities that were conducted at the Army site were classified under SIC Code 3483. This SIC Code is defined as: “establishments primarily engaged in manufacturing ammunition, not elsewhere classified, or in loading and assembling ammunition more than 30 millimeters (or more than 1.18 inch), including component parts.” Currently, there is no active production operations at the LSAAP Army-operated site. There are three administrative employees on site overseeing cleanup and closure activities which include:
• Construction waste landfilling
• Cleanup of contaminated areas at site-specific locations
2.2 Inventory of Exposed Materials
The Stormwater Pollution Prevention Team developed an inventory of materials currently handled at LSAAP that may be exposed to rainfall as recorded in Table 4-1. This list includes all materials that are handled, stored, processed, treated, or disposed of in a manner that allows exposure to rainfall or runoff. The inventory of exposed materials also includes specific pollutants (e.g., oil and grease, copper, wood shavings, etc.) that can be attributed to those materials. The inventory does not include any materials stored in drums, barrels, tanks, and similar containers that are tightly sealed, in good structural condition, and do not have leaking valves.
The Stormwater Pollution Prevention Team will update the inventory within 30 days of a significant change in the types of materials that are exposed to rainfall or runoff, or within 30 days of a significant change in the types of materials exposed to stormwater that were not already included in the inventory.
A significant change in material management practices is a change that would either result in initial exposure of a material not already listed in the inventory or result in an increased exposure of an already listed material.

Inventory of Exposed Materials Material Quantity Location Specific Pollutant Minor Equipment Leaks Variable Area A Landfill Class II Waste Minor Equipment Leaks Variable HEBG Lubricants Munitions Debris Variable HEBG Heavy Metals Minor Equipment Leaks Variable OBR Landfill Lubricants Construction Debris Variable OBR Landfill Solids
2.3 Spills and Leaks
The Stormwater Pollution Prevention Team will maintain a list of reportable quantity spills and leaks of toxic or hazardous pollutants that occurred during the three years before the NOI was submitted in the Spill and Leak Log provided in Appendix A. A reportable quantity spill is one where the amount of material spilled requires it be reported to the TCEQ at (800) 832-8224 and/or the National Response Center at (800) 424-8802. Regulations concerning reportable quantities can be found at Title 30 Texas
Administrative Code (TAC) 327.4. In addition, all other spills within the last five years, even if not of reportable quantity, will also be included.
There have been no spills or leaks of toxic or hazardous pollutants during the last five years. The Stormwater Pollution Prevention team will update the list in Appendix A quarterly to include any spills or leaks which may occur while operating under the MSGP.
2.4 Non-Stormwater Discharges
LSAAP’s Stormwater Pollution Prevention Team will conduct an evaluation of potential non-stormwater discharges, defined as discharges from the site that occur when it is not raining, that are not approved by the permit. If LSAAP discharges into a separate storm sewer system, the team should also test the system or inspect it for the presence of non-stormwater flows. Non-stormwater discharges that are covered under the current permit include:
• discharges from firefighting activities, fire hydrant flushing, or potable water sources (excluding discharges of hyper-chlorinated water, unless the water is first dechlorinated, and discharges are not expected to adversely affect aquatic life)
• lawn watering and similar irrigation drainage
• water from routine external washing of buildings, conducted without the use of detergents or other chemicals
• water from the routine washing of pavement conducted without the use of detergents or other chemicals, and where spills and leaks of toxic or hazardous materials have not occurred (unless all contaminated materials have been abated)
• air conditioner condensate, compressor condensate, and condensate that externally forms on steam lines
• water from foundation or footing drains where flows are not contaminated with pollutants (e.g., process materials, solvents, and other pollutants)
• springs and other uncontaminated ground water
• discharges described in Part V of the permit that are subject to effluent guidelines and effluent limitations.
The Stormwater Pollution Prevention Team will eliminate any potential sources of non-approved non-stormwater discharges that are discovered. Investigations will be recorded on the form provided in Appendix D.
2.5 Sampling Data
Semi-Annual Benchmark Water Quality Monitoring The Stormwater Pollution Prevention Team will conduct semi-annual water quality benchmark monitoring in compliance with Part IV, Benchmark Monitoring Requirements, of the MSGP. Per Part V, Specific Requirements for Industrial Activities, the applicable industrial sectors are Sector AA, Fabricated Metal Products Facilities, and Sector L, Landfills and Land Application Sites. Semi-annual sampling will be conducted once per monitoring period (i.e., January through June and July through December). The first sampling event following permit issuance will be conducted during the subsequent January through June period. Sampling will be completed for four years following permit issuance, unless a waiver is obtained (see MSGP Permit Part V, Sector AA, and Sector L). Table 3 outlines the benchmark parameters and values. The concentrations are reported in milligrams per liter (mg/L).
Table 3: Semi-Annual Benchmark Parameters and Values

Annual Water Quality Monitoring In addition, the Stormwater Pollution Prevention Team will monitor the water quality parameters outlined in Table 4 annually (prior to December 31st each reporting period) to demonstrate compliance with the MSGP’s Numeric Effluent Limitations (see Part III, Section C). The monitoring results will be available in the Stormwater Compliance Binder, which is kept in the LSAAP Environmental Engineering Office, by March 31st following the annual monitoring period. Any exceedances of the Numeric Effluent Limits will be submitted to the TCEQ's Information Resources Division, Central File Room (MC-213) by March 31st following the annual monitoring period in which the exceedance(s) occurred. A monitoring waiver is available after the first sampling event conducted under the reissued permit. Refer to Part III.C(1)(c) for more information.

The general requirements for stormwater monitoring and the associated recordkeeping are presented in Part III, Section D, of the MSGP.
The existing stormwater monitoring data (lab reports and discharge monitoring reports) for the LSAAP are maintained in the Stormwater Compliance Binder.
A rain gauge is kept on-site to determine when a “qualifying rain event” occurs. At a minimum, the rain gauge is monitored once per week and once per day during a storm event.
3.0 MEASURES AND CONTROLS
3.1 Best Management Practices
In general, the goal of BMPs is to manage and divert stormwater so that an uncontrolled discharge does not occur. The BMPs that have been implemented at the LSAAP are sufficient for this facility. The use of specific BMPs should be evaluated annually based on the results of the quarterly inspections, with additional BMPs implemented if deemed necessary. LSAAP has implemented and will maintain the required BMPs.
The effectiveness of these BMPs will be periodically monitored during quarterly inspections. The stormwater control measures described herein will be followed as long as they are effective in eliminating or reducing pollutant loadings in the facility’s stormwater discharges. If these measures are not adequate, then additional BMPs will be evaluated and implemented as appropriate.
3.1.1 Good Housekeeping
As part of routine operations, the facility ensures that areas that are potential sources of pollutants are kept clean. Specifically, the facility has implemented the following:
• Spills or leaks that occur on roads shall be immediately controlled, cleaned up, and disposed of properly;
• Trash and waste materials are placed in the proper receptacles; trash and waste receptacles are covered where possible; and receptacles are emptied on a timely basis to prevent overflows;
• Chemicals, fluids, and waste containers are properly labeled, secured, and stored in a manner to prevent releases;
• Inventories of fluids processed, materials stored, and wastes recycled or disposed of shall be maintained and monitored; and
• Parking lots and employee areas will be monitored and cleaned, as necessary.
3.1.2 Plastic Materials Requirements
This facility does not handle any pre-production plastic, therefore, LSAAP is not subject to any stormwater guidelines involving pre-production plastic.
3.1.3 Spill Prevention and Response Procedures
LSAAP minimizes the potential for leaks, spills, and other releases by incorporating the following procedures:
• Labeling and storing all product and chemical containers away from high vehicle and machine traffic areas;
• Continuously inspecting the facility for spill and leaks as part of employee routine duties; and
• Training employees annually on the spill response procedures, such as who may detect or respond to a spill or leak.
Minor spills that are confined to small areas will be cleaned up as part of the facility’s standard procedures and the wastes generated will be disposed in accordance with local, state, and federal regulations. In cases where a reportable spill has occurred, but confined to the plant property, the SWPPP contact will be notified immediately to determine the proper response.
The SWPPP contact will determine which outside agencies, if any, need to be notified in the event of a significant spill or release. Internal and external contact information is provided in Appendix A.
3.1.4 Erosion and Sediment Controls
The facility utilizes stabilizing materials such as vegetation, grading, gravel, and rock to control erosion.
Vegetation on the property is mature and does not have a high potential for erosion outside of the berms at a given site. Structural and stabilization measures, including grading, and installing gravel and rock cover, have been implemented to limit erosion where there is no vegetation. The overall facility, including the vegetated areas and berms, will be visually inspected on a quarterly basis. If needed, these areas will be seeded or graded in order to maintain erosion control. Permanent erosion and sedimentation controls are described below in Table 5.
Table 5. Erosion and Sedimentation Control Measures Erosion Controls Location Soil Stabilization through Vegetative Cover Landfills and HEGB Contouring Slopes Landfills Paving Roadways and parking areas Installation of Structural Controls Area A Landfill
3.1.5 Structural Controls
Temporary and permanent structural devices to divert, store, or limit runoff from disturbed areas will be used at the site. Such devices may include silt fencing, sediment traps, straw bale dikes, rock gabions, etc. Sediment basins are desired for areas where ten (10) or more acres are to be disturbed at one time;
however, at a minimum, silt fencing, vegetative buffer strips, or other equivalent sediment controls are required for all down slope and side slope boundaries until final stabilization can occur. Permanent structural controls are described below in Table 6.
Table 6. Permanent Structural Controls Structural Controls Location Silt Fence Area A Landfill at the base of graded slopes and at Area A Outfall 026 Sediment Basin Area A Outfall 026 Hay Bale Dike Area A Outfall 026 and Old Boston Landfill Outfall 027
3.1.6 Employee Training
Employees who work in areas where industrial materials or activities are exposed to stormwater will be trained in the components of the SWPPP at the time of hire and annually thereafter. This training shall include, but not be limited to, the following topics:
• Components and goals of the SWPPP;
• Components of the site drainage system, including locations of drains and outfall;
• Proper material management and handling practices;
• Spill response procedures, including locations of spill response equipment;
• Erosion and sediment controls;
• Review of good housekeeping measures, inspections, sampling, and BMPs; and
• Trainees’ responsibilities under the SWPPP.
A sample of the training documentation and a training log sheet is included in Appendix B. Actual training may be conducted on-site, in a remote classroom, by web-based learning, or some combination of these options.
3.2 Certification
The SWPPP must be certified by a “responsible official” as defined in 40 Code of Federal Regulations (CFR) Part 122.22. The signed certification is located in Section 5.0 of this document.
3.3 SWPPP Availability
A copy of the SWPPP will be retained on-site and made available to LSAAP personnel, as well as the TCEQ and other regulatory agencies, as needed.
3.4 SWPPP Updates
The SWPPP will be reviewed in the event of the following:
• An unauthorized release or discharge (e.g., spill, leak, or discharge of non-stormwater authorized by this or another TPDES permit) occurs at the facility;
• Proposed control measures are not stringent enough for the discharge to meet applicable water quality standards or the effluent limits in this permit;
• A required control measure was never installed, was installed incorrectly, or is not being properly operated or maintained;
• Visual assessments indicate obvious signs of stormwater pollution (e.g., color, odor, floating solids, settled solids, suspended solids, foam); or
• Construction or a change in design, operation, or maintenance at the facility that significantly changes the nature of pollutants discharged in stormwater from the facility, or significantly increases the quantity of pollutants discharged.
Any reviews, updates, revisions, and/or amendments of this SWPPP should be recorded below and dated. Approval of the revisions is indicated by signature of an authorized representative for the facility on Table 7.

4.0 STORMWATER EVALUATIONS
4.1 Visual Water Quality Monitoring
Quarterly Visual Water Quality Monitoring
Stormwater discharges from each outfall authorized by the General Permit will be visually examined on a quarterly basis. Monitoring is conducted during the normal hours of operation for LSAAP, and samples are collected in a clean, clear, glass or plastic container and examined in a well-lit area.
The facility will keep a log of all visual inspections performed as part of a facility’s stormwater-related preventive maintenance program in accordance with the TPDES permit. The facility may conduct more frequent inspections to satisfy other regulatory requirements.
All inspections will be maintained with the SWPPP in Appendix D.
4.2 Visual Site Inspections
Quarterly Routine Facility Inspections
The Team Leader or other qualified personnel will conduct quarterly routine inspections of all areas of the facility where industrial materials or activities are exposed to stormwater, all stormwater control measures used to comply with this permit, BMPs, and the stormwater outfalls for the presence of floating materials, visible sheen, discoloration, turbidity, odor, etc. The quarterly inspections will include inspection for leaks and spills, evaluation of existing BMP functionality, and identification of any SWPPP deficiencies. Inspections should be performed not less than four (4) times a year. The SWPPP team will conduct quarterly visual inspections to determine the effectiveness for the following:
• Good housekeeping measures
• Spill prevention and response measures
• Erosion control measures
• Maintenance or repairs for structural controls
• Best management practices
• Employee training program
• Any previously unidentified discharges of pollutants from the site
• Any failed control measures that need replacement
• Any incidents of noncompliance that are observed
• Any additional control measures needed to comply with the permit requirements
• Identification of any existing BMPs that are not being properly or completely implemented
The facility will document the findings of each visual inspection performed and maintain this documentation onsite with the SWPPP. At a minimum, documentation of each site inspection must include date of inspection, personnel making the inspection, major observations, and a summary of actions that need to be taken as a result of the inspection. An inspection form is provided in Appendix D.
4.3 Annual Site Inspection
Annual Comprehensive Site Compliance Inspection
The Stormwater Pollution Prevention Team will complete an annual comprehensive site compliance evaluation including a site inspection and an overall assessment of the effectiveness and accuracy of the current SWPPP. This evaluation is in addition to other routine inspections, but may substitute for one quarterly inspection. The evaluation will include:
• Inspection of all areas identified in the Inventory of Exposed Materials (Table 2);
• Confirmation of potential pollution sources;
• Inspection of all structural controls, including maintenance and effectiveness;
• Inspection of all nonstructural controls, including BMP effectiveness, good housekeeping measures, and spill prevention;
• All areas where spills and leaks have occurred in the past three years;
• Industrial materials, residue, or trash that may have or could come into contact with stormwater;
• Leaks or spills from industrial equipment, drums, tanks and other containers;
• Offsite tracking of industrial or waste materials, or sediment where vehicles enter or exit the site;
• Tracking or blowing of raw, final, or waste materials from areas of no exposure to exposed areas;
• A review of the results of the past year’s visual and analytical monitoring when planning and conducting inspections that are required by this General Permit;
• Inspection of all reasonably accessible areas immediately downstream of each stormwater outfall authorized by this MSGP; and
• Any control measures needing replacement, maintenance or repair.
The Army will prepare a report, following the worksheet provided in Appendix D, and complete any necessary revisions to the SWPPP within 14 days of performing the annual site compliance evaluation.
The report will include a narrative discussion of LSAAP’s compliance with the current SWPPP and permit conditions. It will be maintained for at least three years. The report will document the following:
• The personnel conducting the evaluation
• The dates of the evaluation
• Any incidents of non-compliance
• Observations relating to the implementation of control measures;
• Previously unidentified discharges from the site;
• Previously unidentified pollutants in existing discharges;
• Evidence of, or the potential for, pollutants entering the drainage system;
• Evidence of pollutants discharging to receiving waters, and the condition of and around each outfall; and
• Additional control measures needed to address any conditions requiring corrective action identified during the inspection.
For the purposes of this inspection, a non-compliance incident occurs when an element of the SWPPP is either not implemented, or where specific conditions of the permit are not met. If the report indicates an incident of non-compliance, the Army will complete all necessary actions to achieve compliance as soon as practicable, but no later than 12 weeks following the completion of the report. If the Stormwater Pollution Prevention Team does not discover any incidents of non-compliance, then the report will contain a list of any revisions required to the SWPPP (if any) and a certification that LSAAP is in compliance with the Plan (provided in Appendix D). If changes to the SWPPP included a change in LSAAP’s status from active to inactive, then documentation of the change will also be maintained in Appendix D. The reports are available in the Stormwater Compliance Binder and LSAAP Environmental Engineering Office.

NON-STORMWATER DISCHARGE ASSESSMENT
This assessment should be performed during dry weather. At least 72 hours must pass after a storm event for a time period to be considered dry weather.
Outfall Observed:
A separate form should be completed for each outfall assessed.
1. Flow observed through outfall? ☐ No (skip to Item 5) ☐ Yes (continue)
2. Evaluate the source of water flow.
Evaluation criteria used:
☐ Visual inspection; If water is flowing from the outfall, visually trace the path of the water to its source.
☐ Sampling; If water is flowing from an outfall, take a sample of the water and analyze for common contaminants. It may be possible to identify the source of the non-stormwater discharge based on the analysis.
☐ Other; Explain criteria:
If the source of the flow is still unidentified after performing one or more of the evaluations above, further assessment will be needed in order to certify the absence of all unauthorized non-stormwater discharges.
Identified source of flow:
3. Is the source identified in Item 2 on the list of authorized non-stormwater discharges in Section
2.4 of the SWPPP? ☐ Yes (skip to Item 5)
☒ No (continue)
4. What corrective actions are proposed to eliminate the unauthorized discharge?
Estimated discharge elimination date?
5. Select the option below that reflects the conclusions of this assessment:
☐ No Unauthorized Non-Stormwater Discharges. This outfall has been assessed for the presence of non-stormwater discharges. If present, all such discharges at the facility are in compliance with the allowable non-stormwater discharges in the permit.
☐ Unauthorized Non-Stormwater Discharges Present. This outfall was found to have an unauthorized non-stormwater discharge. Corrective actions are being undertaken and will be completed as quickly as practicable. This assessment will be completed again for this outfall once corrective actions are in place.

Dear Applicant:
Re: TPDES Multi-Sector General Permit (MSGP, TXR050000)
Notice of Intent (NOI) Authorization
Your Notice of Intent (NOI) application for authorization under the general permit for discharge of stormwater associated with industrial activities has been received. Pursuant to authorization from the Executive Director of the Texas Commission on Environmental Quality (TCEQ), the Division Deputy Director of the Water Quality Division has issued the enclosed Certificate.
Please refer to the attached certificate for the authorization number that was assigned to your facility/site and the effective date. Please use this number to reference this facility/site for future communications with the
TCEQ.
All authorizations that are active on September 1 of each year will be assessed an annual water quality fee. The billing statement will be mailed to the Operator in December/January and payment must be made within 30 days to avoid late fees. It is the responsibility of the Operator to notify the TCEQ of any change in address supplied on the original NOI by submitting a Notice of Change (NOC).
A Notice of Termination (NOT) must be submitted when permit coverage is no longer needed. The NOT must be submitted to the TCEQ before September 1 to avoid the annual water quality fee assessment.
All applications must be submitted online using TCEQ's ePermits (STEERS) system, unless the permittee requests and obtains an electronic reporting waiver.
Note: Currently, the NetDMR system is not ready to accept monitoring report online submissions from MSGP permittees. The system will be ready on December 1, 2021. Please do not attempt to access NetDMR prior to this date.
For questions related to your application you may contact the Stormwater Processing Center by email at SWPERMIT@tceq.texas.gov or by telephone at (512) 239-3700.
