About this file
This document is Appendix C - Statement of Qualifications (SOQ) Requirements for Multimodal Transportation Studies, Evaluations & Projects issued by the City of St. Petersburg, Florida. The Request for Qualifications (RFQ) seeks a consulting firm to provide multimodal transportation services, with a comprehensive proposal limited to 75 pages. Offerors must submit detailed information including a transmittal letter, project team composition, experience and reference projects, firm qualifications, project approach, safety protocols, CADD and GIS capabilities, and other supporting documentation. Key personnel requirements include a project manager and LEED or ENVISION Lead with a minimum of ten years of applicable experience who will remain with the project throughout the contract term.
The SOQ requires offerors to demonstrate technical capabilities, past performance, and business characteristics through various submissions. This includes providing three client references, detailing any prior contractual failures, and outlining a business outreach plan that addresses minority, women, disadvantaged, and small business enterprise participation. Offerors must also submit current Florida licenses, describe their CADD and GIS capabilities (specifically compatible with AutoCAD Civil 3D 2021 and ESRI ArcMap/ArcPro versions), and provide an organizational chart showing team relationships. The document emphasizes the city's desire for a qualified consultant team that can effectively manage multimodal transportation studies and projects, potentially funded through multiple sources including city, state (FDOT), and federal (FHWA) agencies.
