About this file

This document is an Appendix C detailing Statement of Qualifications (SOQ) Requirements for Multimodal Transportation Studies, Evaluations & Projects for the City of St. Petersburg, Florida. The Request for Qualifications (RFQ) seeks consulting firms to provide multimodal transportation services, with proposals limited to 75 pages and structured according to specific guidelines. Key requirements include submitting a comprehensive proposal covering project team composition, experience, reference projects, firm qualifications, project approach, safety protocols, and technical capabilities (CADD and GIS). The RFQ emphasizes the need for a project manager with at least 10 years of experience who will remain consistent throughout the project term.

The solicitation includes several unique evaluation criteria, such as requiring firms to demonstrate their ability to work cooperatively with multiple clients, provide references, and disclose any prior contractual failures or litigation. There is a strong emphasis on business diversity, with firms encouraged to detail their Minority Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE), and Small Business Enterprise (SBE) certifications or develop an outreach plan for inclusion. The projects may be funded by various sources including the City, Florida Department of Transportation (FDOT), Federal Highway Administration (FHWA), and other agencies, with design requirements conforming to the specific funding source's standards.
