About this file
This file is an Appendix B Questions Template for the Request for Proposal issued by the Florida Department of Financial Services, Division of Insurance Agent and Agency Services, for license examination development and administration services. The RFP seeks a qualified vendor to develop and administer computer-based testing platforms, manage examination content across 14 insurance lines of authority and multiple fire safety and funeral professional certifications, maintain testing sites throughout Florida and nationwide, operate a call center with minimum 12-hour weekday and 6-hour weekend service availability, collect examination fees, issue bail bond license identification cards, and provide psychometric guidance and statistical analysis. The scope encompasses approximately 108,048 annual graded examinations with current pass rates averaging 41 percent. The initial contract term is five years beginning July 1, 2026, with renewal options for up to an additional five years. Vendor responses were originally due June 2, 2026, but subsequent addenda pushed the response deadline to June 17, 2026, with public opening and Q&A posting scheduled accordingly. The Notice of Intent to Award is anticipated for June 22, 2026.
The contract is structured as a no-cost arrangement to the State, with the selected contractor assuming all expenses including testing site operations, staffing, website maintenance, and call center operations. Technical evaluation comprises 120 of 145 total points across experience, IT obligations, examination development and administration, problem resolution, fee collection, and scheduling procedures, while pricing represents 25 points calculated by averaging renewal term pricing and weighting initial term pricing at 70 percent and renewal pricing at 30 percent. The contractor must maintain data centers within the continental United States, comply with NIST cybersecurity standards and Florida Statutes Section 501.171 for data protection, provide annual SOC 2 Type II audits if utilizing cloud services, and ensure all employees pass Level 2 background screening equivalent checks and register with E-Verify. A $500,000 performance bond or irrevocable letter of credit is required to guarantee performance throughout the contract period. No specific set-asides for disadvantaged or minority-owned businesses are mentioned, and no incumbent vendor information is identified in the available documentation.
