RFP Summary: License Examination Development and Administration Services

This Request for Proposal (RFP) 2526-01 RFP AA from the Florida Department of Financial Services solicits competitive bids for license examination development and administration services for the Division of Insurance Agent and Agency Services, along with examination services for the Division of State Fire Marshal (Bureau of Fire Standards and Training and Bureau of Fire Prevention) and the Division of Funeral, Cemetery, and Consumer Services. The Department seeks a single contractor to develop and administer computer-based testing platforms, manage examination content across 14 insurance lines of authority and multiple fire safety and funeral professional examinations, maintain testing sites throughout Florida and nationwide, operate a call center providing minimum 12-hour weekday and 6-hour weekend service, collect examination fees, issue bail bond license identification cards, and provide comprehensive psychometric guidance and statistical analysis. The current testing volume encompasses approximately 108,048 total graded exams annually (108,800 delivered in Florida during the July 2024 to June 2025 period), with pass rates averaging 41 percent overall. The initial contract term is five years beginning July 1, 2026, with renewal options available for up to an additional five years. Responses must be submitted by June 2, 2026 at 3:30 p.m. Eastern Time, with public opening at 3:45 p.m. on the same date. The Department intends to post a Notice of Intent to Award on June 22, 2026.

This is a no-cost contract to the State, with the contractor responsible for all expenses including testing site operations, staffing, website maintenance, and call center operations. The contractor must provide a $500,000 performance bond or irrevocable letter of credit guaranteeing performance throughout the contract period. Pricing is evaluated as 25 points of the total 145 available points, calculated by averaging renewal term pricing across all renewal years, then weighting initial term pricing at 70 percent and renewal pricing at 30 percent. Technical response scoring comprises 120 points across categories including experience and ability, proposed approach for IT obligations, examination development and administration, problem resolution, fee collection, and scheduling procedures. The contractor must maintain data centers within the continental United States, comply with NIST cybersecurity standards and section 501.171 Florida Statutes for data protection, and provide annual SOC 2 Type II audits if a cloud service provider. The Department will award the contract to the responsive and responsible respondent with the highest total score. All employees must pass Level 2 background screening equivalent checks, and the contractor must register with E-Verify and comply with state hiring verification requirements.

SECTION 4. SELECTION METHODOLOGY

4.1 Review of Mandatory Responsiveness Requirements

The Procurement Officer will review each Response to determine whether the Response satisfies the requirements of Section 3.2, Mandatory Responsiveness Requirements. Only those Responses that meet the mandatory responsiveness requirements will be evaluated. 4.2 Evaluation Team

The Department’s evaluation team will consist of at least three (3) persons who collectively have experience and knowledge in the program area and service requirements for the contractual services sought under the RFP. Each evaluator will independently evaluate and score each Responsive Response according to the criteria laid forth in Section 4.3, Evaluation Criteria, below.

4.3 Evaluation Criteria

Each Response will be evaluated as set forth in the remainder of this Section 4.3, Evaluation Criteria.

The Procurement Officer will add a Respondent’s Technical Response Score (as described in 4.3.1) and Price Response Score (as described in 4.3.2) to determine the total points awarded to the Respondent.

The total number of points available to a Respondent for this RFP is 145 points. The total points awarded for each Respondent will be used to determine the final ranking of the Respondents.

4.3.1 Evaluation of Technical Response

Each evaluation team member will independently evaluate each Respondent’s Volume 2: Technical Response against the evaluation criteria set forth in Appendix C, Evaluator Score Sheet. The maximum available points for the Technical Response is 120 points. The Procurement Officer will add the score awarded by each evaluator for a Respondent and divide the total by the number of evaluators to determine a Respondent’s Technical Response Score.

4.3.2 Price Response

The Procurement Officer will score Attachment 3, Price Response. Price Responses will be evaluated by averaging the renewal term pricing for each renewal year together, then adding that number to the initial term pricing to calculate a single Price Response Total. Pricing for the initial Contract term will count for 70% of the Price Response total and renewal pricing will count for 30% of the Price Response total. Price Responses will be awarded a maximum of 25 points based on the following formula:

(Lowest Respondent’s Price Response Total/Respondent’s Price Response Total) x (Maximum Number of Points available) = Points Awarded for Price Response
