About this file

This is an Addendum file modifying the timeline for Request for Proposal 2526-01 RFP AA issued by the Florida Department of Financial Services, Division of Insurance Agent and Agency Services, for license examination development and administration services. The addendum documents multiple timeline extensions necessitated by three prior amendments to the solicitation schedule. The original response deadline of June 2, 2026 at 3:30 p.m. Eastern Time has been successively extended through Addendum 1 (June 15, 2026), Addendum 2 (June 17, 2026), and Addendum 3 (June 18, 2026), with corresponding delays to the Questions and Answers posting dates. The procurement encompasses computer-based testing platform development and administration, examination content management across 14 insurance lines of authority and multiple fire safety and funeral professional certifications, testing site operations throughout Florida and nationwide, call center services with minimum 12-hour weekday and 6-hour weekend availability, examination fee collection, and bail bond license identification card issuance. The contractor will administer approximately 108,048 annual graded examinations. The initial contract term begins July 1, 2026, for five years with renewal options extending up to an additional five years. Notice of Intent to Award is scheduled for June 22, 2026.

This is a no-cost contract to the State, with the selected vendor assuming all operational expenses including testing site staffing, website maintenance, and call center operations. Technical evaluation comprises 120 of 145 total points across experience, IT obligations, examination development and administration, problem resolution, fee collection, and scheduling procedures, while pricing represents 25 points calculated through weighted averaging of initial and renewal term costs. The contractor must maintain U.S. data centers, comply with NIST cybersecurity standards and Florida Statutes Section 501.171, provide annual SOC 2 Type II audits if utilizing cloud services, and ensure all employees pass Level 2 background screening and E-Verify registration. A $500,000 performance bond or irrevocable letter of credit is required. No specific set-asides for disadvantaged or minority-owned enterprises are mentioned, and no incumbent vendor information is identified in the posted materials.
