About this file
Addendum 4 is a modification document issued by the Florida Department of Financial Services, Division of Insurance Agent and Agency Services, related to Request for Proposal 2526-01 RFP AA for license examination development and administration services. This addendum, posted on June 4, 2026, consists of questions and answers addressing vendor inquiries and modifications to the original RFP terms. The procurement seeks a contractor to develop and administer computer-based testing platforms, manage examination content across 14 insurance lines of authority and multiple fire safety and funeral professional certifications, maintain testing sites throughout Florida and nationwide, operate a call center with minimum 12-hour weekday and 6-hour weekend service availability, collect examination fees, and issue bail bond license identification cards. The contract encompasses approximately 108,048 annual graded examinations with current pass rates averaging 41 percent. The response deadline was extended multiple times through successive addenda, with the final submission deadline established as June 18, 2026, at 3:30 p.m. Eastern Time through the Vendor Information Portal. The initial contract term is five years beginning July 1, 2026, with renewal options for up to an additional five years, and the Notice of Intent to Award was scheduled for June 22, 2026.
This procurement is structured as a no-cost contract to the State, with the contractor assuming all expenses including testing site operations, staffing, website maintenance, and call center operations. The contractor must maintain data centers within the continental United States, comply with NIST cybersecurity standards and Florida Statutes Section 501.171 for data protection, provide annual SOC 2 Type II audits if utilizing cloud services, and ensure all employees pass Level 2 background screening equivalent checks and register with E-Verify. A $500,000 performance bond or irrevocable letter of credit is required to guarantee performance throughout the contract period. Technical evaluation comprises 120 of 145 total points across categories including experience and ability, IT obligations, examination development and administration, problem resolution, fee collection, and scheduling procedures, while pricing represents 25 points calculated by averaging renewal term pricing with initial term pricing weighted at 70 percent and renewal pricing at 30 percent. No specific set-asides for disadvantaged or minority-owned enterprises are mentioned, and no incumbent vendor information is identified in the available documentation.
