About this file
This is an Appendix B document outlining Emergency Engagement E-Z HASP (Health and Safety Plan) preparation requirements for the New Jersey Department of Environmental Protection (NJDEP) Emergency Management Program's Office of Site Safety and Health. The document provides a framework for creating site/incident-specific guidelines for emergency response activities, which must be used in conjunction with a pre-approved Programmatic HASP that complies with 29 CFR 1910.120(b)(1) and NJDEP's minimum requirements for contractors working at hazardous waste sites. The outline covers thirteen essential sections including site/incident information, personnel requirements, site hazards, training requirements, personal protection, medical surveillance, air surveillance, site control, decontamination procedures, standard operating procedures, contingency planning, confined space operations, and spill containment.
The document includes an index correlating each HASP section with specific federal and state regulatory citations, primarily referencing 29 CFR 1910.120 and NJDEP contract requirements. The plan must be maintained on-site throughout all activities and can be updated as new information becomes available during emergency engagements. No specific pricing terms, set-asides, or funding requirements are mentioned in this technical guidance document.

APPENDIX B
OUTLINE FOR EMERGENCY ENGAGEMENT E - Z HASP PREPARATION
The E-Z HASP provides site/incident specific guidelines and information for response activities. Prior to the site/incident emergency engagement, a Health and Safety Program (Generic or Programmatic HASP) must be submitted for approval by the New Jersey Department of Environmental Protection, Emergency Management Program, Office of Site Safety and Health (OSSH). The Programmatic HASP, used in conjunction with the E-Z HASP, shall comply with 29 CFR 1910.120 (b)(1) and the New Jersey Department of Environmental Protection’s (DEP) Minimum Requirements for contractors conducting work at hazardous waste sites and during incident response related activities. Copies of both E-Z HASP, and the Programmatic HASP, must be available at the site for the duration of any activities being conducted.
The outline below is provided only as an example of content guidance for development of a site, or incident specific E-Z HASP for IFB Contractual Emergency Engagement projects. It is understood that it is to be filled out as completely as possible, based on the best information available at the time and that it may be added to, or revised, as more information regarding the emergency engagement is provided. Also, that the suggested content may not be sufficiently inclusive of health and safety concerns for all potential projects and operations for which the contract is engaged.
