About this file

This document is a user guide for the Program Data Collection System (PDCS) used by the Wisconsin Department of Corrections (WIDOC). The PDCS is a data management system that enables program providers to track and report on offender program participation, replacing the previous DOC-386 and DOC-1088 forms. The system serves both program providers contracted with WIDOC and Department of Community Corrections (DCC) staff, with providers required to maintain current program participation data including start and end dates of programming.

The PDCS manages various correctional programs and services including residential treatment programs, Work-to-Work (W2W), Community Corrections Employment Program (CCEP), assessment/intake services, and individual treatment programs. The system tracks key metrics such as bed days, waitlist management, program holds, attendance rosters, and completion outcomes. Providers use the system to process electronic referrals through the 1336 Referral to Purchase Offender Services form, manage participant records, and generate multiple reports including monthly offender reports, attendance reports, available bed reports, and program completion statistics. The system operates on a fiscal year basis (July 1 to June 30) and requires daily attendance entry for non-residential programs, with all data accessible to WIDOC through an administrative module for oversight and reporting purposes.

PROGRAM DATA COLLECTION SYSTEM

PROVIDER USER GUIDE

The Program Data Collection System (PDCS) has been developed in two parts: The public module and the administration module. PDCS has eliminated the use of the DOC-386 and DOC-1088 forms by both Providers and DCC staff.

In addition to being the source for all program participant information, the PDCS public module also provides reports for Provider Users to view and analyze their agency’s data entered into the PDCS. WIDOC requires providers to maintain program participation data current at all times. Therefore, the start/end dates of programming should be entered as close to the actual date of occurrence as possible.

WIDOC will have access to all data stored in the PDCS through an administration module. Information within the PDCS will be used to create reports. Steps for accessing the reports available in PDCS follow.

WIDOC appreciates providers’ commitment to data collection and outcomes.

Service Requests

**Please note-Effective 2/7/2018 Referrals for service should be submitted electronically. Please return any paper submissions with a referral date of 2/7/18 or later to the referring agent

This section tracks all referrals submitted via electronic 1336 Referral to Purchase Offender Services

· When a referral for services is created by an agent they will receive a PDF of the referral request

· The agent will send an email to the vendor with the 1336 and supporting documents attached after the referral request goes the approval process within the DCC region

· After receiving the email vendors will log into PDCS and click on the Service Requests tab to review the referral for services

· A list of all service requests will appear

· Once you accept a referral, a waitlist entry will automatically be made in PDCS for the program the client was referred to. An accept or reject decision cannot be reversed. If accepted in error the client will need to manually be removed from the waitlist. If rejected in error the agent will have to be contacted to submit a new electronic referral.

· An email will be automatically generated to the referring agent and agent of record (if different) notifying them of your decision

· The Current Info button should be used to obtain the most current address information for the client. If the address fields are blank/incorrect in the current info screen, contact the agent to have them updated.
