About this file

This document is a set of Community Facility Provider Expectations issued by the Wisconsin Department of Corrections under Governor Tony Evers and Secretary Kevin A. Carr. The expectations apply to all contracted service providers working at Community Facilities operated by the Wisconsin DOC, specifically mentioning the Grow Academy facility. These standards are designed to ensure security and safety when providers are working on facility grounds with youth and staff.

The document establishes comprehensive operational requirements for contracted providers rather than specifying particular goods or services under contract. Key requirements include mandatory background checks and PREA compliance training, strict prohibitions on weapons, alcohol, and controlled substances on facility grounds, and detailed dress code and professional conduct standards. Providers must obtain written approval for bringing tools and electrical items onto the premises, cannot handle youth medication or supervise youth in bathroom areas, and must secure personal belongings in designated parking areas. The expectations also prohibit unauthorized activities, restrict access to state property and computers, and mandate reporting of safety concerns. Violations of these standards may result in temporary removal from grounds and potential loss of contract, with law enforcement notification for serious infractions such as bringing weapons onto the facility.

WISCONSIN DEPARTMENT OF CORRECTIONS

Governor Tony Evers / Secretary Kevin A. Carr

Community Facility Provider Expectations

Purpose: The purpose of these expectations is to ensure that all Community Facility providers are knowledgeable and understand specific Department of Correction standards so that security and safety is maintained at the Community

Facility while the provider is on grounds working with youth and staff. It is expected that the provider will review these expectations with all staff that are employed by said provider prior to the staff coming on the Community Facility grounds.

Providers must inform the Program and Policy Analyst-Adv if during the time of the contract, the Provider is convicted of a crime or other offense subject to civil forfeiture, while on or off duty, if the conviction makes it impossible for the Provider to perform the duties that they perform for the DOC. If Providers are going to be transporting youth, the provider must also submit to a driving record check as required of all DOC staff.
