About this file

The document is a Geotechnical Engineering Services Report prepared by Tierra, Inc. for the High Point Community Recreational Facility Lights project in Pinellas County, Florida. The report details a geotechnical investigation conducted for eight light pole foundation locations within the recreational facility. Tierra performed eight Standard Penetration Test (SPT) borings across the project site, with depths ranging from 20 to 40 feet below the existing ground surface, to evaluate subsurface soil conditions and provide recommendations for light pole foundation design.

The subsurface investigation revealed primarily sandy soils with varying density, from very loose to medium dense, and a groundwater table measured at approximately 4 to 5 feet below existing grades. The soil stratification includes light gray to gray sand with occasional silt and shell fragments, silty sand, and a deeper layer of light gray clay in some locations. The report provides detailed soil classification, groundwater information, and recommended soil parameters for both conventional direct bury and drilled shaft foundation designs. Tierra suggests that the structural engineer utilize the provided equivalent average N-value tables and soil parameters when designing the light pole foundations, with careful consideration of potential groundwater fluctuations and seasonal variations.

PROJECT DESCRIPTION

Project Information

The project site is located at 6071 150th Avenue North, in Pinellas County, Florida. We understand that the project consists of designing and construction of eight light pole structures. This report was developed to provide geotechnical support for the design of these proposed light poles.

If any of the project information noted is incorrect or has changed, Tierra should be notified as soon as possible so we can determine if the changes impact our recommendations.

Scope of Services/Objectives

The objective of our study was to evaluate existing soils with respect to the proposed improvements. In order to meet this objective, we provided the following services:

1. Reviewed the appropriate Quadrangle Maps published by the United States Geological Survey (USGS) and the Soil Survey of Pinellas County, Florida, published by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS).

2. Conducted a visual reconnaissance of the project site and coordinated utility clearance through Sunshine One Call.

3. Executed a program of subsurface exploration consisting of borings and subsurface sampling. Performed eight (8) Standard Penetration Test (SPT) borings to depths ranging from 20 to 40 feet below the existing ground surface on the east and west sides of the playing fields.

4. Measured the groundwater table levels encountered in borings.

5. Visually classified the samples in the laboratory using the Unified Soil

Classification System (USCS). Identified soil conditions at each boring location.

6. Prepared this formal engineering report that summarizes the course of study pursued, the field data generated, subsurface conditions encountered and our engineering recommendations in each of the pertinent topic areas. Our report includes a Report of Core Boring sheet with the results of the test borings along with soil parameters to be used for the design of the light pole embedment.

The scope of our services did not include an environmental assessment for determining the presence or absence of wetlands or hazardous or toxic materials in the soil, bedrock, groundwater, or air, on or below or around this site. The scope of our services did not include determination of the potential for sinkhole activity. Any statements in this report or

Pinellas County, Florida on the boring logs regarding odors, colors, unusual or suspicious items or conditions are strictly for the information of our client.

SITE AND SUBSURFACE CONDITIONS

USGS Quadrangle Maps

Based on the “Safety Harbor, Florida” USGS Quadrangle Map, the natural ground elevation within the area of the proposed light poles is on the order of +15 to +20 feet, National Geodetic Vertical Datum of 1929 (NGVD).

Pinellas County Soil Survey

Based on a review of the Pinellas County Soil Survey, it appears that there is one (1) primary soil-mapping unit noted within the vicinity of the project site. The general soil description is presented in the following paragraphs and table as described in the Soil Survey.

Myakka Soils and Urban Land (Map Unit 17): The Myakka component makes up 50 percent of the map unit. Slopes are 0 to 2 percent. This component is on flatwoods on marine terraces on coastal plains. The parent material consists of sandy marine deposits.

Depth to a root restrictive layer is greater than 60 inches. The natural drainage class is poorly drained. Water movement in the most restrictive layer is moderately high. Available water to a depth of 60 inches (or restricted depth) is low. Shrink-swell potential is low. This soil is not flooded nor is it ponded. A seasonal zone of water saturation is at 12 inches during June, July, August, September, October, and November. Organic matter content in the surface horizon is about 4 percent.

The Urban Land component consists of miscellaneous areas that are covered by concrete, asphalt, buildings, or other impervious surfaces that obscure or alter the soils so that identification is not feasible. In areas mapped as Urban Land, 85 percent or more of the surface is covered by streets, parking lots, buildings or other structures. Most areas of Urban Land are artificially drained by sewer systems, gutters, tile drains and surface ditches which may lower historic water tables. Specific soil information for the Urban Land mapping unit is not available in the Web Soil Survey.

It should be noted that information contained in the USDA NRCS Soil Survey may not be reflective of current subsurface conditions, particularly if recent development in the project vicinity has modified existing soils or surface/subsurface drainage.

Subsurface Conditions

Prior to commencing our subsurface explorations, a boring location plan was developed based on project information provided by Pennoni. The subsurface conditions within the project limits were explored at eight (8) locations. The fieldwork included Standard Penetration Test (SPT) borings to depths ranging from 20 to 40 feet below grade. It should be noted that the scope of the exploration included 8 test borings to a depth of 20 feet. Due to very loose conditions encountered at 3 of the 8 test borings, these test borings were extended to depths of 30 to 40 feet to obtain additional geotechnical information.

The borings were located in the field using a Garmin hand-held Global Positioning System (GPS) unit with a reported accuracy of ±10 feet. The approximate boring locations are presented on the Boring Location Plan sheet in the Appendix.

The SPT borings were performed with the use of a drill rig using bentonite mud drilling procedures utilizing an automatic hammer system. The soil sampling was performed in general accordance with American Society for Testing and Materials (ASTM) Test Designation D-1586. The initial 4 to 6 feet were manually hand augered to verify utility clearance. SPT resistance N-values were then taken at intervals of 2 feet to a depth of approximately 10 feet and on intervals of 5 feet thereafter to the boring termination depth.

The results of the field exploration and testing are presented on the Soil Profiles sheet in the Appendix.

The soil strata encountered in the borings performed at the project site are summarized in the following table:

Stratum Number

Soil Description

USCS

Classification

Light Gray to Gray to Light Brown to Brown Sand to

Sand with Silt, occasionally with shell

SP/SP-SM

2 Gray to Dark Gray Silty Sand, occasionally with shell SM

3 Light Gray Silty-Clayey Sand to Clayey Sand SM-SC/SC

4 Light Gray to Gray Clay CL/CH

The subsurface soil stratification is of a generalized nature to highlight the major subsurface stratification features and material characteristics. The soil profiles included in the Appendix should be reviewed for specific information at individual boring locations.

These profiles include soil descriptions, stratifications, and penetration resistances. The stratifications shown on the boring profiles represent the conditions only at the actual boring location. Variations did occur and should be expected between boring locations. The

Pinellas County, Florida stratifications represent the approximate boundary between subsurface soils and the actual transition may be gradual.

Groundwater Information

The groundwater table was measured at depths ranging from approximately 4 to 5 feet below existing grades within the borings performed. The Soil Profiles sheet should be reviewed for specific groundwater information at each boring location.

Groundwater conditions will vary with environmental variations and seasonal conditions, such as the frequency and magnitude of rainfall patterns, as well as man-made influences (i.e. existing swales, drainage drainages, underdrains and areas of covered soils, such as paved parking lots). It should be noted that groundwater levels tend to fluctuate during periods of prolonged drought and extended rainfall and may be affected by man-made influences. In addition, a seasonal effect will also occur in which higher groundwater levels are normally recorded in rainy seasons. In this regard, we anticipate groundwater levels to be more shallow than encountered and labelled on the Soil Profile sheet.

EVALUATION AND RECOMMENDATIONS

General

The Boring Location Plan and Soil Profiles included in the Appendix should be reviewed for specific soil information at each location tested. The borings generally encountered sandy soils from the existing ground surface to a depth of 18½ feet underlain by silty sand to the boring termination depths with the exception of the deepest boring, B-4, which terminated in clayey soil. The relative density of the soils within the influence zones of the proposed lighting improvements varied from very loose to medium dense.

Light Pole Recommendations

Tierra performed eight (8) Standard Penetration Test borings within the project footprint.

Tierra understands the SPT borings will be utilized for the design of the eight light pole foundations. The SPT borings generally encountered very loose to medium dense sandy soils within typical embedment depths for conventional light poles. Based on the results of the SPT borings performed, Tierra recommends the following soil parameters be utilized by the structural engineer in design of the light poles associated with the project.

Drilled Shaft Recommendations

The structure foundations should be installed in accordance with County, FAA, and/or FDOT specifications.

Based on our understanding of typical computer programs for the design of light structures and their one soil type modeling, Tierra has evaluated the results of the soil borings performed and developed input parameters for use by the structural engineer if drilled shaft foundations are chosen for the lighting pole foundations. The recommended soil parameters for modeling the borings represents a Cohesionless (SAND) profile. The torsional resistance calculation for a SAND profile requires an average SPT N value. Tierra has provided an equivalent average N value that would give the mixed soil profile the same unit skin friction as an equivalent SAND profile.

Tierra recommends the foundations be designed based on the attached Recommended Equivalent Average N Value Tables and the soil parameters provided in the table below:

(1) Refer to the Recommended Equivalent Average N Value tables in the Appendix

For shafts on side slopes, the design should include the portion of the shaft with less than 2.5D (D=shaft diameter) horizontal soil cover (face-of-shaft to face-of-slope) as unsupported length and design the portion of the shaft with more than 2.5D horizontal soil cover as though founded in level ground.

CONSTRUCTION CONSIDERATIONS

Site Preparation

Prior to construction, the location of any existing underground utilities within the construction area should be established. Material suitable for re-use may be stockpiled;

however, any material stockpiled for re-use shall be tested for conformance to material specifications as indicated in the following sections of this report. Provisions should then be

Pinellas County, Florida made to relocate any interfering utility lines within the construction area to appropriate locations and backfilling the resulting excavations with compacted structural fill. In this regard, it should be noted that if abandoned underground pipes are not properly removed or plugged, they might serve as conduits for subsurface erosion, which subsequently may result in excessive settlement.

Structural Fill

If necessary, all materials to be used for structural fill or backfill should be evaluated and tested by Tierra prior to placement to determine if the materials are suitable for the intended use. Suitable fill materials should consist of fine to medium sand with less than 12% passing the No. 200 sieve, free of demolition debris, structure and pavement remnants, rubble, pavement, organics, clay, debris and other unsuitable material and evaluated against project engineering requirements.

In general, the soils of Stratum 1 (SP/SP-SM) may be moved and used for grading purposes, site leveling, general engineering fill, structural fill and backfill in other areas, provided the fill is free of organic materials, clay, debris or any other material deemed unsuitable for construction and evaluated against engineering fill requirements.

Drainage and Groundwater Concerns

The groundwater levels presented in this report are the levels that were measured at the time of our field activities. Fluctuation should be anticipated. We recommend that the Contractor determine the actual groundwater levels at the time of the construction to determine groundwater impact on his construction procedure.

REPORT LIMITATIONS

The conclusions and recommendations contained in this report are opinions based on the site conditions and project layout described herein and further assume that the conditions observed in the exploratory borings are representative of the subsurface conditions throughout the site, i.e., the subsurface conditions elsewhere on the site are the same as those disclosed by the borings. If, during construction, subsurface conditions different from those encountered in the exploratory borings are observed or appear to be present, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary.

This report was prepared for the exclusive use of Pennoni and Pinellas County for evaluating the design of the project as it relates to the geotechnical aspects discussed herein. It should be made available to prospective contractors for information on factual data only and not as a warranty of subsurface conditions included in this report.

Unanticipated soil conditions may require that additional expense be made to attain a properly constructed project. Therefore, some contingency fund is recommended to accommodate such potential extra costs.
