About this file
The attached document is a comprehensive Utility Work Schedule for Pinellas County, Florida, involving multiple utility agencies including Crown Castle, Duke Energy Distribution, Frontier, Spectrum Sunshine State LLC, Knology Broadband (WOW!), TECO Peoples Gas, and Uniti Fiber/Southern Light. The document details utility relocation and adjustment work for a countywide mast arm signalization project at five intersections: Lake St. George Drive at Tampa Road, West Lake Road at Tampa Road, 113th Street at 54th Avenue North, Park Boulevard at Ridge Road, and Park Boulevard at Seminole Boulevard. The project involves raising, adjusting, and transferring utility infrastructure, including overhead lines, conduits, poles, and fiber optic cables to accommodate new mast arm signal installations and minor roadway improvements.
The utility work schedules outline specific requirements for each utility agency, including normal business hours, emergency contact information, and detailed work activities. Most agencies have estimated non-construction times ranging from 30-85 calendar days, with construction activities estimated between 0-26 calendar days. Special conditions include coordinating with roadway contractors, maintaining facility access, using extreme caution during excavation, and securing joint use agreements with Duke Energy for pole attachments. The schedules emphasize the need for advance notifications, adherence to safety protocols, and coordination to minimize service disruptions. Funding and specific budget details are not explicitly stated in the document, but the work appears to be part of a coordinated infrastructure improvement initiative by Pinellas County.

This document has been developed as the method for a Utility Agency/Owner (UAO) to transmit to Pinellas County, the roadway contractor and other right-of-way users, the location, relocation, adjustment, installation and/or protection of their facilities on this Pinellas County project.
The following data is based on Pinellas County final design phase construction plans dated 1/12/2022. Any deviation by Pinellas County or its contractor from the plans, as provided, may require assessment and negotiation of a new work schedule. This UAO is not responsible for events beyond their control and that could not be reasonably anticipated and avoided with the exercise of due diligence. 1. Duke Energy and/or Duke Energy subcontractors normal work schedule is Monday through Friday from 7 a.m. to 5 p.m., excluding observed holiday's (New Years day, Good Friday, Memorial Day, July 4th, Labor day, Thanksgiving Day, the Friday after Thanksgiving, Christmas Eve Day and Christmas Day).
2. Duke Energy line crew availability may be affected or limited due to our required response to emergency conditions. This limitation will be dependent upon the severity of the emergency.
3. Emergency number for nights, weekends and Duke Energy Florida holidays is (800) 228-8485.
4. Bucket truck access must be maintained to all of this UAO’s facilities including: poles, pull boxes, transformers, and switchgear locations throughout the duration of the project construction for maintenance and outage restoration.
5. All NESC and OSHA required clearances from energized conductors and equipment should be maintained. Covering of conductors will not be provided by this UAO as this does not decrease the required code clearances.
6. Upon completion of any or all of relocations, as described in this approved Utility Work Schedule, any additional relocation of newly installed system that is required due to deviation by the County or its roadway contractor from the plans as provided to this UAO will be done at the expense of the County or its roadway contractor.
Upon notification of such change, UAO will proceed with the design and construction of the additional relocation within the standard work schedule of this UAO
7. De-energization of primary voltage (example: 12.47kV) power lines requires coordination with multiple internal groups. Notify this UAO via email at least 20 business days before any de-energization is required at each mast arm location. Due to the existing circuit loadings, distribution conductors may require de-energizing and grounding during non-peak hours (may require night work by County contractor if circuit loading during daytime is not feasible). And in some cases, de-energization may not be approved.
8. Temporary removal of streetlight wire or secondary voltage conductors (example: 120/240V) requires coordination with multiple internal groups. Notify this UAO via email at least 20 business days before any temporary removal of wire is required at each location.
9. Temporary removed services or de-energizing conductors will result in loss of power. This includes possible loss of power to the traffic signal cabinet and/or streetlight circuits and/or electric meters. This UAO is not responsible for generators needed during power outage.
10. Any bracing or holding of this UAO’s poles will require 20 business days advance written notice via email to this UAO.
11. All new electrical services requested by Pinellas County, or its contractor will be required to conform to “Requirements for Electric Service and Meter Installations” latest edition.
12. To establish a new service account the responsible party for the new service must call 866-372-4663.
13. A Contribution in Aid to Construction (CIAC) will be required for underground riser/pedestal installations and any additional required line construction work that does not meet the required revenue ratio as specified in this UAO’s approved rates and tariffs.
14. Duke Energy Distribution cannot remove old facilities until new facilities are energized and existing customers services have been relocated.
