About this file

This document is an Appendix 1 for the Oregon Weatherization Assistance Program (WAP), involving Clackamas County and the Oregon Housing and Community Services (OHCS), detailing major measure line item descriptions for weatherization services for site-built and manufactured homes. The comprehensive document provides extensive technical installation descriptions and requirements for various weatherization measures including air infiltration, ceiling and floor insulation, wall and knee-wall insulation, duct sealing and repair, window and door replacements, water heater services, and health and safety modifications. The line items cover a wide range of specific installation and repair tasks, with detailed specifications for each measure, and are intended to be used by contractors bidding on weatherization projects for the 2025-2027 period.

The document includes pricing guidance for contractors, with each line item specifying exact installation requirements, materials, permitting needs, and compliance standards such as ASHRAE guidelines, Oregon state building codes, and federal regulations. Contractors must provide detailed pricing information on the Proposer's Weatherization Major Measure Price List (Attachment B) and submit proposals to the bid locker by the due date specified in the Request for Proposals (RFP). The line items are comprehensively structured to ensure high-quality, standardized weatherization work across site-built and manufactured homes, with a focus on energy efficiency, safety, and adherence to current building and environmental standards. Pricing is itemized by specific tasks, with considerations for different home types, existing conditions, and required modifications.
