About this file
This is a Technical Exhibit outlining the Performance Requirements Summary for elevator maintenance and service contract performance.
The document establishes quality assurance standards and contractor accountability measures for elevator service delivery. The Government will evaluate contractor performance using random sampling, 100% inspection, and customer complaints. Five key service requirements are specified with corresponding Acceptable Quality Levels (AQL) and surveillance methods: Preventative Maintenance must accomplish all manufacturer-recommended tasks as scheduled with 95% compliance, verified through random sampling and customer complaints; Government Requested Service Calls must be responded to within allowable timeframes with 95% monthly compliance, also verified through random sampling; repeated service calls for the same elevator issue (more than four within one year) require 100% inspection; State Inspection, Testing and Certification must be completed annually with results reported within 14 calendar days, subject to 100% inspection; and deficiencies identified during state inspections must be scheduled for immediate repair with 100% compliance verification. If defect numbers equal or exceed the AQL maximum allowable deviation for any service, performance is deemed unacceptable. Contractors are responsible for re-performing any unacceptable work at no additional cost to the Government when the deficiency is clearly the contractor's fault. All service activities must be recorded on elevator log sheets and reported to the Operations and Maintenance Division on the day of service.

TECHNICAL EXHIBIT 1
PERFORMANCE REQUIREMENTS SUMMARY
1. PURPOSE: This exhibit explains the requirements and standards for performance of service necessary for acceptable contract performance. It describes the quality assurance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements and describes the responsibility of the Contractor when a standard for performance is determined to be in noncompliance with contract requirements. The Performance Requirements Summary Table in this Technical Exhibit details the following information:
1.1 Column 1 – Required service under provision of contract.
1.2 Column 2 – Standard for performance of required service.
1.3 Column 3 – The acceptable quality level (AQL) for performance of required service. The AQL is the maximum percent defective (or the number of defects per hundred units) that, for purposes of sampling inspection can be considered satisfactory.
1.4 Column 4 – The inspection method and frequency that required services will be evaluated by the
Government.
2. BASIS FOR GOVERNMENT’S QUALITY ASSURANCE PROCEDURES: The primary quality assurance procedures that will be used by the Government to inspect and evaluate a Contractor’s performance will be random sampling, 100% inspection and customer complaints.
3. DETERMINATION OF CONTRACTOR’S PERFORMANCE
3.1 If the number of defects for a specific service is equal to or greater than the AQL maximum allowable degree of deviation, the service shall be determined unacceptable.
3.2 When performance in any specific service is determined unacceptable and clearly, the fault of the
Contractor, the Contractor shall re-perform the work at no additional cost to the Government.
