Question Answer
NA NA NA NA Who is the incumbent supplier now?
Hanover Uniform Company.
NA NA NA NA Can you share the current pricing for all line items?
No.
Attachment 2 - Instructions to Quoters
L.3.8 1 5 How is the quoter evaluated if items do not comply with the Buy American Act?
Attachment 3 (the pricing sheet) has a column titled “Domestic End Product?”, it’s column O on the Excel sheet, for every item (see column A) the quoter is to indicate Yes or No for the domestic end product definition of a commercial-off-the-shelf item of supply (i.e, the item has to be manufactured or substantially transformed in the U.S but does not have to pass the component test, see FAR 25). The cells in column N which are indicated as “No” in column O will be added together, if that dollar amount is more than 50% of the amount in cell N81 minus the amount in cell N79 then the quote will be considered a foreign quote and therefore if the Government receives a domestic quote (i.e., not a foreign quote) all foreign quotes will be applied a 12% increase to the price in cell N81 minus the price in cell N79 for evaluation purposes. Price reasonableness will be considered accordingly, if with the 12% premium the total price (less the fitting room employee price) is greater than a domestic
Attachment A2.J.1 Answers to Questions quote then the price of the foreign quote is unreasonable.

L.3.8 1 5
Would you prefer a significantly more expensive item that may/may not have poor inventory conditions that complies with the Buy American Act or a much lower priced option with better stock conditions that does not comply with the Buy American Act? How will that affect your evaluation of that quoter?
Items under the resultant BPA must meet the requirements of the Statement of Work, the Buy American Act does not preclude the Government from purchasing non-domestic products for the requirements of this RFQ.
Attachment 2 - Instructions to Quoters
L.3.8 1 5
Can we offer 2 options of items, one that complies with Buy American Act and one that does not?
Quoters can submit two quotes if they choose to, however each quotation will be evaluated separately.

C.3.4 1 2 Are you requiring on-site embroidery at your fitting rooms?
On site hemming?
No. The on-site fitting room is primarily for try-ons, assistance with employee orders, measurements and returns for items that may have defects or incorrect embroidery (e.g. misspelled name, incorrect patch)

C.3.4 1 2
Will you please clarify if each location needs an on-site fitting room staffed 2 times every week?
Will you please clarify their duties?
Is this 2 days per week for each of the 10 locations or is it 2 days per week total and they move from location to location?
There is only one single fitting room for use by all agency employees. The fitting room is staffed 2 days per week. The room is open early in the morning on one of the two days in order to accommodate night shift employees who are coming off their shift.
Attachment 1 - Statement of Work
C.3.4 1 2
Would you allow a digital body measurement app instead of staff for your on-site fitting to replace the 2 days per week and the larger measurement sessions?
No. The uniform room is open for try-ons and sampling of uniform items as well as fittings, measurements and ordering.
Attachment 1 - Statement of Work
C.3.4 1 2 Is parking covered by AOC or the contractor for on-site personnel?
Generally, parking is not available to any AOC contractor staff.
Attachment 1 - Statement of Work
C.5.2.2 1 3
Are the measurement sessions described in this section in addition to the on-site fitting room staff mentioned in Section C.3.4?
Yes. In addition to fittings that occur in the uniform room, there are also periodic mass fittings to accommodate large groups. Mass fittings may occur several times per year as necessary based on organization needs.

C.5.2.2 1 3
Can the on-site fitting room staff personnel be one of the employees used for the fitting sessions? Will the AOC be charged the hourly fitting room staff rate for the staff who conduct the fitting sessions or is the measurement staff pay the full responsibility of the contractor?
The fitting room is a separate line item in the contract and is invoiced separately. Periodic mass fittings are a requirement of the overall contract. The vendor is free to choose who will provide mass fitting support. It is not restricted to the same individual who staffs the fitting room.
