AO1591-24 - Aerial Imagery for GIS Imagery Data

This is a Request for Information (RFI) issued by Marion County Assessor's Office in Oregon to determine sole-source procurement eligibility for aerial imagery services. The County seeks to acquire leaf-off, high-resolution aerial imagery of all developed areas within Marion County on an annual or biannual basis, with the next capture scheduled for Spring 2025. The imagery products must include orthomosaic imagery (color and contrast balanced, 3-band or 4-band with mosaic tiles at best-available resolution) and georeferenced oblique imagery at approximately 45-degree angles with minimum 4-angle coverage. Flight operations must occur between March 15 and April 30, 2025, with less than 30% leaf cover. The project scope encompasses capture, processing, and hosting of imagery data services made available via web services to internal staff, coordinating agencies, and the public. The RFI response deadline is September 18, 2024, at 2:00 PM PST, with submissions required through the Marion County Procurement Collaboration Portal.

The RFI is being issued specifically to confirm that the required services are available from only one source—EagleView (formerly Pictometry)—in order to justify a sole-source contract award under MCPCR 20-0275 and ORS 279B.075. No specific pricing information, contract term, renewal options, or incumbent vendor details are provided in this RFI document. Marion County utilizes the aerial imagery to support critical county services including emergency management, site planning, land use planning, permitting, building inspection, economic development, property tax assessment, and utility maintenance across its 1,200 square miles serving a population of 347,818 residents.

1. INTRODUCTION

Marion County Assessor's Office (County) needs to have aerial imagery flights for GIS imagery data every year or every other year. County has specific needs requiring the flight timing and imagery requirements. County believes that EagleView (formerly Pictometry) is the only entity able to meet the requirements of the County.

2. BACKGROUND

Located in the heart of the Mid-Willamette Valley, Marion County has a population of 347,818, stretches from the Willamette River to the Cascade Mountains, and encompasses nearly 1,200 square miles. Marion County has 20 cities, including the Oregon’s capital, Salem. The Marion County government organization is headed by an elected Board of Commissioners and has 15 departments, seven of which are headed by elected officials.

The County uses high resolution, ortho and oblique aerial imagery to aid in providing critical services for the public. Services include emergency management, site planning, land use planning, land development permitting, building inspection, economic development, property tax assessment, county road maintenance, and utility maintenance including sewer, water and stormwater.

To meet its requirements for up to date, imagery, County contracts with a provider to provide aerial imagery flights every year or every other year.
