Section 4: Record of Questions Received and Responses Provided
Open communication to all potential bidders on questions received.
Instructions
Provided for information.
Bidder Questions and Responses
The following list represents questions from prospective bidders and the Engineer’s responses. Questions from prospective bidders are shown in black and responses from the engineer are shown in blue.
Q1: Does this project require AIS materials as shown in the ARPA / SLFRF Required Contract Clauses?
A1: Response from the grant administrator:
“…the project is not subject to American Iron and Steel (AIS). Moreover, the ARPA clause provides the extent of what we know regarding the requirements relative to the source of the purchase, acquisition, and use of goods, materials, etc. The clause states “the contractor should, to the greatest extent practicable” provide a preference for American goods, so while the certifications required under AIS are not required by ARPA, contractors could document their efforts in pursuit of such a preference.”
Q2: Could you supply a specification for the 4” & 6” FLG Wye Strainer? (06-M03, #15) (09-M06, #7)
A2: Please refer to Section 15.40.03 of the Technical Specifications (page 108 of the pdf).
Q3: Could you supply a specification for the 1-1/2” Brass Ball Valve? (09-M06, #29)
A3: Please refer to Section 15.75.16 of the Technical Specifications (page 120 of the pdf).
Q4: Do the “RJ” fittings require the TNEMEC N140 Coating or is the Standard Asphaltic Coating okay? (09-M06)
A4: Coatings are required per Division 9 of the Technical Specifications (starts on page 60 of the pdf). In this case, fitting should be coated per Coating System 1.
Q5 Will answers to the questions be replied to the sender before the 10/04 deadline then later in an addendum?
A5: A list of questions asked and answered will be supplied.
Q6: Would TNEMEC Series N140 Pota-Pox or TNEMEC Series 90-98 be suitable as an alternate to Coating System 1 per Division 9 of the Specifications for coating pipe and fitting exteriors.
A6: Yes, either of those are acceptable alternative coatings systems.
Q7: Bid Item 1, 7 & 13 (Scope 1) – Mobilization refers to multiple bid items, however it is unclear which bid items this refers to.
A7: The bid schedule issued with Addendum 1 was updated to show bid items, and Division 18 was updated to clarify this.
Q8: Will the submittal of qualifications for approval of the proposed integrator take place AFTER the bid opening?
A8: Please see Section 2 of this Amendment 1. Alternative integrator qualifications shall be submitted with the First Tier Subcontractor Disclosure Form.
