About this file
This is an amendments document issued by the Connecticut General Assembly's Joint Committee on Legislative Management providing responses to vendor questions and clarifications regarding the Request for Proposal (RFP) for composition and HTML version preparation services of the Official General Statutes of Connecticut. The Office of Legislative Management and Legislative Commissioners' Office seek proposals for creating electronic PDF pages with embedded fonts and images, along with browsable HTML versions for the General Statutes revised to January 1, 2027 and January 1, 2029, with corresponding 2028 and 2030 Supplements. The 2027 General Statutes comprise approximately 25,014 electronic pages divided into 21 volumes, with the 2028 Supplement containing approximately 3,300 pages. Material deliveries from the Legislative Commissioners' Office are scheduled for November 5 through December 3, 2026 for the 2027 General Statutes, with subsequent deliveries in December 2027, November 2028, and December 2029 for respective supplements and revisions. The RFP opened March 30, 2026, with vendor questions due by April 10, 2026, answers published by April 17, 2026, and proposal responses due by April 30, 2026 at 12:00 PM EST. The contract term extends from execution through June 30, 2031 with potential extension by mutual agreement.
Respondents must demonstrate at least five years of experience in similar composition and HTML preparation work and maintain a minimum of five full-time employees with relevant expertise throughout the contract term. Proposals must include equipment lists, experience documentation, reference projects, W-9 forms, and acknowledgment of Connecticut General Assembly Terms and Conditions. Required insurance includes commercial general liability and professional liability of $1,000,000 each, with workers' compensation and employer's liability minimums. Connecticut certified Small Business Enterprises and Minority Business Enterprises receive more favorable payment terms of Net 25 Days compared to Net 45 Days for other vendors. Liquidated damages of $500 per calendar day apply for late delivery. All costs must include programming, testing, labor, materials, and transportation. The State reserves the right to negotiate costs, request Best and Final Offers, and contract with multiple respondents for portions of services. Inquiries should be directed to Rachel Meddar at (860) 240-1325 or rachel.meddar@cga.ct.gov.
