About this file

This is Amendment Number Three to Invitation to Bid (ITB) 2526H133 issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, for Western District Aggregate Stockpiling. The amendment provides clarifications and answers to three questions submitted by prospective bidders regarding subcontractor identification, bid guarantee submission methods, and Buy American Act compliance documentation. Original bids were due by April 9, 2026, at 10:00 AM Alaska Time, with contract award anticipated on April 21, 2026. The procurement requires delivery of 5,000 cubic yards of crushed aggregate grading E-1, 1,000 cubic yards of screened aggregate 3" minus, 500 cubic yards of B-Chips, and 500 cubic yards of C-Chips to the Nome-Teller Highway mile 3.5 location, with completion deadlines of June 15, 2026, for primary items and May 31, 2026, for B-Chips and C-Chips. Amendment Three is designated as mandatory return, requiring vendor signature and acknowledgment by the bid submission deadline.

Key clarifications include that subcontractor information will be requested only if a bid using subcontractors is selected, at which time the contractor has five working days to provide required documentation. Bid guarantee checks of $5,000 (certified or cashier's check) must be received in physical form at the time of bid opening if bids are submitted via email; scanned copies are not acceptable. For Buy American Act compliance, if no items include products of construction materials subject to the Act, bidders must write "None" in the applicable section and sign and return the form. This is a Firm Fixed Price contract funded entirely by the U.S. Federal Highway Administration (FHWA) and subject to federal terms and conditions, including Davis-Bacon wage requirements and Buy American Act compliance. The procurement officer is Sarah Conlon, Procurement Specialist, available at (907) 451-2222 or Sarah.Conlon@alaska.gov.

Questions and answers

Question #1:

This section mentions a requirement to identify in the bid the names of subcontractors to be used to complete the work. I assume this goes for potential subcontractors as well? If so, do you have a form that is required to be used to identify subcontractors? If not, how would you like to see this information?

Answer #1:

Section 2.10 Subcontractors States: “If a bid with subcontractors is selected, the bidder must provide the following information concerning each prospective subcontractor within five working days from the date of the state's request.”

If a bid ends up being selected and is using subcontractors, the State will request the subcontractor list of requirements at that time. The contractor will have five working days from the date of the State’s request to submit the required information.
