About this file

This amendment document, issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, modifies the Invitation to Bid (ITB) 2526H133 for aggregate stockpiling services in the Western District. Amendment One incorporates two new attachments into the solicitation: Attachment Six, which identifies the aggregate stockpiling sites throughout the Western District, and Attachment Seven, which specifies the stockpiling location details for the Nome-Teller Highway mile 3.5 site. The underlying procurement requires delivery of 5,000 cubic yards of crushed aggregate grading E-1, 1,000 cubic yards of screened aggregate 3" minus, 500 cubic yards of B-Chips, and 500 cubic yards of C-Chips to the Nome DOT M&O yard. Bids must be received by 10:00 AM Alaska Time on April 9, 2026, with contract award anticipated on April 21, 2026. Primary items must be completed by June 15, 2026, while B-Chips and C-Chips must be completed by May 31, 2026. Pre-mobilization meetings with the project Engineer are required 14 days before work begins, and contractors must submit progress schedules, Mining and Reclamation Plans, Storm Water Pollution Prevention Plans (if required), and Process Control Plans prior to mobilization.

This is a Firm Fixed Price contract funded entirely by the U.S. Federal Highway Administration (FHWA), making it subject to federal Buy America Act requirements and FHWA terms and conditions. A bid guarantee of $5,000 (certified or cashier's check) is required at bid submission, and a Performance Bond or Individual Surety Deposit equal to the total contract value is required for individual firm quantity lots exceeding $200,000 before contract award. Liquidated damages of $300 per day apply for failure to meet completion dates. Payment will be made within 30 days of receipt of proper invoices and delivered goods, with a 5% discount available if invoices are paid within 15 business days. Contractors must possess a valid Alaska business license, comply with Davis-Bacon wage requirements, and submit certified payrolls weekly for all covered work. The contract is subject to nondiscrimination provisions protecting disadvantaged business enterprises and compliance with Title VI of the Civil Rights Act of 1964.
