About this file
This is Amendment Number One to Invitation to Bid (ITB) 2526H133 issued by the Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, on March 23, 2026. The amendment incorporates two attachments into the solicitation: Attachment Six identifying Aggregate Stockpiling Sites in the Western District and Attachment Seven detailing the FY26 NR Aggregate Western District Nome-Teller Highway MP 3.5 Stockpiling Location. The underlying ITB solicits competitive sealed bids for the production, transport, and stockpiling of processed aggregate materials to be delivered to the Nome-Teller Highway mile 3.5 location (Nome DOT M&O yard). The required deliverables include 5,000 cubic yards of crushed aggregate grading E-1, 1,000 cubic yards of screened aggregate 3" minus, 500 cubic yards of B-Chips, and 500 cubic yards of C-Chips, with completion required by June 15, 2026 for primary items and May 31, 2026 for B-Chips and C-Chips. Bids must be submitted by 10:00 AM Alaska Time on April 9, 2026, with contract award anticipated on April 21, 2026. The contract term runs from approximately April 21, 2026, through June 15, 2026, with no renewal options.
This is a Firm Fixed Price contract funded entirely by the U.S. Federal Highway Administration (FHWA), making it subject to federal Buy America Act requirements and FHWA federal terms and conditions. Qualified contractors must possess a valid Alaska business license, comply with Davis-Bacon wage requirements, and submit certified payrolls weekly for all covered work. A bid guarantee of $5,000 (certified or cashier's check) is required at bid submission, and a Performance Bond or Individual Surety Deposit equal to the total contract value is required for individual firm quantity lots exceeding $200,000 before contract award. Payment will be made within 30 days of receipt of proper invoices and delivered goods, with a 5% discount available if invoices are paid within 15 business days. Liquidated damages of $300 per day apply for failure to meet specified completion dates. The solicitation requires pre-mobilization meetings with the project Engineer 14 days before work begins and submission of a progress schedule, Mining and Reclamation Plan, Storm Water Pollution Prevention Plan (if required), and Process Control Plan prior to mobilization. Nondiscrimination provisions ensure that disadvantaged business enterprises are afforded full opportunity to submit bids without discrimination based on race, color, or national origin.
