About this file
This document is an Amendment #6 and Pre-Bid Conference file for the Washington State Parks and Recreation Commission's Request for Proposal (RFP 325-589) for the Lake Sammamish State Park Kayak Rental Concession. The RFP seeks a vendor to operate a kayak and stand-up paddleboard rental service at Tibbets Beach, with services required on weekends in May and daily from Memorial Day through Labor Day, with core hours of 10 am to 6 pm. The contract period will be up to five years with the possibility of one additional five-year term. The bid deadline is Tuesday, May 13, 2025, at 1:00 PM, with bids to be submitted electronically to BidBox@parks.wa.gov. The pre-bid conference was held on April 22, 2025, via Microsoft Teams, with multiple potential bidders in attendance, including Wakerack, Seattle Fun Rentals LLC, Oyen Adventures, and Seattle Paddles Outfitters.
The evaluation process will award the contract based on qualifications (30 points), experience (10 points), and pricing (5 points), with additional points for certified veteran-owned or Washington small businesses. The vendor must provide all necessary rental equipment including kayaks, paddleboards, paddles, and life jackets, and may sell additional items like souvenirs, beach towels, sunscreen, and other park-appropriate merchandise. The vendor will be responsible for their share of utilities (electricity, water, garbage/recycle) and must provide their own internet/WiFi. The RFP prioritizes small businesses and veteran-owned businesses, with the goal of selecting a contractor who can provide high-quality rental services and enhance visitor experiences at Lake Sammamish State Park. Notably, Amendment #6 clarifies that the current concessionaire's inventory is not available for sale, to ensure fairness in the bidding process.

PREBID NOTES
Pre–Bid Questions:
• .Q: Is the vendor limited to only kayak/paddleboard rentals & pre-packaged snacks, or are other merchandise sales allowed? A: State Parks wants the core business to be kayak/paddleboard rentals, and the clause about pre-packaged snacks is meant to distinguish from the sale of any type of item that would require a kitchen or food service permit. Aside from that, the sale of souvenirs or other beach/park appropriate items (beach towels, sunscreen, t-shirts, hats, etc.) is allowed.
• ..Q: Does State Parks have attendance statistics for different days of the week? A:
Unfortunately State Parks only has attendance figures on a monthly basis and they are not broke down into enough detail for specific days of the week.
