About this file
This document is Solicitation Amendment 5 for RFP 325-589, issued by Washington State Parks and Recreation Commission on April 18, 2025, relating to the Lake Sammamish State Park Kayak Rental Concession. The amendment provides a question and answer section addressing a vendor inquiry about previous revenue sharing arrangements. Specifically, the state clarifies that for this new RFP, proposers are required to submit their own proposed revenue share percentage, and that the previous concession was selected through direct negotiation, with those terms not serving as a benchmark for the current competitive process.
The amendment emphasizes that interested parties should propose a revenue share percentage that reflects the opportunity's value and supports a mutually beneficial partnership. While no specific percentage is mandated, the state encourages vendors to develop a proposal that demonstrates the potential economic value of the kayak rental concession. The document indicates that this is part of a competitive solicitation process, with vendors invited (but not required) to include this amendment in their bid response, maintaining flexibility in the procurement approach.

-- SOLICITATION AMENDMENT 5 --
April 18, 2025
RFP 325-589 LAKE SAMMAMISH STATE PARK KAYAK RENTAL CONCESSION
PREVIOUS TERMS AND CONDITIONS IN EFFECT: All earlier terms, conditions, instructions, information, language, etc. not modified by this amendment remain in full force and effect.
NOTE: Bidders are invited to include this competition amendment with the Bidder’s bid response, but it is not mandatory.
1. Questions and Answers from Interested Vendors firms:
Question 1: What percentage or lump sum of revenue did the prior concessionaire offer as a share to the park in previous years?
Response 1: Thanks for your question. For this new RFP, we are asking all proposers to submit their own proposed revenue share percentage as part of their proposal. There was no previous competitive solicitation for this concession— the prior concessionaire was selected through direct negotiation, and the terms from that arrangement are not being used as a benchmark for this competitive process.
We encourage all interested parties to propose a percentage that reflects the value of the opportunity and supports a mutually beneficial partnership.
