About this file
Amendment #2 to RFP 2026-1600-0063 is a responses-to-questions document issued by the State of Alaska Department of Health, Division of Behavioral Health, on May 8, 2026. This amendment addresses inquiries submitted by potential offerors regarding the SAMHSA Unified Performance Reporting Tool (SUPRT) procurement. The procurement seeks a Software-as-a-Service platform to collect client-level data for State Opioid Response subrecipient grantees and automate batch uploads to SAMHSA's Performance Accountability and Reporting System (SPARS). The original RFP was released on April 24, 2026, with a question submission deadline of May 4, 2026, and a proposal due date of May 15, 2026. Offerors must acknowledge receipt of this amendment using Submittal Form A.
The amendment specifically addresses technical integration requirements regarding DOH's Master Client Index (MCI). The original RFP language in Attachment 2, Submittal Form G (IT25) required solutions that create, read, or update client demographic data to integrate with the MCI or obtain DOH IT approval for alternatives. The State clarified in this amendment that vendors may select "Not Applicable" for the MCI requirement, providing flexibility in system design approaches. Procurement inquiries should be directed to Annalisa Haynie, Procurement Officer, at Annalisa.Haynie@alaska.gov.
